Creating a foundation for investment and development of preschool education

Reporting at the 2025 Conference of Directors of the Department of Education and Training, Mr. Nguyen Thanh De, Director of the Department of Preschool Education, said: In the 2024-2025 school year, the Department of Preschool Education advised the leaders of the Ministry of Education and Training , the Government and the National Assembly to issue a system of important legal documents for the development of preschool education.

Prominent are major policies on universalizing preschool education for 3-5 year old children, policies on children and teachers, and policies on investment in facilities.

Resolution No. 218/2025/QH15 on universalizing preschool education for children from 3 to 5 years old, issued by the National Assembly on June 26, 2025, clearly demonstrates the responsibility of the Party and State in caring for the young generation, the future owners of the country.

The resolution will help narrow the gap in access to education between regions, ensure the right to study, and ensure equality in access to education; it has special significance for mountainous provinces, remote and disadvantaged areas, poor children, and ethnic minority children.

The Ministry of Education and Training has also submitted to the Government for approval the Program to improve the quality of preschool education in urban areas and industrial parks for the period 2025-2035 with a vision to 2045. In particular, solutions to support the improvement of the quality of preschool education in urban areas and industrial parks help children access quality, fair and equal preschool education services.

The Ministry of Education and Training's guidelines for implementing tasks for the 2024-2025 school year for preschool education directs the focus on implementing the following groups of tasks: Ensuring absolute safety for children; improving the quality of nurturing, caring for, and educating children according to the preschool education program; ensuring conditions and innovating school management to promote autonomy in professional activities and associated with promoting the application of information technology, digital transformation...

Localities have seriously implemented and have many solutions to implement the tasks: promptly advising on the promulgation of policies for children and teachers, investing in facilities, building schools, equipment, toys and utensils to improve the quality of implementing the Preschool Education Program.

The Department of Education and Training of provinces/cities actively advises the People's Committees and People's Councils to contribute ideas to the development of National Assembly Resolutions on preschool education, as well as Decrees regulating policies on preschool education development, promulgates plans to implement Decree No. 66/2025/ND-CP, promptly implements documents on two-level government; promulgates local policies, invests in infrastructure to build schools, equipment, toys, etc.

Many localities have promptly advised on the promulgation of policies for children, teachers, and investment in the development of preschool education.

The network of preschools and classes continues to be reviewed, arranged, consolidated and developed, gradually meeting the requirements of sending children to school.

Ensuring the safety of preschool children continues to be a focus of localities and is seriously and effectively implemented by preschools. Preschools have focused on innovating methods, forms of organization, selecting and developing educational content suitable for children; increasing opportunities for learning through play and experiences suitable for children, gradually improving the quality of nurturing, caring for and educating children.

Localities also proactively summarize the topic "Building a child-centered kindergarten" to replicate typical models in implementing the topic; pay attention to ethnic minority children to be well prepared in Vietnamese, ready to enter grade 1.

There are currently 15,209 preschools nationwide (a decrease of 47 schools compared to the 2023-2024 school year), including 12,059 public schools and 3,150 non-public schools (21%) and 18,559 private and independent preschools (an increase of 1,115 facilities); 17,623 separate schools, a decrease of 492 schools. Total number of groups/classes: 207,101, a decrease of 1,046 groups/classes compared to the previous school year.

Solutions for sustainable development of preschool education

Besides the achieved results, preschool education also has limitations and shortcomings.

Accordingly, planning and investment in many localities have not kept up with the development needs and the people's need to send children to school. The rate of child mobilization in some localities is still low, not reaching or difficult to reach the target. There are also differences in access to education and conditions to ensure the quality of preschool education between localities. Some provinces in the Mekong Delta have a rate of mobilization of nursery children under 10% (the whole country is 34.6%) and mobilize 70% of preschool children (the whole country is 93.7%); in particular, the whole country still has nearly 300,000 preschool children who have not yet gone to school.

The new solidification rate has reached 85.23%; However, there are still localities where the solidification rate is below 50%. There are still many borrowed classrooms and temporary classrooms, and the solidification rate in ethnic minority and mountainous areas has only reached about 61.5%.

The policy for preschool teachers has not kept up with reality, there is no strong enough policy to attract teachers; teachers have to work long hours, under pressure, salaries and support are not commensurate, so the shortage of preschool teachers is still prolonged, in some big cities, there is a situation of teachers quitting their jobs. Resources for investment in developing preschool education are still limited.

In the 2025-2026 school year, preschool education is expected to focus on implementing the following general tasks:

Firstly, improve the effectiveness and efficiency of state management of preschool education for two-level authorities. Direct the dissemination and full implementation of revised and supplemented legal documents on education and training such as the Law on Organization of Local Government 2025, Decree No. 142/2025/ND-CP, Decree No. 143/2025/ND-CP and Circular No. 09/2025/TT-BGD&DT..., ensuring that preschools operate normally, without dividing the management content of preschool education expertise.

The preschool education network is widespread, with independent groups and classes scattered, so when implementing the 2-level model, there must be management and direction solutions; timely professional guidance for those holding positions in preschool education management under the People's Committee at the commune level.

Second, organize the implementation of Resolution No. 218/2025/QH15 on universalizing preschool education for children from 3 to 5 years old.

Localities proactively advise the Provincial Party Committee, People's Council, and People's Committee to include the target of completing universal preschool education for children from 3 to 5 years old and policies on preschool education development in documents and resolutions of Party Congresses at all levels and the local socio-economic development plan for the period 2026-2030.

Advise the Provincial People's Council to issue policies for children, educational management staff, teachers, and preschool staff to implement universal preschool education in the 2026-2030 period.

Review, edit and supplement guidance documents and organize the implementation of universal preschool education for children from 3 to 5 years old for localities to implement.

Third, improve the quality of child care and education activities. Strengthen solutions to ensure physical and mental safety for children in preschools. In particular, strengthen coordination at all levels and sectors to strengthen inspection work to ensure safety for children in private independent groups and classes.

Continue to improve the quality of implementing the Preschool Education Program. Pay attention to preschool children in areas with industrial parks and export processing zones, support preschool education in difficult areas, enhance Vietnamese language for ethnic minority children to prepare them well for grade 1, focus on inclusive education for children with disabilities. Prepare conditions for pilot implementation of the new Preschool Education Program.

Fourth, strengthen communication, information technology application and digital transformation. Promote communication on new policies, regulations and guidelines of the industry and locality; communicate good models, honor typical examples with many contributions to the development of preschool education.

Promote digital transformation in preschools, especially reforming administrative procedures, reducing paperwork and reports, and minimizing paper records (approving reports and teaching plans).

Fifth, ensure school conditions, facilities, and staff. Continue to review and arrange schools, school locations, and classrooms to ensure streamlining and ensure the principles: compliance with regulations, scientific, flexible, inheritable, long-term stability, and appropriate to local conditions, creating convenience for people, improving quality, democracy, openness, and transparency. Strengthen facilities to ensure the quality of educational activities and build national standard preschools.
