A man in Saitama Prefecture opened fire at a hospital in Toda City, then went to the Warabi City post office , took hostages and barricaded himself inside.
Japanese television station NHK reported on October 31 that a shooting occurred at Toda Central General Hospital in Toda City, Saitama Prefecture at around 1:10 p.m. (11:10 a.m. Hanoi time), injuring two people but not in life-threatening situations.
The suspect in the shooting was a man in his 80s, about 1.6 meters tall. He was wearing a jacket, black pants, a helmet and fled the scene on a motorbike.

After the shooting in Toda, the man is believed to have moved to the nearby Warabi City Post Office. Toda and Warabi are two cities in Saitama Prefecture.
At around 3:25 p.m. (1:25 p.m. Hanoi time), Warabi city officials said the suspect was barricading himself in a post office with at least two female postal workers inside. Officials urged people to limit going out unless necessary.
"The suspect appears to be in possession of a handgun. We urge people to evacuate the area near the incident and follow the instructions of the police at the scene," the Warabi city government posted on X.
A female postal worker in her 20s was later released and walked out of the building.

Japan has some of the strictest gun laws in the world. Anyone who wants to own a gun must go through a rigorous screening process before being granted a license. In May, a man in Nagano Prefecture used a gun and a knife to attack four people, including two police officers.
