Move to facilities
Before implementing the new program (2019), manyeducational institutions (ECIs) only met the minimum requirements for facilities and equipment (EQUIPMENT). Many schools in remote areas still lack subject classrooms, such as Music, Fine Arts, Technology, Natural Sciences, Information Technology, and Foreign Languages. The rate of minimum teaching equipment meeting the needs is still low (primary school: 73.88%, secondary school: 61.44%, high school: 72.68%). Teaching equipment for Foreign Languages and Information Technology only reached 56.97% and 64.06%.
Faced with this situation, the Department of Education and Training (DoET) has advised the Provincial People's Committee on solutions to strengthen facilities and equipment for schools. Key projects such as: "Ensuring facilities for preschool and general education until 2025", "Enhancing the application of technology and digital transformation in education and training in Quang Binh province in the period of 2022-2025, with a vision to 2030" have created a welcome change in investing in additional classrooms, teaching equipment, subject classrooms, foreign language and information technology classroom equipment, etc. for schools.
Currently, the province has 7,567 classrooms, an increase of 868 compared to 2019; of which, there are 6,996 solid classrooms and 646 learning support rooms. The minimum rate of teaching equipment meeting teaching needs for primary school is 89.74%, secondary school is 74.9% and high school is 80.1%. Teaching equipment for foreign languages is 72.79%, for information technology is 77.47%...
Dong Hoi City is one of the typical units in investing in infrastructure and equipment, meeting the requirements of implementing the new general education program. All 60 educational institutions in the area have been invested in solidly and modernly with 958 classrooms, 198 subject classrooms, 40 libraries, 24 multi-purpose halls...
Deputy Head of Dong Hoi City Department of Education and Training Truong Thi Thu Hien said: In addition to strengthening infrastructure and equipment, the city's Department of Education and Training is also a pioneer in applying information technology and digital transformation. All schools have installed high-speed internet connections, modern and synchronous network infrastructure. The Department has also effectively deployed the education sector database, sending and receiving documents on the Document Management System and operating according to Government regulations. 100% of schools have deployed software such as: Education quality assessment, enrollment, electronic grade books, electronic transcripts... to create synchronization in management work. The school library system has been gradually built according to the electronic library model, creating conditions for teachers and students to look up documents and search for resources for teaching and learning activities.
Multiple synchronous solutions
Along with strengthening the infrastructure and equipment, the education and training sector has also implemented many solutions to improve the quality of staff and teachers. To overcome the shortage of teachers, the sector has implemented contracts for 914 teachers according to Decree No. 111/2022/ND-CP of the Government. Localities have also proactively developed plans to arrange, assign and regulate teachers appropriately. The Department of Education and Training has also coordinated with prestigious training institutions such as the Academy of Educational Management, Vinh University, Hue University of Education... to organize training courses to improve the professional qualifications of staff and teachers. To date, the whole sector has 98.19% of managers, teachers and employees meeting the standard training level, of which 35.98% have met the standard. 100% of managers and teachers have completed mandatory training under the ETEP program (development program for pedagogical schools).
Training and use of new textbooks are carried out systematically. The Department of Education and Training coordinates with publishers to organize online training for 100% of managers and teachers. Professional training courses on innovation in testing, assessment, application of information technology, STEM education, application of AI (artificial intelligence) in management and teaching are regularly deployed, contributing to improving the capacity of the team.
The selection of textbooks is implemented synchronously, publicly and transparently. The textbooks are assessed to have many outstanding advantages, such as: Attractive presentation, familiar text and image channels, suitable for age, differentiated content, creating conditions for teachers to creatively apply teaching methods and forms according to the student-centered perspective. Active teaching methods, such as: Problem-based teaching, "hands-on kneading dough", STEM education... are applied effectively. Teachers also train students in self-study and research methods, spend more time for students to practice, present, discuss... In addition, the whole sector also focuses on innovating student testing and assessment activities and new admission methods (using the results of 4 years of study and training at secondary school and entrance exam results), contributing to the actual assessment of teaching and learning quality.
Deputy Director of the Department of Education and Training Ho Giang Long said: After 5 years of innovation, the province's education quality has had positive changes. The network of schools and classes at all levels and grades basically meets the needs of learners. Students' practical skills and creativity have been gradually improved. The rate of achieving universal education standards has been maintained, recognized by the Ministry of Education and Training as achieving universal primary education, universal secondary education level 3, and illiteracy eradication level 2. |
In addition to the achieved results, the innovation of the program and textbooks for general education still faces some difficulties and obstacles. Many schools in the province are lacking subject classrooms and practice/laboratory rooms. Many cultural classrooms and subject rooms of educational institutions have small areas, while the number of students per class is quite high, making it difficult to implement innovative teaching methods according to the requirements of the new program and textbooks for general education. At the high school level, due to the lack of teachers for Music and Fine Arts, there have not been enough subject combinations to meet the needs of students...
In order to overcome difficulties and limitations, in the coming time, the education and training sector will continue to strengthen the material and technical infrastructure and equipment for schools, launch a movement to make, collect, preserve and use teaching aids and equipment well. On the other hand, promote the implementation of innovation in teaching methods and forms, and testing and evaluation in the direction of developing students' qualities and abilities; at the same time, do a good job of emulation and reward to promptly replicate typical factors in the emulation movement "Good Teaching - Good Learning".
