The Prime Minister recognized Nghi Xuan as an advanced new-style rural district, and Hong Linh as completing the task of building new-style rural areas.

(Baohatinh.vn) - The Prime Minister issued two decisions recognizing Nghi Xuan district (Ha Tinh) as meeting advanced NTM standards and Hong Linh town as completing the task of building NTM by 2024.

Deputy Prime Minister Tran Hong Ha, on behalf of the Prime Minister, has just signed Decision No. 1150/QD-TTg on recognizing Nghi Xuan district, Ha Tinh province, as meeting advanced new rural standards in 2024; Decision No. 1149/QD-TTg on recognizing Hong Linh town, Ha Tinh province, as completing the task of building new rural areas in 2024.

The Prime Minister assigned the People's Committee of Ha Tinh province to be responsible for announcing and rewarding according to regulations; directed the People's Committee of Nghi Xuan district and the People's Committee of Hong Linh town to continue maintaining and improving the quality of criteria, focusing on economic and environmental criteria to ensure sustainability in new rural construction.

After more than 14 years of implementing the National Target Program on New Rural Construction, with high determination, efforts and flexibility in socio-economic development, Nghi Xuan district has made strong progress and achieved important results.

Up to now, Nghi Xuan district has 15/15 communes maintaining the quality of the new rural criteria of the 2021-2025 period, 8/15 communes meeting the advanced new rural standards, of which: 2 communes meeting the model new rural standards, 1 commune meeting the smart commune criteria, 2 towns meeting the civilized urban areas; 92/116 villages meeting the model new rural residential area standards.

The district has achieved 9/9 criteria for a new rural district and an advanced new rural district; there are no outstanding debts for basic construction, and the rate of people satisfied with the results of building an advanced new rural district is over 99%.

Industrial production - construction - trade and services in the district have developed strongly; the average growth rate of industrial production value in the period of 2018 - 2024 is estimated at 10.8%/year and has become the key economic sector of the district. Currently, agriculture - fishery accounts for 11.62%; industry - construction accounts for 48.76%; trade - services reach 39.63%. The multidimensional poverty rate is 1.98%. Average income per capita reaches 55.97 million VND/person/year. The rate of people participating in health insurance reaches 96.2%.

After 14 years of implementation, the construction of new rural areas in Nghi Xuan district has truly become a movement with strong and widespread influence, enthusiastically responded to and actively participated by the entire political system and the majority of people. From the result of becoming the first district to meet new rural standards in Ha Tinh province in 2018, along with the leadership and direction of the province, determination and unceasing efforts, Nghi Xuan has taken advantage of opportunities, potentials and combined strength to successfully build an advanced new rural district in 2024 with quite comprehensive development steps. In Hong Linh town, in recent times, the locality has focused on mobilizing resources and encouraging people to actively participate in the task of building new rural areas.

Up to now, Hong Linh town has 5/5 wards recognized as meeting civilized urban standards, 1/1 commune meeting advanced NTM standards, reaching 100%. The rate of people's satisfaction with the results of NTM construction is 100%. The rural appearance has been renewed, increasingly spacious, clean, and beautiful, the urban appearance has been clearly formed.

Budget collection achieved good results, total budget collection in the period 2020 - 2024 in the area reached over 900 billion VND. Total social investment capital since the beginning of the term has reached over 6,800 billion VND, an increase of 1,800 billion VND compared to the planned target.

In the period of 2021 - 2024, the average annual growth rate of production value (at comparable prices) of major economic sectors will reach 12.2%; the structure of production value of major economic sectors will shift in the right direction (the proportion of industry - construction is 51.6%; trade - services is 43.96%; agriculture - forestry - fishery is 4.44%). Average income per capita in 2024 will reach over 67 million VND/person/year.
