On the evening of October 30, information from Viet Tien Commune Police said that the functional forces of Thach Ha district and Ha Tinh province had just rescued 9 workers constructing the North-South expressway who were trapped for many hours due to heavy rain and floods.
Accordingly, at around 4:30 p.m. on October 30, authorities of Thach Ha district (Ha Tinh) received a report that 9 workers constructing the North-South expressway were isolated by floodwaters at their camp.
The area where the group of workers were trapped is located between the Gia River and the Vach Nam River, bordering two communes: Viet Tien, Thach Ha district and Son Loc, Can Loc district.

The provincial police and military have arranged two canoes to assist local forces in reaching the group of victims.
However, at this time, the upstream water poured in quickly, rose high, and flowed rapidly, making the rescue difficult.
By 7:00 p.m. the same day, the forces had brought 9 workers to a safe shelter after 4 hours of effort.

According to Captain Nguyen Van Cuong, Chief of Viet Tien Commune Police, at the time of approaching the 9 workers, the camp area was deeply flooded, there were many workers, and they had many personal belongings.
"Therefore, we have to carry out rescues on each trip to ensure the safety of people and property," Captain Cuong informed.

Due to the influence of cold air, from the evening of October 29 to the afternoon of October 30, many localities in Ha Tinh province had heavy rain. Flood water levels in rivers and streams in the area rose, many places suffered landslides and localized flooding.
By the afternoon of October 30, Ha Tinh recorded 3 people swept away by floodwaters, of which 2 bodies have been found. Property damage has not been estimated.
