According to Deputy Secretary of the City Party Committee Nguyen Van Phong, after 40 years of implementing the path of innovation in the direction of socialism, the theoretical achievements on socialism and the path to socialism in the capital city of Hanoi are concentrated in the documents of the Hanoi Party Congress and the major work program of the Hanoi Party Committee from the 10th to the 17th terms.

The 10th Congress of the Hanoi Party Committee (1986) was the opening Congress for the renovation process in Hanoi. The Congress frankly pointed out the limitations in the theoretical understanding of socialism and the path to socialism. At the same time, it proposed a path to build socialism in Hanoi in the direction of both building a mechanism for innovation policies and choosing appropriate steps to organize and implement towards stabilizing the socio -economic situation of the capital in the direction of transforming the economic management mechanism, from centralized bureaucracy and subsidies to a socialist business accounting mechanism.

The 17th Hanoi Party Congress (2020) continued to identify 5 key tasks, 3 breakthroughs and assigned the Hanoi Party Committee to focus on building 10 major work programs of the 17th Party Committee to successfully implement the Congress Resolution in the period of 2020 - 2025 and the targets and goals to 2030 and vision to 2045. It can be seen that the practice of building socialism over 40 years of innovation in the capital Hanoi proves the correctness of the process of developing awareness and theoretical thinking about socialism and the path to socialism.

According to Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong, 40 years of innovation compared to the history of the Hanoi Party Committee is not long, but it has marked a difficult and challenging period with many outstanding achievements. Specifically, the Party building work and the political system in the capital have always been highly valued and improved in quality by the City Party Committee. The political system from the city to the grassroots level has continuously grown in terms of organization, political capacity and leadership capacity.

The capital's economy has gradually shifted from a centrally planned, bureaucratic subsidized economy to a socialist-oriented market economy; industrialization and modernization have been carried out in conjunction with growth model innovation and economic restructuring. Thanks to that, Hanoi quickly emerged from the crisis of shortages, escaped from being a poor capital and its position has been increasingly enhanced. The capital's economy has grown continuously since 1986 and labor productivity has been increasing (reaching an average of over 7%/year).

Culture - society after nearly 40 years of innovation from theory and practice can be affirmed in the field of cultural development and human development, Hanoi has achieved great, quite comprehensive, profound and outstanding achievements in a number of aspects. Social security is ensured, especially in hunger eradication, poverty reduction, job creation, and care for social policy beneficiaries. By the end of 2023, the poverty rate in Hanoi will decrease to 0.03%; the near-poor rate will decrease to 0.7%.

In addition, the implementation of national defense and security tasks has many innovations and creativity, close to the practical situation. The trust of cadres, party members and the entire population in the leadership of the Party, the task of building and protecting the Fatherland, and protecting the Capital has been raised. Hanoi's foreign affairs have had positive changes. Up to now, Hanoi has signed cooperation agreements with 61 capitals and cities of other countries; has economic and trade relations with nearly 200 countries and territories...

Identifying 9 groups of solutions for the development of the Capital

Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong said that the Hanoi Party Committee identified 9 groups of problems and proposed solutions that the capital needs to solve in the new development stage.

Accordingly, to continue the Party's innovation, Party committees, Party organizations and the political system of Hanoi will focus on seriously and effectively implementing the Vietnamese socialist model in the area. Promoting social consensus, the leadership role of Party organizations, the participation of the entire political system and all classes of people to complete the goals by 2030, with a vision to 2045.

To develop a socialist-oriented market economy in the capital, Hanoi will continue to study theory and practice, supplement and perfect the socialist-oriented market economy model in the capital. Promote economic restructuring associated with growth model innovation and take science, high technology, and innovation as key driving forces for socio-economic development; effectively promote human intellectual resources.

In addition, strongly develop the cultural career, build elegant and civilized Hanoians, worthy of being a major center of education and training, science and technology, and health care; ensure social security and welfare, and improve the quality of life of the people of the capital. In particular, perfecting the legal system on the Capital with appropriate mechanisms and policies to meet the requirements of the Capital's development in the new period. Accordingly, Hanoi City focuses on reviewing and perfecting the legal system with outstanding specific mechanisms and policies for the Capital. Promoting administrative reform, cutting down and simplifying administrative procedures.

Strengthen decentralization and authorization in a number of areas to create initiative, increase autonomy and self-responsibility in performing the tasks of socio-economic development, ensuring national defense, security and foreign affairs of the capital associated with the mechanism of power control. Research and summarize the pilot model of not organizing People's Councils at ward level in Hanoi, perfecting the organization and apparatus of the capital's government towards streamlining, modernity, effective, efficient and interconnected operation.
