For the National Target Program on Socio -Economic Development in Ethnic Minority and Mountainous Areas, there are 6 basic target groups that have completed and exceeded the set targets.
Basically completed the allocation and delivery of budget estimates.
At the regular Government meeting in July, based on reports from ministries, central and local agencies, the Ministry of Finance synthesized and reported to the Government on the implementation of the 3 National Target Programs in the first 7 months of 2025.
In recent times, in addition to efforts to synchronously deploy the 2-level local government model, ensuring smooth, continuous and effective operation, program owners and ministries have answered and provided guidance on the implementation of national target programs in writing and through hotlines regarding difficulties and recommendations from localities in the process of operating 2-level local government.
Ministries, central and local agencies have actively implemented the directive documents of the Government and Government leaders and achieved key results.
Specifically, regarding the allocation and disbursement of state budget capital to implement national target programs, in addition to 3 localities that have allocated 100% of public investment capital to implement the programs (Ninh Binh, Hung Yen, Dong Thap), many localities have not completed the allocation because the localities are in the process of completing investment procedures; or are submitting to the Provincial People's Council for approval at the nearest session; due to the implementation of 2-level local government, it is necessary to review and allocate the above capital to new investors.
Regarding regular budget, central and local agencies have basically completed the allocation and assignment of budget estimates to implement national target programs.
State budget disbursement situation, for public investment capital: Estimated disbursement of capital for national target programs by July 31, 2025 is about 51%. Estimated disbursement by each program by July 31, 2025: National target program for socio-economic development in ethnic minority and mountainous areas reaches 46% of the plan; National target program for sustainable poverty reduction reaches 42% of the plan; National target program for new rural construction is estimated to reach 56% of the plan.
By June 30, 2025, disbursement of central budget investment capital reached about 42% of the plan, higher than the same period (30.46%), disbursed extended capital reached 34%, higher than the same period (24.37%), and disbursed capital under the 2025 plan reached 44%, higher than the same period (31.74%).
Regarding the National Target Program on New Rural Construction, the results of achieving new rural standards nationwide by June 30, 79.3% of communes have met new rural standards (6,084/7,669 communes); of which, 2,567 communes have met advanced new rural standards and 743 communes have met model new rural standards; the national average is 17.5 criteria/commune; 7/16 poor districts have had communes recognized as meeting new rural standards and removed from the list of "white new rural communes"; 02 provinces of Quang Binh and Khanh Hoa have removed from the list of "white new rural districts".
51% of districts (329 district-level units) in 60 provinces and centrally-run cities have been recognized by the Prime Minister as having completed the task of achieving new rural standards, of which 48 districts have been recognized by the Prime Minister as having achieved advanced new rural standards.
There are 24 provinces and centrally-run cities with 100% of their communes meeting new rural standards, of which 19 provinces and cities have 100% of their communes meeting new rural standards and 100% of district-level units have been recognized as meeting the standards for completing new rural tasks. There are 13 provinces that have been recognized by the Prime Minister as having completed the task of building new rural areas.
For the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas, there are 6 basic target groups that have completed and exceeded the set targets: Poverty reduction rate in ethnic minority areas (expected to reach 3.2%/3%) for the whole period; average income of ethnic minorities (expected to increase 3.3 times, more than 2 times); target group on education (5/5 targets); target group on laborers of working age receiving vocational training (expected to reach 57.8%, reaching over 50%); target group on preserving and developing good traditional cultural values and identities of ethnic groups (reaching 2/2 targets); target group on strengthening health care work so that ethnic minorities have access to modern health care services, moving towards eliminating epidemics in ethnic minority and mountainous areas (reaching 3/4 targets).
Regarding the National Target Program on Sustainable Poverty Reduction, up to now, the rate of extremely disadvantaged communes in coastal and island areas escaping poverty and extreme poverty has reached 35%, exceeding the target assigned by the National Assembly and the Government.
Difficulties, problems
In July, ministries, central and local agencies focused mainly on perfecting and operating the two-level local government model, not on allocating additional assigned capital and accelerating the implementation of national target programs.
Regarding newly allocated additional capital sources, some localities after the merger have not yet completed investment procedures to approve projects in time.
Localities are still confused in implementing regulations and guidance documents of ministries and central agencies related to the division of authority and decentralization of power according to the organization of the 2-level local government apparatus.
Regular disbursement of central budget capital is low, difficult to complete, and may have to go through refund procedures due to a number of reasons such as: Some support contents of the 2 National Target Programs no longer have support objects or the objects according to the initial plan have met the conditions and are no longer eligible for support of the program; the support level for implementing some contents of the programs is still low, not encouraging subjects to participate in implementation.
Key solutions
From now until the end of the year, localities will focus on directing and operating to implement solutions to accelerate the implementation of National Target Programs, striving to disburse 100% of public investment capital in 2025; proactively request ministries and central agencies to guide on difficulties and problems in the implementation of National Target Programs in the context of deploying the 2-level local government model; proactively evaluate the implementation results of National Target Programs for the 2021-2025 period in their localities.
Program and component project owners shall strengthen inspection and supervision, promptly provide guidance and remove difficulties in the process of merging provinces and cities and operating the 2-level local government model, ensuring continuous and synchronous implementation of programs. At the same time, closely following Directive No. 14/CT-TTg dated May 28, 2025 of the Prime Minister, preside over and coordinate with agencies and localities to propose needs and resources for national target programs for the period 2026-2030 and 2026 to report to competent authorities in accordance with the provisions of the State Budget Law and the Public Investment Law.
Program management agencies urgently review and synthesize proposals from ministries, central and local agencies that no longer need to use capital and return the central budget to the Ministry of Finance for synthesis and reporting to competent authorities for consideration and decision to adjust the public investment capital plan from the central budget.
Regarding the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas, the Ministry of Ethnic Minorities and Religions urgently completes amendments and supplements to regulations on principles, criteria, and norms for allocating central budget capital and the proportion of counterpart capital from local budgets to serve as a basis for implementing the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas; urgently clarifies the handling plan for the remaining unallocated regular budget to avoid loss and waste of resources.
The Ministry of Finance, program owners and relevant agencies and localities shall accelerate the construction of a database of national target programs, ensuring early connection of management data information to the Prime Minister's operating system as prescribed in Decision No. 25/2025/QD-TTg dated July 22, 2025 on the construction of a database and online reporting regime on the system in monitoring and evaluating national target programs.
