Striving to bring Gia Lai into the top of the country in science, technology, innovation and digital transformation development

(gialai.gov.vn) - On the morning of August 5, comrade Ho Quoc Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee on Science, Technology Development, Innovation and Digital Transformation of Gia Lai province chaired the First Meeting of the Steering Committee to resolve issues under its authority.

Attending the meeting were comrades: Rah Lan Chung - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Chau Ngoc Tuan - Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Nguyen Ngoc Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee and members of the Steering Committee.

At the conference, the leaders of the Department of Science and Technology reported on the proposal to invest in information technology infrastructure for 135 communes/wards in the province; reported on the implementation results of Plan 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the apparatus of the political system in the province; reported on the first 6 months of 2025 on the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo and the Action Plan of the Provincial Party Standing Committee on the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo.

In addition, the leaders of the Provincial Party Committee's Propaganda and Mass Mobilization Department reported on the Plan of the Steering Committee to implement the "Digital Popular Education" Movement in the province; the Provincial Party Committee Office reported on the results of implementing digital applications and digital data under the Digital Transformation Project in Party agencies according to Decision No. 204-QD/TW dated November 29, 2024 of the Secretariat; through the following documents: Decision on promulgating the Working Regulations of the Steering Committee and Notice on assigning tasks to members of the Steering Committee.

Accordingly, immediately after the Politburo issued Resolution No. 57-NQ/TW dated December 22, 2024, the Provincial Party Committee identified this as one of the key political tasks, strategic and long-term, an important foundation for creating a breakthrough in the province's socio-economic development. The Provincial Party Committee has focused on comprehensive, in-depth and drastic direction to raise awareness, create strong changes in the thinking and actions of the entire political system, business community and society as a whole. Through extensive propaganda and dissemination, the awareness of cadres, party members, civil servants, public employees, businesses and people about the urgent requirements, central role and breakthrough of science - technology development and digital transformation has had clear changes.

A highlight of Binh Dinh in the field of science, technology, innovation and digital transformation is the International Center for Interdisciplinary Science and Education (ICISE) in Quy Nhon Nam Ward, which has become a prestigious scientific destination in Vietnam and Asia with nearly 200 high-quality international scientific events and more than 45 specialized science schools, attracting more than 12,000 scientists from 40 countries and territories, including 18 Nobel Prize-winning professors to attend and share knowledge. In addition, Binh Dinh is also one of the leading localities in implementing new fields and models of science and technology such as: establishing the Center for Scientific Discovery and Innovation; proposing to develop a scientific urban area with the Project "Developing Quy Hoa Scientific Urban Area to 2025, vision to 2035".

The information technology industry has clearly transformed with the successful attraction of leading Vietnamese enterprises to invest and operate in Quang Trung Software Park - Binh Dinh (FPT Group and TMA Solutions) with more than 1,200 employees. The province has initially applied digital technology and data to manage and make decisions. Transactions between state agencies and people have shifted to the digital environment through comprehensive online public services.

At the Conference, delegates focused on discussing and evaluating the achieved results, difficulties and challenges such as: High-quality human resources for digital technology and innovation industry are still lacking; technological infrastructure has not met the requirements in the new situation; the implementation of pilot models in the fields of education, health and land management is facing difficulties, etc. Thereby, proposing orientations and solutions to promote the development of science, technology, innovation and digital transformation, contributing to the socio-economic development of the province.

Speaking at the meeting, Secretary of the Provincial Party Committee Ho Quoc Dung acknowledged and highly appreciated the Department of Science and Technology for performing well the tasks assigned by the Standing Committee and the Provincial People's Committee; in a short time, the department has organized a survey of the entire infrastructure, technology and information equipment of the province.

The Provincial Party Secretary emphasized: Developing science, technology, innovation and digital transformation is a very important task; in recent times, Gia Lai province has focused on promoting the development of science and technology and digital transformation and identified it as one of the breakthroughs in the 2025-2030 term. In the context of the province's difficulties, the Provincial Party Standing Committee has recently agreed to allocate 250 billion VND to support 135 communes and wards to invest in, purchase equipment, and complete information technology infrastructure. Based on the survey, the Department of Science and Technology is assigned to support, guide, and monitor localities in purchasing equipment when funding is provided.

Regarding the implementation of Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee, the Provincial Party Secretary requested member departments and branches to carefully review and re-evaluate the tasks, achieved results, and poor implementation of each work item to find solutions to remove and implement well in the coming time, striving to bring Gia Lai into the top of the country in science and technology development, innovation and digital transformation.

Through the assessment of the 6-month summary report, there are still many tasks in the last 6 months of 2025, so the Secretary requested the Steering Committee's member agencies to closely follow the Plan and assigned key tasks to focus on implementing the tasks. In particular, focus on implementing 04 projects: Project on developing the semiconductor industry, artificial intelligence and network safety and security in the province for the period 2025 - 2030; Project on developing human resources for the semiconductor industry, artificial intelligence, network safety and security for the period 2025 - 2030; Project on developing STEM education for high school students in the province and Project on building a concentrated information technology park.

From 2026 onwards, the Department of Finance must advise on the correct and sufficient allocation of 3% of the budget expenditure to invest in science and technology development and digital transformation according to the direction of the Central Government.

Along with that, research and advise on the arrangement of resources to train high-quality human resources and support the team of cadres, civil servants and public employees in performing their tasks. Members of the Steering Committee, departments and branches, closely follow the proposed Plan, synchronously and drastically deploy the issued pilot models, continue to promote the implementation of Resolution 57-NQ/TW to achieve the highest results./.
