Many outstanding results in inspection work in the first 6 months of the year

(Chinhphu.vn) - In the first 6 months of 2025, the Government Inspectorate and the Inspection sector continued to make many important contributions to the work of preventing and combating corruption, waste, and negativity. The amount of violations detected through inspection increased by 28.8%, the number of cases transferred to the investigation agency increased by 48.7% compared to the same period in 2024.

The report on inspection work, handling complaints and denunciations, and preventing and combating corruption, waste, and negativity in the first 6 months of 2025 by Permanent Deputy Inspector General Tran Duc Thang stated that in the first 6 months of the year, the Government Inspectorate completed the Project "Arranging the inspection agency system to be streamlined, strong, efficient, effective, and efficient" and submitted it to the Politburo to issue the Conclusion on the Project and advise the Standing Committee of the Government Party Committee to implement Conclusion No. 134-KL/TW dated March 28, 2025 of the Politburo, focusing on implementing the Project according to plan and direction.

Focus on resolving complicated and prolonged complaints and denunciations

Notably, the Government Inspectorate has organized a "90-day and night campaign" focusing on implementing the conclusion of General Secretary To Lam on resolving complicated, prolonged complaints and denunciations that have gone beyond the central level in Hanoi.

Advising the Government and the Prime Minister on leadership and direction; directly guiding and coordinating with 53 localities, thereby basically completing the review and settlement of 226 complicated, prolonged complaints and denunciations that had gone beyond the central level in Hanoi according to the plan and direction of the General Secretary.

At the same time, submit to the National Assembly for promulgation the Law on Inspection in 2025; submit to the Government for promulgation of 4 Decrees; issue 2 Circulars, which specify the Party's policy on arranging and streamlining inspection agencies and organizing 2-level local governments.

The Government Inspectorate has carried out inspections according to the planned program and unscheduled inspections. The inspection contents have a focus and key points, focusing on inspecting state management, socio-economic management of sectors and levels and law compliance of organizations and individuals in all fields.

The whole industry has carried out 2,799 administrative inspections and 39,533 specialized inspections and checks. Through the inspections, recommendations were made to rectify management work, perfect mechanisms and legal policies in many fields; economic violations of VND 129,888 billion and 722 hectares of land were discovered; of which VND 101,519 billion and 617 hectares of land were recommended to be recovered.

Focus on improving the quality and speeding up the progress of inspections, especially surprise inspections under the direction of the Central Steering Committee on Anti-Corruption, Wastefulness and Negativity, typically the inspection of the two construction projects of Bach Mai Hospital and Viet Duc Hospital. The inspection results were highly appreciated by the Steering Committee, the General Secretary, the Government, the Prime Minister and public opinion.

Through inspection activities, shortcomings and loopholes in management, direction, administration and in the promulgation of policies and laws have been rectified and overcome; violations of the law have been detected and recommended for strict handling, ensuring objectivity, accuracy and compliance with the law.

The amount of violations detected through inspections increased by 28.8%, the number of cases transferred to the investigation agency increased by 48.7% compared to the same period in 2024; the work of urging and inspecting the implementation of inspection conclusions continued to have positive changes, the amount of recovered money increased by 31.7% compared to the same period in 2024. The results of inspection work continue to make important contributions to the work of preventing and combating corruption, waste and negativity.

The Government Inspectorate has focused on directing and coordinating with ministries, branches and localities to synchronously and drastically implement many solutions to improve the effectiveness of citizen reception, complaint and denunciation settlement, especially promoting the review and settlement of complicated, pending and prolonged complaints and denunciations. The rate of settlement of complaints and denunciations under its authority is higher than the same period last year.

The results of citizen reception, complaint and denunciation settlement have significantly contributed to strengthening people's trust in the Party and State, creating political stability, security and order, serving the arrangement of organizations, apparatus, and Party Congresses at all levels, contributing to the socio-economic development of the country and localities.

Synchronously and effectively deploy tasks of preventing and combating corruption, waste and negativity according to the direction of the Central Government, the Government and the Prime Minister; especially continuing to deploy the "National Strategy on Preventing and Combating Corruption and Negativity to 2030".

The inspection and examination of cases with signs of corruption are carried out seriously, with recommendations for strict and lawful handling. The Government Inspectorate has issued a plan for specialized inspections on preventing and combating waste in the management and use of real estate at state agencies, organizations and enterprises, and developed a plan for specialized inspections of projects with difficulties and problems; the coordination between inspection, auditing and auditing agencies and functional agencies in the work of preventing and combating corruption is increasingly close and effective.

However, the inspection work and implementation of the 2025 inspection plan of some units are still slow; although the amount of recovered violations has increased quite a lot compared to the same period, the amount of unrecovered money is still large.

Citizen reception, complaint and denunciation settlement: the quality and effectiveness of citizen reception and petition settlement in some localities are not high; the number of large delegations in some localities has increased compared to the same period in 2024. The organization of implementation of decisions on complaint settlement that have come into legal effect, conclusions and decisions on handling denunciations in some localities and units are still slow.

Strive to complete the task well in the last 6 months of the year

The Government Inspectorate identified the key task for the last 6 months of 2025 as continuing to effectively implement the Government's resolutions and work programs, in accordance with the spirit of: "Discipline, responsibility; proactive, timely; streamlined, effective; accelerated, breakthrough", including:

Continue to implement and complete the inspection plan for 2025; focus on sectors, fields, and localities that are prone to violations, corruption, waste, and negativity; generate many complaints and denunciations, and attract public attention.

Inspect topics and cases assigned by the Steering Committee, the Government, and the Prime Minister, especially topics on projects with difficulties and problems and topics on preventing and combating waste in the management and use of real estate at state agencies, organizations, and enterprises.

Speed ​​up the progress of issuing inspection conclusions; effectively implement the instructions of superiors, Resolutions of the Standing Committee of the Government Inspectorate Party Committee on inspection work.

Regarding the work of receiving citizens, handling complaints and denunciations, continue to effectively implement the Law on Reception of Citizens, the Law on Complaints, the Law on Denunciations, Directives and Resolutions of the Central Committee, the National Assembly, and directions of the Government and the Prime Minister on this work.

Strengthen coordination between central agencies participating in citizen reception at the Central Citizen Reception Office, ensuring that citizens coming to the Office are received and guided according to regulations, and that petitions and letters from citizens are promptly handled to contribute to ensuring stability in security and social order.

At the same time, continue to effectively implement the 2025 plans of the Steering Committee and the Government Inspectorate on the work of preventing and combating corruption, waste and negativity; the National Strategy on Prevention and Combating Corruption and Negativity to 2030; the Plan for verifying assets and income and the plan for evaluating the work of preventing and combating corruption, waste and negativity at the provincial level in 2024 and 3 ministries and branches.

Institutional building and the development of the Inspectorate sector, continuing to review and improve laws under the management of the Government Inspectorate. Focus on reviewing and amending the Law on Citizen Reception, the Law on Complaints, the Law on Denunciation and the Law on Anti-Corruption.

In addition, the Government Inspectorate continues to carry out the tasks of the Project on rearranging and streamlining the inspection agency; innovate and improve the operational efficiency of the Industry after the rearrangement. Amend and supplement regulations and rules on personnel work; build a team of inspectors, civil servants and public employees with sufficient qualities, capacity, prestige, and equal to the task.
