Thus, in the first 4 months of 2025, the total number of Vietnamese workers working abroad was 47,881 people, reaching 36.8% of the yearly plan.
Many key markets increase recruitment
Japan is still the market that received the most Vietnamese workers in the first 4 months of the year, with 24,358 people. Taiwan (China) ranked second with 15,537 people. South Korea ranked third with 4,242 workers. Next is China: 1,005 workers, Singapore: 689 workers, Romania: 250 workers, Hungary: 437 workers and other markets.

According to the Ministry of Home Affairs , the first 4 months of the year have seen many breakthroughs in sending workers to work abroad. This year, traditional markets have seen an increase in recruitment targets, along with attractive and stable salary and welfare policies. For example, in early May, the Overseas Labor Center (Colab) coordinated with the Human Resources Development Service of Korea (HRD Korea) to officially launch the 2025 Korean language test for Vietnamese workers wishing to work in Korea under the Korean Government's Foreign Worker Permit Program (EPS Program).
This year's exam will select 3,300 Vietnamese workers to work in Korea, of which 3,000 are for the manufacturing industry and 300 are for the agricultural industry. With a target of 3,300 people, the EPS 2025 exam is expected to bring attractive job opportunities in Korea to Vietnamese workers, while ensuring transparency and fairness in the selection process.
Mr. Dang Huy Hong - Director of the Overseas Labor Center said that Korea is considered a labor market with attractive income levels. Currently, the minimum wage (not including overtime and other benefits) is more than 2,000,000 won, or about 40 million VND. In Korea, workers are guaranteed the same rights as local workers (subsidies and insurance are fully covered); life and cultural customs in Korea have many similarities, and the Vietnamese community in Korea is large, so workers can quickly adapt.
Recently, Korea has expanded its foreign labor acceptance policy, increased quotas and expanded the industries receiving workers under the EPS program, adding workers in the shipbuilding, service, and forestry industries to this program. According to Mr. Pham Viet Huong - Deputy Director of the Department of Overseas Labor Management, in 2025, Korea will allocate an E9 visa labor quota under the Foreign Labor Employment Permit Program (EPS program) for Vietnam of 8,400 people.
Be alert to avoid scams
It can be seen that labor export has been playing an important role in the economy , not only bringing income to workers but also contributing to the country's economic development.
However, the work of sending workers to work abroad still faces many challenges. One of the major problems is the situation of being scammed and losing benefits when working for unreliable companies. Workers are often not fully protected, especially when they are tricked into working for illegal companies or companies that do not properly perform their contracts.
Regarding the EPS Program, Mr. Dang Huy Hong said that when participating in the program, workers need to fully and thoroughly understand the regulations, costs as well as their rights and obligations. These contents have been fully and regularly posted on the website of the Overseas Labor Center.
“To pass the exam, there is no other way than for workers to try their best to learn Korean well to achieve positive results. Be wary of fraudulent acts such as “guaranteed pass” or “influence” to get to work in Korea,” Mr. Hong emphasized, adding that if workers pass the exam, after completing the application, the center will send the application to Korea, the worker’s personal information will be hidden and they will be introduced to a randomly selected Korean employer. No organization or individual can interfere with this process.
