Promoting digital transformation and socialization in the field of national reserves

Continuing the program of the 10th Session of the 15th National Assembly, chaired by National Assembly Chairman Tran Thanh Man and directed by National Assembly Vice Chairman Nguyen Duc Hai, the National Assembly discussed in the Hall the draft Law on National Reserves (amended). One of the contents that attracted many opinions was the need to strongly digitalize reserve warehouses and the proposal to promote the socialization of national reserves.

During the discussion at the Hall, the majority of opinions highly appreciated the innovative spirit of the drafting agency of the draft Law on National Reserves (amended). The draft has expanded the scope of regulation, restructured the objectives, added the concept of strategic reserves and clearly affirmed the role of national reserves as an important tool to regulate the market, contributing to ensuring the economy operates stably, effectively, and in the right socialist orientation.

Focus on digital transformation in National Reserve management

Participating in contributing opinions, delegate Dieu Huynh Sang, National Assembly Delegation of Dong Nai province affirmed that in the context of economic, social and national security challenges, the role of the national reserve warehouse system is very important. However, the delegate said that the warehouse system is still backward in terms of infrastructure and lacks modern preservation technology, which significantly affects the efficiency of storage and response in emergency situations.

“Up to now, ministries and branches have built 39 new national reserve warehouses according to the approved plan. The current national reserve warehouse system is not yet synchronous, still small, scattered and many warehouses are also degraded. Some ministries and branches currently have to take advantage of many old warehouses to store national reserve goods. The slow improvement of infrastructure and technology in the national reserve warehouse system will lead to many serious consequences, waste the State budget and affect the efficiency of use in urgent situations such as natural disasters, epidemics and major market fluctuations. Meanwhile, practical requirements require very fast processing and the ability to trace the origin immediately and with high accuracy” - Delegate Dieu Huynh Sang analyzed.

From there, delegates agreed with the view that digitizing national reserves is an urgent requirement to ensure the quality and safety of national reserves, and improve response efficiency in emergency situations. Delegates from Dong Nai province commented that this is a strategy to protect national interests, ensure food security, health and national defense in the context of globalization with many fluctuations.

“In order for the digitization of the national archive system to be effective and synchronous, there needs to be a long-term investment policy and a master plan from the central to local levels. The Drafting Committee should clarify the investment resources for modernizing the reserve warehouses according to the criteria of industry, modernity, and digitalization. In addition, it is necessary to clarify the management, operation, and data analysis of national reserve warehouses because the Draft Law is currently unclear” - Delegate Dieu Huynh Sang proposed.

Agreeing with the above viewpoint, delegate Thach Phuoc Binh, National Assembly Delegation of Vinh Long province, said that the Draft including the content of digital transformation, research and application of new technology in the Law is a very correct direction, but still lacks some fundamental regulations. "The Law needs to have technical standards for cold storage, petroleum storage, special material storage, a sensor system to monitor environmental conditions, monitor fires and explosions and automatically warn. At the same time, it is necessary to add regulations on the national reserve database to serve market forecasting, price regulation and timely import and export decisions. This data system must be interconnected between ministries and branches and operated in real time," delegate Thach Phuoc Binh suggested.

Analyzing the provisions in Article 30 on Research and development of science and technology, innovation, and digital transformation in the field of National Reserves, delegate Le Thi Thanh Lam, National Assembly Delegation of Can Tho City, highly appreciated the innovative spirit of the law that fully mentioned the application of new technology in importing, exporting, and preserving reserve goods. However, the draft still does not cover the new pillars of national security, which are digital data and digital resources.

According to delegate Le Thi Thanh Lam, on August 18, 2025, the Prime Minister issued Resolution No. 175 approving the data strategy at the National Data Center, identifying data at the National Data Center as a national resource, playing a strategic role in economic and social development, security, cybersecurity and digital transformation. The delegate proposed to add regulations on digital data reserves and digital resources, including platform data, shared data, strategic digital resources, key digital infrastructure and core technology components serving the economy, society and emergency response. "This addition helps to synchronize with the Government's orientation, keep up with international trends and create a long-term vision for the Law, ensuring a modern, flexible and sustainable National Reserve in the digital age," the delegate commented.

Regarding the national reserve warehouse stipulated in Article 29 of the Draft Law, delegate Nguyen Tam Hung, the National Assembly Delegation of Ho Chi Minh City also agreed on the regulation of modernizing the reserve warehouse, and at the same time proposed that the Drafting Committee consider adding the requirement that 100% of the national reserve warehouse must be digitized and automatically monitored by imaging and sensor technology. This is a requirement suitable for natural disaster and non-traditional security conditions, reducing the risk of fire, explosion, damage to goods and helping management work to be transparent, timely and accurate.

In addition, regarding the research on the application of science and technology and digital transformation in Article 30, delegate Nguyen Tam Hung suggested that the Drafting Committee consider adding the task of developing a smart reserve model to forecast demand, market fluctuations and determine the structure of reserve goods. The application of smart technology helps the State to predict early risks of scarcity, increase the effectiveness of market regulation and reduce policy response time.

Promote the socialization of national reserve goods, reduce the burden on the State budget

Regarding the State's policy on national reserves, delegate Thach Phuoc Binh, National Assembly Delegation of Vinh Long province analyzed that the Draft has systematized policies into 09 groups, emphasizing the role of multi-sectoral strategies (economic security, finance, science and technology, digital transformation, international cooperation and regional linkage). The delegate commented that this is an approach consistent with the spirit of Conclusion 115 of the Central Committee, especially the requirement to elevate national reserves into a pillar of national security, however, the policies in the draft are still broad and have not clearly defined the order of priority. From there, the delegate proposed to establish in the law the strategic priority group, regulations on the national reserve database at the national level, connecting with financial, energy, health and agricultural data. At the same time, shaping the model of socialization of national reserves, learning from the experiences of OECD countries and G7 countries.

Also concerned about the issue of socialization of national reserves, delegate Pham Van Hoa, National Assembly Delegation of Dong Thap province, commented that socialization in the fields of health, food, construction and transportation has been promoted recently, promoting the advantages of enterprises assigned to reserve goods. The delegate also agreed with the opinion of delegate Dieu Huynh Sang on the current state of degradation of many warehouses, raising the need for socialization and transfer to private enterprises.

Explaining to the National Assembly, Minister of Finance Nguyen Van Thang affirmed that this draft is a very important step forward in promoting the socialization of national reserve activities, contributing to diversifying resources and improving flexibility in national reserves, reducing the burden on the state budget.

The Draft Law has proposed that in addition to being invested from the state budget, it is implemented in two ways: Combining public-private partnership, using state budget and non-state budget sources, implementing agreement, voluntary and contractual mechanisms as prescribed by the Government and according to other relevant laws; Strategic reserve goods stored at business units from the legal sources of the business units are supported by the State with expenses on management, preservation, taxes, interest and other support according to the provisions of law.

Accordingly, the Government is assigned to make regulations in each period in accordance with the socio-economic development situation, avoiding having to amend and supplement the law many times.
