After Resolution No. 09-NQ/TU on implementing digital transformation in Dak Nong province by 2022, with a vision to 2030, Dak Nong has truly changed in digital transformation. DTI index value continues to grow
According to the general objective of the resolution, by 2025, Dak Nong province's digital transformation index (DTI) is expected to be in the average group of the whole country. In the period of 2022-2023, the province's digital transformation index has improved in terms of digital transformation index value but has not improved much in terms of ranking. The above results reflect the current status of digital transformation in the province, which has a tendency to develop but has not made a breakthrough, and has not kept up with the relatively rapid development compared to other provinces/cities across the country.

Specifically, the province's DTI value in 2020 was 0.3026, ranking 54/63 provinces/cities, in the group of provinces/cities below average. By 2021, the province's DTI value was 0.3509, ranking 41/63 provinces/cities, an increase of 32.7% compared to 2020, up 13 places compared to 2020, but in the group of provinces/cities below average. The province's DTI value in 2022 was 0.5266 (up 0.1757 points compared to 2021), ranking 49/63 provinces/cities, down 8 places compared to 2021.
Regarding specific goals, in the 2022-2023 period, Dak Nong province has achieved 2/11 targets for 2025, which are to form a smart city management center of the province and the proportion of the population with electronic payment accounts.
Regarding digital transformation awareness, all provincial newspapers, radio stations and the provincial electronic information portal have a column to promote digital transformation. There are many limitations
The digital transformation tasks for Dak Nong province are specified in Resolution No. 09-NQ/TU as 96 tasks, with a total estimated implementation cost of about 2,000 billion VND. However, Dak Nong is a province with many difficulties, the spending rate for digital transformation is only about 0.41% of the state budget, not ensuring funding to implement the tasks.
The awareness of some leaders of departments, branches, and People's Committees of districts and cities is still low and they are not determined in implementing digital transformation. Officials, civil servants, and public employees of some units have not yet grasped the digital transformation tasks of their units. Most sectors have not yet built specialized databases to serve the state management of the sector and field.
Regarding information technology infrastructure in agencies, units, and localities, especially the one-stop shop, it is still limited and does not ensure the best implementation of Project 06 and online public services. The human resources for digital transformation are very thin, especially the human resources for developing the digital economy are almost non-existent. Dak Nong province strives to have a digital transformation index (DTI) in the national average group by 2025.
Recognizing the limitations, Dak Nong province has proposed a series of solutions by 2025, which are to continue to thoroughly grasp and widely and regularly disseminate digital transformation to cadres, party members and people of all walks of life. It is proposed to prioritize allocating at least 1% of the annual public budget to carry out digital transformation tasks. Focus on building and perfecting specialized databases, and completing the construction of 2 district-level smart monitoring and control centers.
Promote digital transformation in all production, business and management activities of enterprises in the province. Create a favorable environment for digital start-up enterprises, encourage small and medium enterprises to transform digitally, and gradually restructure enterprises. Strengthen the construction of infrastructure and service systems to support e-commerce development. Promote social digital transformation, focus on skills transformation, provide online courses, etc.
