According to the plan recently issued by the Hanoi People's Committee, the 2024 Lifelong Learning Week will take place from October 1st to 7th, aiming to raise awareness, strengthen responsibility, and encourage active participation from all levels of government, sectors, organizations, associations, and social forces in developing a reading culture and promoting lifelong learning.
This is one of the issues of national strategic importance in raising the intellectual level of the population, developing human resources, and nurturing talent—a decisive factor in sustainable development and success.

The week will include book fairs to introduce new books and create a space for interaction between authors and readers; the establishment of reading clubs based on themes and age groups to help people read together and share their feelings; the organization of writing, drawing, and storytelling competitions based on books and newspapers to stimulate creativity and a love of reading; and workshops to share experiences on innovating school libraries and developing a reading culture in educational institutions and communities.
The city also mobilized organizations and individuals to invest in equipment, bookshelves, and books for educational institutions, especially schools and school branches in disadvantaged areas. At the same time, it reformed teaching, testing, and evaluation methods by utilizing learning resources, reference materials, and information outside of textbooks and curricula to encourage students to read printed and digital materials, and to cultivate self-learning and lifelong learning skills.

The Hanoi People's Committee has assigned the Department of Education and Training to take the lead, in coordination with the Hanoi Association for the Promotion of Learning and other relevant units, in developing a program and plan for implementing activities during the week; and to direct educational institutions in Hanoi to organize appropriate, practical, economical, and effective activities in response to the week in their localities.
The Department of Culture and Tourism organizes activities to promote reading culture and lifelong learning at libraries, museums, cultural centers, etc., contributing to building a learning society, developing human resources in the capital, and fostering elegant and civilized Hanoi citizens.
The People's Committees of districts, counties, and towns shall mobilize and encourage businesses, organizations, and individuals in their areas to actively participate in the above-mentioned activities; organize inspections, supervision, summaries, and lessons learned to identify, replicate, commend, and promptly reward collectives and individuals who have made positive contributions to reading culture, contributing to promoting lifelong learning and building a learning society.
