Previously, at around 6:30 p.m. on July 17, two children, Do Gia B. (born in 2017) and Nguyen Huy H. (born in 2016), both residing in Group 1, Phan Dinh Phung Ward, went to the area under Ben Tuong Bridge to play and splash in the water. While playing, unfortunately, both children slipped and fell into the Cau River.

H. knew how to swim, so luckily he was able to swim to shore. Do Gia B. did not know how to swim and was swept away by the current. Although people discovered him and quickly rushed in to rescue him, they could not reach him due to the strong current.

Upon receiving the news, Phan Dinh Phung ward authorities mobilized police, militia, and local security forces to coordinate with the Fire Prevention and Rescue Police Team (Provincial Police) to urgently organize a search throughout the night of July 17.
