Big names Gemadept, REE, Sinec... offer ideas for billion-dollar infrastructure projects

The heated discussion among many businessmen in the fields of infrastructure, logistics and energy is opening up ideas for developing billion-dollar infrastructure projects that Vietnamese enterprises can completely undertake.

The meeting of Committee 2 on infrastructure development, seaports, logistics and new energy within the framework of the private economic landscape (ViPEL) recently held received the participation of many businessmen and enterprises in the field with projects "offering ideas" for large-scale infrastructure development.

From a 40 year dream…

Concerned about building an international maritime center in Ho Chi Minh City, Mr. Pham Quoc Long - Deputy General Director of Gemadept Joint Stock Company, Chairman of the Vietnam Maritime Agents, Brokers and Services Association (VISABA) - shared that this has been the dream of those working in the profession for nearly 40 years.

Especially when Gemadept's leaders saw that this was the "ripe" time, converging all the factors for Vietnam to be able to form an international maritime center at Cai Mep port when Ho Chi Minh City becomes a megacity after the merger.

Therefore, Mr. Long proposed the initiative to build a world maritime center at Cai Mep port with a total investment capital of 10 billion USD. The project will have three phases, starting from now until after 2027 with the completion of planning, attracting investment at Cai Mep port cluster, connecting shared infrastructure, service supply centers, materials, fuel, shipyards, repair, increasing linkage and integration of industries, attracting investment...

To implement the project, Mr. Long said that along with perfecting the planning and policies to attract investors and creating a dynamic digital environment, there should be programs to develop talents, attract international experts, and train human resources. Establish international maritime agencies such as the International Maritime Arbitration Center, electronic maritime trading floors, etc., and free trade zones with 0% tax rates.

In addition, Gemadept leaders also proposed developing inland waterway projects to reduce logistics costs. Priority should be given to urgent projects including upgrading and expanding the Ha Nam canal (Hai Phong) to accommodate large ships; increasing the clearance of Dong Nai, Binh Trieu 1, Binh Phuoc 1 bridges... to increase the capacity of water transport exploitation. These projects need to apply the public-private mechanism: the Government speeds up the disbursement of public investment, while enterprises provide capital for emergency dredging, and then the budget repays according to plan.

Seeing the opportunity to connect with industrial parks, Mr. Pham Hong Diep - Chairman of Shinec Company - saw great potential and much room for development for the logistics and infrastructure industry when there are nearly 450 industrial parks nationwide. Therefore, implementing projects under the "public-private partnership" mechanism when the state and businesses work together will help reduce costs, facilitate the circulation of goods and promote double-digit growth.

Specifically, Mr. Diep proposed the logistics zone No. 1 project of Lien Chieu port (Da Nang) and Ninh Diem industrial park (Khanh Hoa province). This project will form a logistics - duty-free center in the Central region, connecting the East - West corridor with the development of an ecological - high-tech industrial park associated with Van Phong deep-water port.

In phase 1 to 2030, the project has 50 hectares of logistics area, Ninh Diem 1 industrial park is 250 hectares, the minimum occupancy rate is 60%.

After 2030, with a vision of 2050, the entire Lien Chieu port will be expanded to 100 hectares and Ninh Diem to 540 hectares, integrating 4.0 technology, green logistics and renewable energy.

To implement the project, Mr. Diep proposed applying a pilot mechanism of public-private partnership (PPP) and non-tariff at Lien Chieu port, including 20-25% budget capital, 40-70% private capital and 20-25% foreign capital. There is a specific mechanism for Ninh Diem industrial park, along with incentives for land, tax, green credit, one-stop mechanism on administrative procedures, human resource training, technology integration... to attract investors.

Sustainable electricity supply infrastructure

In the field of energy infrastructure, the urgent need to ensure electricity supply to serve double-digit growth is clearly recognized by businesses. Mr. Nguyen Ngoc Thai Binh, Deputy General Director of REE Group, shared his desire to be a pioneering private enterprise in investing in offshore wind power to promote renewable energy, meeting the country's energy security requirements.

Revealing the offshore wind power project of up to 10,000 MW, contributing 38,456 GWh/year of commercial electricity output, Mr. Binh said that REE is researching the project in Tra Vinh (old), with a three-phase roadmap from now until 2040. The project will have a total investment of VND892,104 billion, not only creating jobs for thousands of workers, but also building a production and export platform for new energy products such as hydrogen and green ammonia after 2035 and an ancillary industry for the wind power sector.

However, to realize this project, Mr. Binh proposed that the Government needs to have a separate, clear and stable legal framework for large-scale offshore wind power projects, with the participation of private investors.

This legal framework must address specific issues such as marine space management, licensing procedures, and onshore land use rights for ancillary works, ensuring consistency with the transmission grid planning. At the same time, it is necessary to issue a stable, long-term electricity price mechanism (Power Purchase Agreement - PPA) for at least 20 years, with high financial feasibility and consider a government guarantee mechanism.

At the same time, to ensure effective project implementation under the "public-private partnership" mechanism, Mr. Binh wishes to proactively seek, cooperate and transfer the most advanced technologies, increase the use of domestic enterprises in operations and management, promote and enhance competitiveness for the offshore wind power industry...
