Allocating more than 59 billion VND to implement the new rural policy in 2025

On behalf of the Chairman of the People's Committee of Ha Tinh province, the Standing Vice Chairman of the People's Committee of the province, Nguyen Hong Linh, has just signed and issued Decision No. 693/QD-UBND dated April 3, 2025 on providing additional funding (phase 1 in 2025) for localities to implement policies according to Resolution No. 44/2021/NQ-HDND dated December 16, 2021, Resolution No. 124/2024/NQ-HDND dated May 4, 2024, Resolution No. 51/2021/NQ-HDND dated December 16, 2021 of the Provincial People's Council.

Accordingly, an amount of VND 59,463 billion will be allocated from the new rural policy and agricultural and rural policies to provide additional funding to the People's Committees of districts, cities and towns to implement policies as prescribed in Resolutions No. 44/2021/NQ-HDND, No. 124/2024/NQ-HDND, No. 51/2021/NQ-HDND of the province.

In particular, the policy to support the creation of resources to successfully build the province to meet new rural standards according to the provisions of Resolution No. 44/2021/NQ-HDND and Resolution No. 124/2024/NQ-HDND of the Provincial People's Council is VND 37,823 billion; the policy to encourage agricultural and rural development associated with building the province to meet new rural standards according to the provisions of Resolution No. 51/2021/NQ of the Provincial People's Council is VND 21,640 billion.

The Chairman of the Provincial People's Committee assigned the Department of Finance, State Treasury Region XI and relevant agencies to allocate and disburse capital in a timely manner and in accordance with regulations.

The People's Committees of districts, cities and towns shall implement, manage, use and settle the supported funds in accordance with the provisions of the State Budget Law and relevant legal documents; ensure timely, effective implementation, for the right purposes, in accordance with regulations and policies; and take full responsibility for any loss or waste in the process of implementing the organization and streamlining of the apparatus. Urge and direct the People's Committees of communes, wards and towns to accelerate the implementation of the policy contents and timely disburse funds before the time of organization and restructuring.

People of Cam Linh commune (Cam Xuyen) enthusiastically responded to the emulation movement to build new rural areas.

The Departments of Agriculture and Environment, Finance, Construction, Industry and Trade, Science and Technology, and the New Rural Area Coordination Office, according to their functions, tasks, and management areas, shall perform the tasks specified in Resolutions No. 44/2021/NQ-HDND, No. 124/2024/NQ-HDND, No. 51/2021/NQ-HDND of the Provincial People's Council to ensure timeliness and compliance with regulations.

In all cases, the Department of Finance, the Department of Agriculture and Environment, the Provincial Office for New Rural Area Coordination; the People's Committees of districts, cities and towns, according to their functions and duties, must take full responsibility before the law, the Provincial People's Committee and the Chairman of the Provincial People's Committee, and inspection and examination agencies for the accuracy and compliance with legal regulations of information, data, and budget plans for policy implementation...
