Ninh Thuan restarts development of Ca Na LNG power project

This is an important project, aiming to concretize Decision No. 500/QD-TTg of the Prime Minister on the national power development plan for the period 2021 - 2030 and vision to 2050.

The Ca Na LNG Thermal Power Plant Project aims to form a 1,500 MW power plant, accompanied by an LNG port with a capacity of 1 to 1.2 million tons of LNG/year. Along with that, auxiliary items will also be deployed to ensure national energy security. The project will be implemented on an area of about 28.06 hectares of land and 111.70 hectares of water surface in Phuoc Diem commune, Thuan Nam district, Ninh Thuan province.

The investment scale is a combined cycle gas turbine thermal power plant using LNG, capacity 1,500 MW; investment in LNG port warehouse and regasification system, expected port capacity from 1 - 1.2 million tons of LNG/year, including 1 tank (about 220,000 m3) and technical infrastructure for a separate LNG warehouse and regasification system; Construction of 1 LNG import port; 2,400 m long eastern breakwater, auxiliary infrastructure works serving the LNG import port.

The project's investment capital is about 56,006.27 billion VND. The project is located in Phuoc Diem commune, Thuan Nam district.

The Ninh Thuan Provincial People's Committee has requested that the project implementation progress be divided into clear phases. Specifically, the investor selection period will take place from the first quarter of 2025 to the fourth quarter of 2025, followed by the investment preparation phase from the first quarter of 2026 to the fourth quarter of 2026.

It is expected that the main construction of the project will start in the fourth quarter of 2026, and be put into operation from the first quarter of 2030.

Previously (in 2021), the Prime Minister agreed to add the Ca Na LNG Power Center Phase 1, with a capacity of 1,500 MW, to the adjusted Power Plan VII, with an operational schedule of 2025-2026; the next phases will be specifically considered in the National Power Development Plan for the 2021-2030 period, with a vision to 2045 (Power Plan VIII).

According to Decision No. 2162/QD-UBND dated December 8, 2020 of the People's Committee of Ninh Thuan province on approving the list of Ca Na LNG Power Center Project Phase 1, capacity of 1,500 MW, with a total project investment of about more than 49,000 billion VND.

Then, in Decision No. 1775/QD-UBND dated September 13, 2021 of the People's Committee of Ninh Thuan province on adjusting the progress of the Ca Na LNG Power Center Project Phase 1, with a capacity of 1,500 MW, the project investment progress is expected to complete compensation, site clearance and start the project in the second quarter of 2022; complete construction and put the project into operation in the second quarter of 2026.

Ninh Thuan province also decided to recognize 5 investors who met the preliminary requirements on capacity and experience to implement the Project in 2021. They are the consortium of Hanwha Energy Corporation - Korea Gas Corporation - South Korea Electric Power Corporation; Gulf MP Company Limited; Jera Company Inc; Consortium of Total Gaz Electricite Holding France - Novatek Gas & Power Asia Pte - Vietnam Oil and Gas Power Corporation - Siemens Energy AG - Zarubezhneft Joint Stock Company; Trung Nam Construction Investment Joint Stock Company.
