Pursuant to the regulations of the Central Government and the Ministry of Agriculture and Environment on personnel work in the current period and the proposal of the Party Committee and the leadership of the North Central Institute of Agricultural Sciences, considering the capacity and qualities of the leaders, on November 17, 2025, the Director of the Vietnam Academy of Agricultural Sciences signed a Decision on personnel work for the North Central Institute of Agricultural Sciences. Accordingly, Mr. Trinh Duc Toan, Deputy Director of the North Central Institute of Agricultural Sciences, was assigned to be in charge of the North Central Institute of Agricultural Sciences from December 1, 2025. Mr. Trinh Duc Toan receives a position allowance of 1.0.
Mr. Trinh Duc Toan was born on May 19, 1975 in Ba Dinh commune, Thanh Hoa province; currently living at No. 11, Lane 135, Quang Tien street, Tay Mo ward, Hanoi city. Mr. Toan graduated from the University of Natural Sciences in 1998 with a major in Environment. After that, along with his work, he focused on professional work, management work and continued to study Soil and Agrochemistry (Master's degree) and Crop Science (PhD). In November 2014, he was appointed Deputy Director of the North Central Institute of Agricultural Science and Technology. In 2023, Mr. Toan was awarded the Third Class Labor Medal by the President.

Also at the ceremony, authorized by the President, Mr. Nguyen Hong Son, Director of the Vietnam Academy of Agricultural Sciences, awarded the Second Class Labor Medal to Mr. Pham Van Linh, Party Secretary and Director of the North Central Institute of Agricultural Sciences.
Speaking at the ceremony, the Director of the Vietnam Academy of Agricultural Sciences warmly congratulated the collective of the North Central Academy of Agricultural Sciences and Mr. Pham Van Linh and Mr. Trinh Duc Toan.
Director of the Vietnam Academy of Agricultural Sciences Nguyen Hong Son shared that Mr. Pham Van Linh was appointed as Director of the North Central Institute of Agricultural Sciences in February 2016. After nearly two terms as head of the unit, Mr. Pham Van Linh has now completed his duties excellently and is on leave according to state regulations from December 1, 2025.
“Mr. Pham Van Linh was trained in the military, participated in the Youth Union, constantly persevered in studying and worked in the agricultural sector for over 30 years, in many different positions and agencies, including 10 years as Deputy Director of the Institute and nearly 10 years as Director of the Institute, Mr. Linh has made many important contributions to the success and stability of the Institute, leaving many good feelings in the hearts of partners, friends, comrades, colleagues and today is honored to be awarded the Second Class Labor Medal by the State”, the Director of the Vietnam Academy of Agricultural Sciences acknowledged and highly appreciated Mr. Pham Van Linh's contributions.

Speaking before superiors and sharing with comrades and colleagues, Mr. Pham Van Linh and Mr. Trinh Duc Toan both expressed their joy and emotion at the affection that the Party, the State, the leaders of the Ministry of Agriculture and Environment, and directly the collective of the Vietnam Academy of Agricultural Sciences and the North Central Institute of Agricultural Sciences have given them during their working time at the unit.
For his part, Mr. Pham Van Linh believes that the next generations will make every effort to contribute to building the North Central Agricultural Science and Technology Institute to be united, developed, and have many creative contributions to the agricultural sector and the environment so that people can enjoy the country's scientific achievements.

Mr. Trinh Duc Toan pledged that together with the Party Committee, the leadership team, cadres and employees, he will make every effort to fulfill the tasks assigned by the superiors in the new situation, meeting the expectations of the people and partners. Mr. Toan hopes to continue to receive more attention and support from the leaders of the Vietnam Academy of Agricultural Sciences and Party Committees and authorities of localities in the North Central region as well as from partners and people to help the North Central Academy of Agricultural Sciences develop further, making many positive contributions to the agricultural sector and the environment.
