Trial from June 15 and officially from July 1 according to the roadmap , all preparations are being urgently deployed by the province with absolute determination not to let any interruptions occur; continue to promote the effectiveness of the Center 's operations in receiving and handling administrative procedures , meeting the needs of people, organizations and businesses.
Accordingly, the one-level Provincial Public Administration Service Center following the two-level local government model is reorganized in the direction of basically maintaining the current one-level Public Administration Service Center model, eliminating the network of 13 branches, and at the same time expanding operations to the grassroots level through the establishment of a new system of 54 Commune Public Administration Service Centers including 52 communes, 2 special zones and 6 reception and result return points under 2 Special Zone Public Administration Service Centers. The 54 Public Administration Service Centers in communes, wards and special zones are affiliated administrative organizations, equivalent to the department level of the Provincial Public Administration Service Center, and at the same time, have seals and bank accounts to serve the collection of fees and charges.
The Provincial Public Administration Service Center will continue to manage and use the existing headquarters and working equipment. The Commune Public Administration Service Center will continue to use the headquarters, facilities, equipment, and working means of the Branch and the Reception and Result Delivery Department. The People's Committees of the communes will coordinate to arrange headquarters for the new centers. The reorganization of the Provincial Public Administration Service Center at one level is a strategic step to meet the requirements of administrative reform, digital transformation, and building a modern, non-territorial administration, allowing people and businesses to submit documents at any public administration center in the province, contributing to improving the quality of service and satisfaction of organizations, businesses, and people.
Ms. Pham Thi Thuy Hong, a civil servant of the People's Committee of Quang Trung Ward, Uong Bi City, said: When the one-level Provincial Administrative Service Center is reorganized according to the two-level management model, the cadres, civil servants, public employees and workers at the Reception and Results Department of the ward will receive new tasks. Promoting responsibility, we will always strive to complete our tasks well when taking on new positions, constantly learning to be able to perform operations smoothly on the administrative procedure settlement system according to the experimental and official two-level management model, ensuring no interruption in the implementation of receiving and settling administrative procedures for organizations and individuals during the transition period.
To ensure no interruption in receiving and handling administrative procedures for people, organizations and businesses when implementing the one-level Provincial Public Administration Service Center, the Provincial Public Administration Service Center and localities coordinate to organize training conferences on the process of receiving and handling completed administrative procedures on the administrative procedure handling information system for commune-level administrative procedures, non-territorial administrative procedures; regulations on guidance, receiving, returning results, stamping, collecting fees and charges for administrative procedure handling records...
In particular, from June 10, the administrative procedure settlement system of Quang Ninh province under the 2-level management model will be put into trial operation. In order to effectively implement the trial operation, the review and assessment of the current status of the administrative procedure settlement system of Quang Ninh province, the completion of functions and features to ensure stable and smooth connection, serving the trial operation; the review and assessment of the safety of the connection to the national population database have been carried out by the units. At the same time, the units have developed a trial operation plan with specific situations including: Direct submission of documents at the Public Administration Service Center at the ward/commune level, submission of documents without boundaries at the Public Administration Service Center at the ward/commune level, online submission of documents via the national public service portal, submission of documents at the Public Administration Service Center for departments, branches and sectors.
Mr. Nguyen Trung Tien, Deputy Director of the Department of Science and Technology of Quang Ninh province, said: Proactively developing plans and scenarios to ensure technical infrastructure and key information systems according to the government model from 3 levels to 2 levels, in a short time, we have installed configurations, designed, and reconnected the entire specialized data transmission network system from the province to communes, wards, and special zones according to the new model; coordinated with telecommunications units, technology enterprises, and localities to prepare the system for handling administrative procedures according to the 2-level management model. We are committed to providing maximum support to the Provincial Public Administration Service Center and wards and communes 24/7 to ensure smooth, effective, and efficient operations. Based on the practical trial operation, any difficulties and problems that arise, we will promptly handle and overcome them to ensure effective and official operations from July 1.
Ms. Nguyen Hai Van, Director of the Quang Ninh Provincial Public Administration Service Center, said: During the trial operation of the Quang Ninh Provincial Administrative Procedure Settlement System from June 10 and the trial operation of the 2-level government from June 15, we have maintained the 2 systems in parallel according to the current 2-level and 3-level government management models. To ensure that there are absolutely no interruptions, delays, or stagnation in the process of receiving and handling administrative procedures for people, businesses, and organizations, this phase requires each cadre, civil servant, public employee, and worker to not only have a firm grasp of the process of receiving and handling administrative procedure records, but also to promote their sense of responsibility, capacity, expertise, and professionalism to meet practical requirements, ensuring that the trial operation achieves good results, ready to officially go into operation from July 1; while ensuring that there is no interruption in the processing of official work of the current government.
