According to the Provincial Tax Department, the solution to enhance coordination between tax agencies with departments, branches, and local authorities will promote budget collection management in the area, especially effectively in the fields of mineral resources, e-commerce, real estate transfer as well as the field of electronic invoice control, electronic invoices of tax agencies initiated from cash registers...

To help businesses and taxpayers stabilize and develop production and business, have cash flow to fulfill obligations to the State Budget, and create a foundation for sustainable revenue, the Ha Nam Tax Department will promptly implement support policies to remove difficulties such as reducing value added tax, reducing environmental protection tax on gasoline, oil, grease, reducing land and water surface rent, extending the deadline for paying VAT, corporate income tax, personal income tax and land rent.

The Tax sector continues to synchronously and effectively implement functions, management processes, and groups of solutions on tax payer management, the effectiveness of tax debt collection enforcement, inspection, examination, tax management of individual business households... the effectiveness and responsibility of civil servants performing their duties.

Strengthen inspection and examination work based on the principle of risk management, focusing on enterprises and activities with high tax risks (real estate business, capital transfer, e-commerce...), enterprises with signs of tax evasion, transfer pricing, invoice violations...

According to the provincial Tax Department, in the last months of the year, the tax sector will strengthen tax management for households and individual businesses; ensure a gradual increase in average revenue, average lump-sum tax rate close to reality, production and business scale on the basis of close coordination with local authorities at all levels, advisory councils to calculate arising revenues according to regulations and in accordance with actual growth in the area.

It is known that the total local budget revenue in the first 6 months of the year is estimated at 6,685.0 billion VND, down 2.5% over the same period, reaching 49.7% of the local budget estimate. Of which, domestic revenue reached 5,835 billion VND, accounting for 87.3% of the balanced revenue, reaching 50.5% of the local budget estimate; import and export tax revenue reached 850 billion VND, equal to 44.7% of the local budget estimate.

According to the Provincial Tax Department, the reason for the decrease in budget revenue in the first 6 months of the year was due to the decrease in budget payment by some key enterprises such as: But Son Cement Joint Stock Company estimated to pay 16 billion VND, equal to 35% compared to the same period last year; Saigon - Phu Ly Beer Company estimated to pay 117 billion VND, equal to 57% compared to the same period in 2022; Honda Vietnam Company, Ha Nam branch estimated to pay 1,312 billion VND, a decrease of more than 800 billion VND compared to the same period due to the application of new policies.

Specifically, personal income tax from real estate transfer was 37%, land registration fee was 65% compared to the same period. Revenue from environmental protection tax was only 44% compared to the same period due to the implementation of Resolution No. 20/2022/UBTVQH15 and Resolution No. 30/2022/UBTVQH15.
