This Regulation stipulates the principles, tasks, powers, working regime and working relations of the Prime Minister 's Administrative Procedure Reform Working Group (hereinafter referred to as the Working Group).
Accordingly, the working group can work in forms such as organizing regular meetings, ad hoc meetings, conferences (in person or online) and giving opinions in writing.
The members of the Working Group work part-time. The Head of the Working Group uses the seal of the Prime Minister, and other members use the seal of their agency.
Members of the Working Group, as assigned (attached appendix), directly urge and work with ministries, branches and localities on the situation and solutions for administrative procedure reform, strengthening discipline and administrative order and improving policy response capacity.
Periodically every quarter or on an ad hoc basis, the Deputy Head and members of the Working Group report to the Prime Minister and the Head of the Working Group on the results of the implementation of assigned tasks.
Heads of ministries, branches and localities shall thoroughly grasp the instructions of the Working Group to urge and implement tasks on administrative procedure reform, strengthen administrative discipline and order and improve policy response capacity in their agencies, branches and fields. In particular, handle and remove administrative mechanisms, policies and procedures (including technical barriers based on technical standards and regulations) that are barriers to production and business activities of enterprises and people's lives.
Attend meetings or send competent staff to attend; direct functional agencies and units to implement information and reporting regimes as requested by the Working Group.
Coordinate with the Standing Office of the Working Group to promptly report difficulties and problems during the implementation process and propose solutions.
