Building a stable and quality teaching staff

On the eve of the 2025-2026 school year, the Quang Ninh Department of Education and Training is actively reviewing, supplementing, and training the teaching staff to ensure sufficient quantity, solid expertise, and meet the requirements of educational innovation. With a proactive, responsible, and flexible spirit, localities across the province have developed specific plans, prioritizing recruitment, training, and rotation, while focusing on improving the quality of the staff, aiming to create a clear change in the new school year.

Improving the quality of the teaching staff is a key task throughout each school year. For example, in the 2024-2025 school year, implementing the new general education program, many general education institutions and continuing education sectors do not have enough teachers to teach, so they have to give guest lectures or assign teaching support to inter-schools. In particular, some educational institutions in difficult areas and private educational institutions lack teachers for specific subjects such as English and IT due to lack of recruitment sources.

Faced with this situation, the Department of Education and Training and localities have proactively and flexibly implemented synchronous solutions to arrange enough teachers. Specifically, teachers are transferred between schools to regulate the shortage of teachers; teachers are assigned to teach in many schools at the same level to solve the problem of overloaded teaching hours and shortage of subjects.

Chu Van An Secondary School (Cam Pha Ward) held a school council meeting to agree on a plan to arrange and organize professional groups and personnel for the new school year.

In addition, continue to assign English, Music, and Fine Arts teachers at secondary level to support primary and secondary schools. Second teachers from one school to another; resolve early retirement for those who meet the prescribed conditions, and review actual needs to propose additional recruitment and contracts according to Resolution 102/NQ-CP to replace teachers who retire, quit, or transfer jobs.

Not only that,   The Department of Education and Training has advised the Provincial People's Committee to assign the task to Ha Long University to train and improve teachers' standards to soon complete the province's target on teacher standards; to open 4 additional university-level training codes for general education teachers for Ha Long University to supplement the shortage of teachers in localities, especially in disadvantaged areas, border areas, and islands.

Currently, the Department of Education and Training is consulting on the development and completion of the project on Developing and improving the quality of teachers and managers at all levels in the province by 2030, with a vision to 2050 to meet the requirements of tasks in the new situation. At the same time, it proactively coordinates with training institutions, implements the guidance and direction of the Ministry of Education and Training to organize many training sessions suitable for each subject, such as training on implementing the 2018 General Education Program, using textbooks and local documents of the province with the full participation of managers, core teachers and general staff at all levels.

The training content focuses on building school education plans, lesson plans towards capacity development, innovative testing, assessment and organizing educational activities according to the new program. The Department of Education and Training also focuses on directing the implementation of professional activities according to lesson research, thematic activities in school clusters, thereby spreading effective solutions and initiatives throughout the sector.

Up to now, 100% of education management staff at all levels have achieved standard training level or higher. The number of teachers who have achieved standard level or higher in primary school is 94.7%, in secondary school is 95.3%, in high school and vocational education is 100%.

In the coming time, the Department of Education and Training will continue to train and foster the application of information technology, artificial intelligence AI, digital transformation for the team of managers, teachers and staff; focus on innovating teaching methods and forms, innovating testing and assessment to develop students' qualities and abilities.

The careful preparation of the education sector is showing its determination to improve the quality of teaching and learning. We believe that, with the sense of responsibility of teachers and close coordination from all levels, the 2025-2026 school year will take place effectively, practically and increasingly affirm the position of Quang Ninh education.
