In Thanh Duong commune, Thanh Chuong district, a typical example is Ms. Nguyen Thi Ha - Head of the Duong Tam Savings and Loan Group. With her energetic and enthusiastic personality, in 2019, Ms. Ha was trusted by the group members to be elected as Head of the Savings and Loan Group of the hamlet. At first, Ms. Ha encountered many difficulties, but thanks to the dedicated guidance of the staff of the Social Policy Bank, the Commune Women's Union and her proactive and active participation in training courses on loan management, Ms. Ha has gained more knowledge and experience in her work. As the Group Leader, Ms. Ha is always close to and promptly grasps each family's circumstances and the borrowing needs of the members, always learning and carefully researching the content of the Government 's social policy credit programs.

Ms. Ha shared: “With the responsibility of the Team Leader, I must always participate in professional training courses on borrowing capital from the Bank for Social Policies and the Commune Poverty Reduction Committee. Every month, I fully participate in meetings at the commune transaction points, organize team activities, and monitor and inspect the use of loans by borrowers. Thereby, helping me to grasp and promptly absorb issues related to credit policies, conduct public and democratic discussions right from the time of evaluating beneficiaries to the process of using loans to invest in cultivation, livestock, and industry development.”
The Savings and Loan Group of Duong Tam hamlet managed by Ms. Nguyen Thi Ha has 41 members with a total outstanding debt of more than 3 billion VND. In recent years, the Group has had no overdue debt or outstanding interest. In addition to her role as Head of the Savings and Loan Group, Ms. Ha is also the Vice President of the Women's Association of Duong Tam hamlet. She is exemplary, enthusiastic, has a spirit of mutual love, and is willing to help and guide the women in the group to develop the economy and escape poverty. She also encourages her family to participate in movements to build a cultural life, build new rural areas, and emulation movements launched by the locality.

Currently, the network of Savings and Loan Groups in the province, especially those managed by the Women's Union, is constantly being consolidated. The groups are consolidated and linked to community activities, helping to improve the quality of policy credit activities. In Nam Dan district, following the direction, the district's Social Policy Bank has coordinated well with the District and Commune-level Trustees to deploy the construction of a network of sustainable savings and loan groups associated with community activities. Starting from the fourth quarter of 2023 to date, Nam Dan has built and launched 58 sustainable savings and loan groups associated with community activities out of a total of 233 groups in the district. Of which, the District Women's Union launched 18 sustainable savings and loan groups associated with community activities out of a total of 65 groups managed by the District Women's Union.
The groups have organized activities very systematically from the stage of scripting, activity content, and participation of meeting participants. The group members exchange and learn experiences from effective economic models to eliminate hunger and reduce poverty, actively build funds for gratitude, for the poor, help disadvantaged families, encourage education, raise obedient and studious children, develop community tourism ...

Ms. Pham Thi Hai - President of the Women's Union of Nam Dan district said that the establishment of community groups has promoted community solidarity and linked many activities more effectively. This model aims to further support people in economic development, improve their lives, and overcome the previous unfair loan assessment situation. This is considered an "extended arm" of policy credit activities, aiming to build a strong community, sharing happiness and prosperity.
Continue to promote efficiency
Implementing the policy of building a sustainable Savings and Loan Group associated with community activities, the Provincial Women's Union has directed the construction of a pilot model of 01 community group in Tan Huu hamlet, Nghia Loc commune, Nghia Dan district. After building the pilot model, 20/20 District, City and Town Women's Unions in the province have directed the construction of 47 pilot models of Community Savings and Loan Groups, and the commune level has chaired and directed the construction of 42 pilot models. By March 30, 2025, the Provincial, District and Commune Women's Unions have built 309 Community Savings and Loan Groups out of a total of 1,904 Groups with 21,630 members participating in 309 communes, including 15,450 members according to Decision 15/QD-HDQT and 6,180 "community" members.

The content of community activities of the groups is rich and diverse, including activities serving the preservation and promotion of indigenous culture such as folk music and dance, customs, festivals, culinary culture. Activities create spaces for exchange such as performing arts, physical education, sports (folk dancing, volleyball, health exercises...), combined with sharing experiences in production, business or linking together in farming, production, start-ups, and community tourism. The women also connect the community with activities of visiting, sharing, encouraging, and supporting each other among members of the group...
The integration of Savings and Loan Group activities with community activities has contributed to improving the quality of group meetings. The content of the activities is rich, so the number of group members participating is increasing. Most of the groups have attracted more people in the village (who have not borrowed money) to participate in the activities. Through attending the activities, it can be seen that the spirit of people participating in group meetings is enthusiastic, so the quality of activities is clearly improved.

The qualitative changes in the operation of the Savings and Loan Group network have initially contributed to changing some results in the entrusted lending activities. Up to now, the total outstanding debt of entrusted capital is 4,419.817 billion VND for 71,614 borrowers. Overdue debt is 1,221 billion VND, accounting for 0.03%.
Units with reduced overdue debt ratios include: Ky Son, Nghi Loc, Dien Chau, Tuong Duong, and reduced interest rates in units such as: Do Luong, Nghi Loc, Nam Dan, Hung Nguyen, Ky Son, Tan Ky. The amount of money mobilized through savings groups is 207,215 billion VND (an increase of 9,480 billion VND compared to the beginning of the year), with 73,687 members participating. The average savings balance is 2,810,000 VND/household. The network of Savings and Loan Groups continues to be consolidated.
Ms. Le Thi Huong Giang - Vice President of the Provincial Women's Union said: The Provincial Women's Union has promptly issued documents directing and guiding all levels of the Union to implement the construction of Savings and Loan Groups while ensuring the set goals and progress. The implementation has received consensus from the Women's Unions at all levels and the provincial and district banks and the Savings and Loan Groups, so they have agreed to direct and guide the grassroots to implement effectively. The Unions at all levels have paid attention to propaganda through many channels to increase the number of accessible subjects.
In the coming time, the Women's Union at all levels will seriously and effectively implement the plan of the Bank for Social Policies and the organizations entrusted by Nghe An province on "Implementing the construction of a network of Savings and Loan Groups in a sustainable manner, associated with community activities of the Women's Union at all levels of Nghe An province until 2030".
