The press needs to become a force for creating awareness.
In his opening speech at the seminar, Mr. Phan Xuan Thuy, Deputy Head of the Central Propaganda and Education Commission, affirmed: Resolution No. 68-NQ/TW of the Politburo , issued on April 20, 2024, is an important milestone in the thinking of developing the private economy. This is the first time in a high-level political document that the private economy has been identified as "one of the most important driving forces of the national economy.
"To realize that goal, propaganda work, especially the role of the press, is of special importance," said Mr. Thuy.
According to Mr. Phan Xuan Thuy, the press needs to focus on spreading the spirit of innovation of the Resolution, clarifying the process of changing the Party's viewpoint on the private economy over time, thereby helping the whole society to have a more correct, complete and positive perception of the role of this sector.
At the seminar, leaders of more than 10 major news agencies and newspapers such as Communist Magazine, Thanh Nien Newspaper, Tien Phong Newspaper, Tuoi Tre Newspaper, Ho Chi Minh City Television, Dau Tu Newspaper, Ha Noi Moi Newspaper, etc. presented papers and analyzed experiences in communicating economic policies, and proposed a "four-pillar" of propaganda - dialogue - criticism - accompaniment to bring Resolution 68 into life.
Ms. Ngo Phuong Lan, Principal of the University of Social Sciences and Humanities, Ho Chi Minh City, said that in the context of the whole country resolutely implementing the resolutions of the Politburo, including Resolution 68-NQ/TW on the private economy, it has shown a very strong breakthrough in the country's socio-economic development policies and guidelines.
"The role of the press and media is not simply a propaganda tool, but also plays the role of policy criticism, accompanying businesses and promoting the implementation of major policies of the country, such as Resolution 68. In particular, the press contributes to propaganda, information orientation, discovering good examples and effective models in the process of implementing this Resolution," Ms. Ngo Phuong Lan assessed.
According to Ms. Ngo Phuong Lan, the press should not only reflect policies, but also create a positive and consistent discourse on the private economy, especially in the context of strong social network development, multi-dimensional but sometimes incorrect information. Old prejudices such as "private enterprises are only for profit", "private economy is not suitable for socialist orientation" need to be replaced by a more modern and transparent approach.
Dr. Duong Huy Duc, Deputy Head of the Southern Office of the Communist Review, emphasized: “The press needs to clarify that our Party has strongly shifted from acknowledging to encouraging, protecting and now promoting the development of the private economy. Building a positive discourse system not only helps raise social awareness but also awakens latent resources in the population, contributing to promoting sustainable national development.”
Accompanying businesses and criticizing policies
At the seminar, many opinions affirmed that, in order to contribute to bringing Resolution 68 into life, the press needs to delve into practice, accompany private enterprises, reflect on "bottlenecks" and propose timely and effective policy reforms.
Currently, the private economic sector still faces many barriers such as difficulty in accessing production premises, high land rental prices, difficulty in obtaining preferential loans, complicated administrative procedures, and policies to support small and medium-sized enterprises that are scattered and lack focus...
“The press, as a social critic, needs to honestly and courageously reflect on these shortcomings. Criticism is not for criticism, but to improve policies and put businesses at the center of reform,” Dr. Duong Huy Duc affirmed.
Journalist Nguyen Ngoc Toan, Editor-in-Chief of Thanh Nien Newspaper, also affirmed: "In the modern market economic ecosystem, the press has become an indispensable, if not very important, component. A correct policy that is not clearly conveyed can lead to misunderstanding, wrong implementation, and can cause unpredictable consequences."

Some practical proposals were also raised by press agencies, including the establishment of regular columns such as: “New-age entrepreneurs”, “Connecting policies and businesses”, “Institutional reform thinking” or organizing regional and provincial economic forums with the participation of local leaders, businesses and the press. These will be effective two-way communication channels, where the voices of businesses are heard, policies are responded to and journalists have the opportunity to delve deeper into the topic.
From a professional perspective, many journalists also shared that in order to do well in the role of propagating and criticizing economic policies, journalists need to improve their professional qualifications, especially their deep understanding of economics, law, corporate governance, data analysis and the ability to convey complex concepts in an easy-to-understand and humane way. To accompany businesses, journalists need to understand the desire to get rich legitimately, grasp business life and feel the operating pressure of a private enterprise. Only then will the articles have depth, weight and widespread value.
