At the Conference, Deputy Head of the Central Economic Commission Nguyen Hong Son thoroughly grasped and implemented Conclusion No. 79-KL/TW. Accordingly, Conclusion No. 79-KL/TW inherits 3 groups of viewpoints, goals, visions, 18 socio-economic development targets of the city until 2030 and 5 groups of tasks and solutions of Resolution No. 43-NQ/TW. The Conclusion is 6 pages long, including 3 main parts: Evaluation of the results of 5 years of implementing Resolution No. 43-NQ/TW; 6 groups of key tasks and solutions to continue implementing Resolution No. 43-NQ/TW; Organization of implementation.
Standing Deputy Secretary of the City Party Committee Nguyen Dinh Vinh disseminated and deployed the draft Plan of the City Party Committee on implementing Conclusion No. 79-KL/TW.
In addition, delegates listened to presentations on: Expected tasks and solutions to implement Conclusion No. 79-KL/TW in the socio-economic field, especially on the organization of urban government, building and piloting specific mechanisms and policies for city development; Expected tasks and solutions to implement Conclusion No. 79-KL/TW in the field of Party building and rectification and the political system; Expected tasks and solutions to implement Conclusion No. 79-KL/TW in the fields of national defense, security and internal affairs.
Concluding the Conference, Secretary of the City Party Committee Nguyen Van Quang thanked Deputy Head of the Central Economic Commission Nguyen Hong Son for taking the time to attend and directly disseminate Conclusion No. 79-KL/TW.
Secretary of the City Party Committee Nguyen Van Quang said that the process of consulting on the 5-year review of the implementation of Resolution No. 43-NQ/TW and the development and promulgation of Conclusion No. 79-KL/TW is very important in achieving the goals, perfecting new policies and mechanisms, and laying the foundation for the sustainable development of Da Nang city in the coming period.
At the same time, Conclusion No. 79-KL/TW clearly stated the tasks assigned to the Party Committee, government and people of Da Nang city, especially core issues that need to be strived to achieve such as: forming a financial center, forming a free trade zone, building Da Nang into a center for innovation and startups, a high-tech center of the country;... Conclusion No. 79-KL/TW is also the basis for the National Assembly to issue Resolution No. 136/2024/QH15 dated June 26, 2024 on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city.
To achieve these important results, on behalf of the City Party Committee, Secretary of the City Party Committee Nguyen Van Quang thanked the Politburo, the Secretariat, the Government Party Committee,... Central agencies and personally Deputy Head of the Central Economic Commission Nguyen Hong Son for accompanying and coordinating with the city throughout the process of developing content, summarizing and evaluating the implementation of Resolution No. 43-NQ/TW, advising on the issuance of Conclusion No. 79-KL/TW.
At the same time, commend, acknowledge and appreciate the efforts of relevant agencies, units, collectives and individuals who have made contributions in implementing and summarizing the implementation of Resolution No. 43-NQ/TW as well as the implementation of Resolution No. 119/2020/QH14 of the National Assembly on piloting the organization of urban government models and a number of specific mechanisms and policies for the development of Da Nang city.
In the coming time, Secretary of the City Party Committee Nguyen Van Quang requested that Party committees and organizations at all levels urgently focus on directing the completion of studying, researching, thoroughly understanding and disseminating Conclusion No. 79-KL/TW of the Politburo in accordance with the Plan set forth by the Standing Committee of the City Party Committee.
Develop a plan to disseminate, propagate and deploy implementation in accordance with the situation and reality of each locality, agency and unit. In particular, it is necessary to ensure the following requirements: propaganda work must be carried out regularly, continuously and in depth, so that the entire political system, each party member and citizen in the city are informed and understand the special meaning and importance as well as the outstanding new points of Conclusion No. 79-KL/TW, especially on viewpoints, policies and tasks, solutions, clearly defining the direction of the city in the coming time and especially the requirements in the implementation process.
At the same time, it is necessary to promote social consensus, the leadership role of the Party organization, and the participation of the entire political system to resolutely implement and continue to bring Resolution No. 43-NQ/TW and Conclusion No. 79-KL/TW into life.
Promote the role and responsibility of the city's press and mass media agencies, reporters and propagandists in propaganda work; focus on propagating new methods, good experiences, effective models, especially propagating new contents of Conclusion No. 79-KL/TW.
Party secretaries and heads of agencies and units must directly study and thoroughly implement Conclusion No. 79-KL/TW. District and equivalent levels must complete the organization of study and thorough study in August 2024; grassroots levels must complete in September 2024 and organize extensive political activities from now until the end of 2024 and early 2025. This is one of the activities leading up to the Party Congresses at all levels of the city.
Secretary of the City Party Committee Nguyen Van Quang emphasized: “It is necessary to identify that the Politburo’s issuance of Conclusion No. 79-KL/TW with new policies to develop the city is only the initial success and honor of the Party Committee, government and people of the city. The most important, most difficult and decisive step is to organize and implement.”
To prove that the Party Committee, government and people of the city have enough capacity, conditions and determination to successfully implement the new policies, Secretary of the City Party Committee Nguyen Van Quang suggested: “It is necessary to set the highest determination for the sustainable and long-term development of the city. In particular, each party member, civil servant and public employee in the city's political system, especially the leader, must be truly brave in the face of all difficulties and challenges, uphold the spirit of self-reliance, self-strengthening, the will to rise up, the desire to contribute, overcome the situation of avoidance, pushing, not properly and fully performing the duties and powers of a part of party members, civil servants and public employees in the current situation. Encourage and support cadres who dare to do, dare to innovate, dare to face difficulties and challenges, act for the common good for the common development of the city. Timely commend and reward collectives and individuals who do well, and review and handle cases of not strictly and ineffectively implementing Conclusion No. 79-KL/TW”.
On this occasion, the Conference commended collectives and individuals with achievements in advising on the implementation and reviewing 5 years of implementing Resolution No. 43-NQ/TW of the Politburo (12th tenure).
