Decentralization of construction management and construction quality

Khanh Hoa Provincial People's Committee has just issued a Decision on decentralization of some contents on construction management, construction quality management, and construction order management in the province.

Accordingly, the decentralized contents include: Authority to appraise construction investment feasibility study reports, construction investment economic -technical reports of the investment decision maker; authority to appraise construction investment feasibility study reports, construction designs implemented after basic designs of construction professional agencies; authority to inspect construction acceptance work; authority to resolve construction work incidents; authority to manage construction order; authority to receive notices of construction commencement.

For administrative procedure dossiers that have been received by the agency before the effective date of this decision (October 14), the receiving agency shall continue to implement according to the provisions of the legal documents at the time of receiving the dossier; in case the dossier is returned for completion, the dossier shall be sent to the authorized and decentralized agency to continue handling the administrative procedure according to the provisions of this decision.
