100% of health insurance (HI) medical examination and treatment facilities accept medical examination and treatment using chip-embedded citizen identification cards (CCCD). Thanks to that, the rate of people going to the hospital with chip-embedded CCCD is increasing. This is a big step forward in administrative reform.
People register for health insurance examination using chip-embedded ID card at Hau Giang Provincial General Hospital.
Previously, every time she went to the hospital, Ms. Tran Thi Kim Anh, in Hamlet 2A, Vi Tan Commune, Vi Thanh City, had to bring a paper health insurance card and a photo ID to register for medical examination. Since using the chip-embedded CCCD instead of the health insurance card, she finds it very convenient because only a small, compact card is enough. Ms. Kim Anh said: “I have diabetes and often have to go to the Provincial General Hospital to get medicine. I am old and forgetful, so this form is very convenient.”
Mr. Nguyen Hong Phuoc, in area 3, ward 1, Vi Thanh city, shared: “My finger hurt so I went to the hospital for a check-up and I used the chip-embedded CCCD to register for a medical examination. Before, when I went to the hospital, I had to bring my photo ID and health insurance card. After submitting, the medical staff entered the information and checked it, so I had to wait a long time. Now, using the chip-embedded CCCD, the medical staff only needs to scan the code on the CCCD and I will be notified to go to the medical examination room, the waiting time is much shorter than before.”
Previously, to see a doctor under health insurance, the patient had to present both types of cards: health insurance to get information and identity card to verify information, now they only need to present the medical staff with a chip-embedded ID card. This helps patients not have to carry a lot of documents, avoiding the situation of forgetting, losing or accidentally tearing the paper health insurance card. For medical staff, integrating information into the same type of card helps reduce the verification step, ensuring accurate information. Thus, the procedure is quick and convenient, helping to save time for both patients and medical staff.
According to Ms. Pham Thi Kim Ba, Head Nurse of the Examination Department (Provincial General Hospital): Currently, on average, the hospital's Examination Department receives 400-600 people for medical examination and treatment every day. Of which, people using CCCD for medical examination and treatment account for 80%. Using CCCD with chip for medical examination and treatment not only shortens the waiting time for people but also reduces paperwork and pressure on medical staff. However, up to now, some people have not yet integrated their health insurance card with the CCCD with chip. Therefore, when receiving people, the hospital's medical staff will check, if the CCCD is not integrated with health insurance, they will perform normal medical examination procedures.
With the convenience of using chip-embedded ID cards for health insurance, the provincial Social Insurance (SSI) has coordinated to promote propaganda to the people, at the same time, synchronously deploying many solutions to create the best conditions for people to use health insurance with chip-embedded ID cards. According to statistics from the provincial Social Insurance, currently, 95 medical facilities in the province have looked up health insurance card information using chip-embedded ID cards, reaching a rate of 100%. From the beginning of the year to March 27, the whole province had 1,716,836 looks ups of health insurance card information using chip-embedded ID cards for health insurance, of which 1,488,642 were successful.
Ms. Nguyen Thi Thanh Xuan, Director of the Provincial Social Insurance, affirmed: “Using chip-embedded ID cards in health insurance is a positive solution, contributing to reforming administrative procedures, gradually improving the effectiveness of state management in health insurance. Thereby, not only helping people access the best and most timely health insurance services, but also contributing to the effective implementation of health insurance policies in the province”.
