From August 28 to 30, the National Assembly Standing Committee convened the 4th full-time National Assembly Delegation Conference of the 15th tenure to discuss and give opinions on a number of draft laws expected to be submitted to the National Assembly for consideration and decision at the 6th Session. Talking to Khanh Hoa Newspaper about information about this conference, Mr. Le Huu Tri - Deputy Head of the National Assembly Delegation of the province said:
- The 4th Conference of full-time National Assembly deputies of the 15th tenure reviewed and gave opinions on 8 draft laws to be submitted to the National Assembly for consideration and approval at the upcoming 6th Session, including: Draft Law on Land (amended), Law on Housing (amended), Law on Real Estate Business (amended), Law on Water Resources (amended), Law on Telecommunications (amended), Law on Citizen Identification (amended), Law on Forces Participating in Protecting Security and Order at the Grassroots Level and Law on Management and Protection of National Defense Works and Military Zones. These are all very important draft laws, receiving special attention from public opinion and National Assembly deputies, with many new regulations, deeply affecting social life and economic development.

- Currently, many voters are interested in the Citizen Identification Law Project (amended). Can you tell us more about the opinions of the National Assembly delegates at this conference?
- The Citizen Identification Law (amended) was discussed for the first time at the 5th Session of the 15th National Assembly. Thereby, 151 opinions were expressed by National Assembly deputies (including 130 opinions expressed in groups, 17 opinions expressed and 4 opinions discussed in the hall). The majority of opinions of National Assembly deputies agreed on the necessity of promulgating the law; highly appreciated the preparation of the draft law dossier and the Review Report of the National Defense and Security Committee; basically agreed with the contents of the draft law and gave comments on many specific issues.
Regarding the contents that have been received and presented at this Conference of specialized National Assembly deputies, there are some outstanding contents, specifically: Regarding citizens' information in the National Population Database (Article 10 of the draft Law submitted by the Government) and information in the Identification Database (Article 16 of the draft Law submitted by the Government), in order to have a basis for better implementation of the work of protecting and securing the database, the examining agency has received the opinions of National Assembly deputies, revised Clause 4, Article 10 of the draft law received and revised. In addition, the examining agency recommended that the National Assembly request the Government to continue to pay attention to investment, enhance professional and technical capacity, and ensure that the National Population Database is protected at the maximum level of security.
Regarding the content shown on the ID card (Article 19 of the draft Law submitted by the Government), there are two types of opinions about the name of the ID card: The first type of opinion agrees with the name of the ID card as the draft Law submitted by the Government; the second type of opinion suggests keeping the name of the citizen ID card as the current law. The examining agency believes that changing the name to ID card is suitable for the scope, subjects of adjustment, supplementation... including the regulation on granting ID certificates to people of Vietnamese origin living in Vietnam but whose nationality has not been determined; regulations on electronic ID cards... However, changing the name of the law associated with changing the name of the citizen ID card will affect the psychology of a part of the people, who are worried that they will have to change the citizen ID card, change the current administrative procedures for using the citizen ID card, creating a concern that it may cause disruption in the legal system, not ensuring the stability of the policy.
Regarding the person granted an ID card (Article 20 of the draft Law submitted by the Government), the examining agency has reviewed, revised, and supplemented the provisions in Article 5 and Article 23 of the draft law to receive and revise them to provide more specific regulations on the requirements, conditions, procedures, and procedures for granting ID cards to people under 14 years old and the responsibilities of parents or guardians in the use and management of ID cards of people under 14 years old.

- The 8 draft laws to be submitted to the National Assembly for consideration and approval at the upcoming 6th Session are all very important, having a profound impact on social life and economic development. However, I find the draft Land Law (amended) to be particularly important because it is a difficult draft law, with a strong impact on all aspects of social life, and is of particular interest to organizations, businesses, voters and people across the country. According to current statistics, there are at least more than 20 laws related to the draft Land Law (amended), of which 3 draft laws are being submitted to the National Assembly for comments at this session, including the draft Housing Law (amended), the draft Bidding Law (amended) and the draft Real Estate Business Law (amended).
