Quang Ninh currently has 189 reservoirs with a total designed capacity of 365.59 million m3 ; 460 dams, 103 irrigation and drainage pumping stations and over 3,790km of various canals. To proactively respond to the storm season, from the beginning of the year, the Department of Agriculture and Environment has directed units and localities managing irrigation works to review and evaluate the works. In particular, focusing on re-inspecting dike and dam works in the area; reinforcing and repairing works to ensure safety and effective operation during the storm season. For drainage pumping stations, from the beginning of the storm season, maintenance and test runs have been conducted to ensure good operation when required.
Due to the impact of storm No. 3 and heavy rains and floods in 2024, many dike and irrigation reservoir works in the province have suffered incidents and damage, of which 10 works were severely damaged. Including: Yen Lap Reservoir (Minh Thanh Ward, Quang Yen Town) had its roof collapsed upstream of the main dam body; Dap Lang Reservoir (Trang An Ward, Dong Trieu City) had its roof collapsed upstream of the dam; the dykes of Dien Cong (Uong Bi City), Hong Phong, Thuy An, La Duong, Song Nguyen, Phuc Da (Dong Trieu City) had their roofs collapsed, the dyke surface, and the dyke body were waterlogged.
In particular, the Ha Trang Tay dike (Dong Hai commune, Tien Yen district) with a length of 6.2km had its roof and surface eroded in some sections, causing flooding for 400 households in 3 villages: Ha Trang Dong, Ha Trang Tay, Na Bac, sweeping away many properties and wiping out the clean vegetable field in Na Bac village...
To proactively prevent, combat and overcome the consequences of natural disasters, the province has proactively allocated 56.6 billion VND from the local budget and the Natural Disaster Prevention Fund to repair and restore 12 reservoirs, dams and dykes. Up to now, 4 dams damaged by storm No. 3, including: Stage 1 Lang Dai, Ha Thanh, Ha Trang Dong and Ha Trang Tay (Dong Ngu commune, Dong Hai, Tien Yen district) invested by the Eastern Irrigation One Member Co., Ltd., with a cost of 13.8 billion VND, have been repaired and put into operation.
Mr. Nguyen Van Hiep, Vice Chairman of Dong Hai Commune People's Committee, said: Ha Thanh dam is nearly 1km long, its main task is to provide irrigation water for nearly 180 hectares of agricultural land and protect about 200 households with nearly 700 people of the commune. The early restoration of this irrigation project not only helps ensure the safety of people during the rainy and stormy season but also contributes to regulating irrigation water and stabilizing agricultural production in the whole commune.
Currently, the province is focusing on overcoming the landslide incident of the canal after the reservoir spillway in Luong Minh commune (Ba Che district); repairing the main dam, auxiliary dam No. 1 and the spillway of the Vong Tre reservoir in Dai Xuyen commune (Van Don district); repairing the dam roof of the Lang Phuong Trang An dam (Dong Trieu city); repairing the Hong Phong dike through the Dong Trieu tile factory and 2 culverts under the dike (Dong Trieu city); maintaining the Hang Son and Dien Cong dikes (Uong Bi city)... to ensure the safety of the works during the rainy and stormy season.
According to the Department of Agriculture and Environment, to ensure safety against floods and storms for the dikes, contributing to ensuring safety for the people, stabilizing socio -economic development in the face of natural disasters and climate change, the unit is organizing the establishment of the Project "Improving the safety of the dike system in the province, adapting to climate change in the period 2025-2030, with a vision to 2050". Based on the results of the Project, a list of specific projects will be proposed to comprehensively strengthen the dike system in the province.
