
The draft also amends a number of regulations in the dossier for requesting recognition of martyrs, war invalids, and beneficiaries of martyr worship allowances.
Specifically, the draft adds 3 groups of martyrs recognized as people performing dangerous national defense and security tasks when: Firefighting; fighting terrorism and riots; rescuing hostages; search and rescue, responding to natural disasters; performing tasks of fisheries control and coast guard; searching for and collecting martyrs' remains; clearing, handling, and destroying bombs, mines, and explosives; researching, manufacturing, producing, testing, preserving, and transporting propellants, explosives, weapons, and ammunition; building underground defense and security works; building border lines; and performing secret missions.
Working in border areas, at sea, and on islands with particularly difficult conditions as defined by regulations is an area with dangerous, harsh, and difficult natural conditions that are prone to accidents and illnesses, including areas in Appendix IV of this Decree. Recognition will not be considered for cases of illness elsewhere and have been treated but not cured and are still transferred to work in an area with particularly difficult conditions.
Directly performing the task of fighting crime is defined as directly performing tasks at the request of competent authorities to investigate, detect, prevent, and arrest criminals or prevent and arrest subjects committing acts dangerous to society, after which the subjects are handled according to the provisions of criminal law.
The draft also amends and supplements regulations on monthly death benefits for relatives of meritorious people who died before July 1, 2021, to resolve problems in current regulations and ensure full coverage, inheritance, and fairness in policy implementation.
Accordingly, the amended and supplemented regulations are divided into 2 stages: People with meritorious services who passed away before January 1, 2013 are supplemented and fully inherit the provisions of Decree No. 31/2013/ND-CP dated April 9, 2013 of the Government and have been stably implemented; supplemented regulations for cases of people with meritorious services who passed away from January 1, 2013 to before July 1, 2021.
In addition, the draft also has new points on the conditions for receiving monthly allowances for children with disabilities or especially severe disabilities, ensuring the standard conditions in accordance with the provisions of the Ordinance, without adding additional provisions that narrow the scope of subjects.
