Many solutions and tasks in mind for civil defense

Despite many difficulties, our country's socio-economic situation continues to achieve important and comprehensive results in all areas; the quality and living environment of the people are improved. That general result is contributed by civil defense work. Along with that, the Government has proposed many solutions and key tasks for civil defense such as strengthening coordination between central ministries and branches with local Party committees and authorities to do a good job of advising the Party and State on planning policies and strategies, effectively promoting resources, and at the same time organizing well the preparation of forces and means to implement civil defense tasks nationwide, strengthening inspection and examination work, grasping the situation of organizing the implementation of civil defense tasks in localities, ministries and branches, promptly detecting problems and shortcomings in the leadership and management mechanism to find solutions to remove them, unblock resources, focus efforts of the central government, localities and the whole society to improve the effectiveness of civil defense work.

Strengthen inspection and supervision, promptly detect problems and shortcomings in mechanisms and policies, and obstacles in implementation to find solutions to remove and overcome them, promptly put policies into practice, meet the requirements of the task; promote information and propaganda work, raise awareness and knowledge for forces and people in implementing civil defense, diversify forms and methods of information and propaganda for people to raise awareness of the role, position and importance of civil defense in the cause of building and defending the Fatherland; raise awareness and responsibility of people, businesses and the whole society in preventing, combating and overcoming the consequences of war, disasters, incidents, natural disasters and epidemics; disseminate to people the necessary skills to know how to protect themselves and join hands to protect the community.

Innovate the content, form, and method of education and knowledge training to raise awareness and responsibility for forces and people in implementing civil defense. Research and incorporate appropriate knowledge about civil defense into the national defense and security education program for students in schools from high school level and above, do a good job of educating officers and soldiers of the armed forces, identify civil defense as an important and regular task, the core force to protect people's lives in all situations. Actively and proactively prevent, combat and defeat the plots and sabotage activities of hostile forces, reactionaries, and bad elements who take advantage of incidents, natural disasters, epidemics and catastrophes to propagate distortions, oppose the Party and the State, incite insecurity and disorder, and make it difficult to mobilize forces and organize response and overcoming consequences, promote the role of political and social organizations in propagating and mobilizing people of all walks of life to actively and voluntarily participate in civil defense activities, especially activities to prevent, respond to and overcome consequences of incidents, natural disasters, epidemics and catastrophes. Focus on building a specialized force that is synchronous in terms of organization, equipment and human resources; have appropriate scale, modern equipment, a team of cadres with high capacity, qualifications, and professional skills capable of taking on the role of a core force in responding to and overcoming the consequences of incidents, natural disasters, epidemics, and catastrophes, promoting the movement of the entire population participating in civil defense, actively building and perfecting the model of grassroots shock troops, promoting local autonomy and self-reliance to be ready to promptly and flexibly handle incidents, natural disasters, epidemics, and catastrophes in accordance with the four-on-the-spot motto.

Implement the National Civil Defense Strategy closely linked to the Strategy for Socio-Economic Development, National Security Protection, Fatherland Protection and related specialized strategies, regularly research and objectively and comprehensively evaluate socio-economic development activities locally and nationwide, promptly forecast negative impacts and have preventive solutions; ensure that socio-economic development activities do not create or increase risks and dangers to people's lives.

Invest in the basic construction of civil defense works according to planning and plans. Enhance the dual-use of works right from the survey and design stages to improve investment efficiency, create a link between the National Civil Defense Strategy and the Disaster Prevention Strategy, the Socio-Economic Development Strategy, the National Defense Strategy, the National Border Protection Strategy... focusing on difficult and complicated areas such as mountainous areas, border areas, islands, areas heavily affected by climate change, promote research, transfer, application of science and technology, improve forecasting, warning capacity and response capacity, overcome the consequences of war, disasters, incidents, natural disasters, epidemics

Identifying the development of science and technology as a key and effective task and solution in preventing, responding to, and overcoming the consequences of incidents, natural disasters, epidemics, and catastrophes. Prioritizing the allocation of resources for basic investigation and implementing key state-level programs on the application of science and technology in preventing, responding to, and overcoming the consequences of incidents, natural disasters, responding to climate change, resource management, and environmental protection. Strengthening the application of science and technology in monitoring, forecasting, and warning of natural disaster risks, especially common types of natural disasters such as storms, floods, landslides, etc. Promoting the application of digital technology, automation, and remote sensing in monitoring, supervising, and warning of natural disasters; Modeling natural disaster risks to develop appropriate and effective response scenarios, promoting research, connecting hydrometeorological forecasting centers, earthquake reporting stations, tsunami warning stations, radioactive environmental monitoring and warning stations; people's air defense warning stations on land, sea and islands, electronic information portals of central and local ministries and branches... to form a nationwide network of information forecasting, warning, notification and civil defense alarm.

Implement well the policies on training, attracting and rewarding to build a team of scientific and technological staff, especially leading experts in the field of science and technology for civil defense work. Mobilize domestic and foreign organizations and individuals to provide diverse and effective forms of support for people and localities affected by disasters and natural disasters, diversify and prioritize resources to prevent, combat and overcome the consequences of war, disasters, incidents, natural disasters, epidemics, reduce damage and quickly stabilize the situation. Prioritize mobilizing local resources, combining with support resources from the Central Government, other localities and the international community according to the provisions of law for localities, regions and fields affected by the consequences of incidents, natural disasters, epidemics, catastrophes, wars... to ensure timely and effective training, drills, improving the qualifications and ability to perform tasks for forces performing civil defense tasks, strengthening international cooperation on civil defense, conducting preliminary and final summaries of practices, supplementing and developing theories on civil defense, building cooperation mechanisms, supporting rescue, relief, humanitarian aid in situations of incidents, natural disasters, epidemics and catastrophes with countries in the region and the world, especially countries sharing borders.
