BHG - Building and promoting the effectiveness of the model of "Committee for the construction of civilized lifestyle" in villages and residential groups in propaganda and mobilization work is likened to "arms" pulling out backward customs and practices that are "rooted" in the lives of ethnic minorities in Xin Man. Implementing Directive No. 09 of the Provincial Party Committee and Resolution No. 27 of the Provincial Party Committee on eliminating backward customs and practices, building a civilized lifestyle among ethnic minorities in Ha Giang province, period 2022 - 2025, orientation to 2030, in recent years, the Party Committee and authorities of Xin Man district have synchronously deployed solutions to implement the movement to build a civilized lifestyle in weddings, funerals, festivals and building village covenants and conventions in villages and residential groups. Thereby, the customs in daily life and social life of some ethnic groups in the area have changed positively, and good traditional cultural values continue to be maintained and promoted.
Due to the large number of ethnic minorities living in the area, the level and awareness of the people are not uniform, so in daily life there are still some backward customs, practices and habits such as: Habit of not building and using toilets; keeping livestock under the floor; early marriage and incestuous marriage; custom of engagement, high dowry, organizing long wedding ceremonies; custom of slaughtering many livestock and poultry in funeral ceremonies; custom of burying the dead randomly and not in a concentrated manner; status of worshiping when sick, superstition, heresy; having many children...

Chairman of Xin Man District People's Committee Nguyen Tien Hung said: From the backward customs and practices that have not been eliminated, the district has clearly identified the causes and pointed out the contents that need to be eliminated. Determining that propaganda, mobilization and the team doing this work are essential steps, will be the "extended arm" of the Party in bringing the resolution into life; therefore, the Xin Man District Steering Committee established a Mobilization Committee to build a civilized lifestyle in villages and residential groups in the district and issued a model operating regulation, paying special attention to the composition and structure of the mobilization committee. For consistency, the district established each mobilization committee with no more than 10 people and deployed in 187/187 villages and residential groups in the whole district; members include village heads, residential group heads or heads of large clans; heads of the Front work committee; a number of non-professional positions of the Women's Union, Youth Union, Farmers' Association, prestigious people of clans, and folk artists. The main task is to propagate, mobilize, supervise, and assist the people in eliminating backward customs, practices, and habits, and building a civilized lifestyle. After establishing the mobilization committee, 187 villages and residential groups established regulations and put them into regular operation. Through a number of members of the mobilization committee who are prestigious people, artisans, and clan leaders, families come to see the wedding date or consult on weddings and funerals, so the members of the mobilization committee grasp the information promptly; meet, propagate, and mobilize families.
After more than 3 years of implementing the elimination of bad customs, some advocacy groups operating in the communes of Thu Ta, Nan Xin, Quang Nguyen, Ban Ngo, Chi Ca, Then Phang, Ban Diu, Xin Man, Ta Nhiu... have mobilized many couples to stop holding weddings due to being under the age of marriage; mobilized weddings to abandon the dowry and the ritual of returning gifts, and slaughtered many pigs and goats in funerals. On the other hand, propaganda and advocacy have been carried out to move thousands of barns out of the floor; renovate and renew toilets and bathrooms; organize general cleaning of villages, hamlets, and public works with thousands of sessions in 18/18 communes and towns in the district. Most of the festivals have taken place economically and effectively with many cultural, artistic, sports and folk games interspersed with festival activities... meeting the cultural needs of the people, contributing to promoting the national cultural identity.
