Identifying enterprises as the core force and key driving force for socio -economic development, Quang Ninh province has recently implemented many solutions to support and accompany enterprises. By mid-2025, Quang Ninh province had more than 12,000 operating enterprises. Of which, private enterprises accounted for nearly 98% of the total, contributing more than 57% of GRDP and creating jobs for a large number of local workers.
Previously, very early on, Quang Ninh chose the path of maximizing the strength of private enterprises. By clearly defining the motto "Using public investment to lead private investment", the provincial government has implemented flexible policies to turn the state budget into "seed capital" to activate socialized resources. As a result, tens of thousands of billions of VND from the private sector have been invested in essential infrastructure systems such as airports, seaports, highways, and public services, contributing significantly to creating a foundation for synchronous development, connecting regions and promoting the circular economic chain.
2013 marked an important turning point when Quang Ninh boldly piloted the public-private partnership (PPP) model, a new direction at that time. While many places were still wary of risks, Quang Ninh proactively implemented the models of "private investment - public use", "public investment - private management" in areas that were considered state monopolies, such as the construction of administrative headquarters and public works. This bold approach not only helped the province save budget but also created conditions for the private sector to demonstrate its capacity in effective management, operation and investment. At the same time, this was also an important test for expanding the scope of cooperation in many other areas later.
One of the symbols of the success of the private capital mobilization strategy is Van Don International Airport - the first airport in Vietnam to be built entirely with private capital. This is not only a boost for trade and tourism but also a testament to the effective cooperation between the state and private enterprises in key national projects. In addition, the inter-provincial expressway, over 170km long, is also being implemented mainly from private capital, connecting localities smoothly and creating a superior competitive advantage for the province in the region. These projects have transformed Quang Ninh from a "remote area with weak infrastructure" to an important economic growth pole in the North, playing the role of a bridge between Vietnam and China and ASEAN countries.
Not only bringing material value through infrastructure, resources from the private economic sector also contribute to significantly improving the quality of people's lives. Tens of thousands of workers have stable jobs from investment projects of private enterprises. Income is increased, social security is guaranteed, living and working environment is increasingly civilized and modern.
On a macro level, the private sector currently accounts for nearly 98% of the total number of enterprises in Quang Ninh, contributing over 57% of the province's GRDP. The growth of this business sector not only helps the locality have a stable source of revenue but also reduces public debt pressure, creating financial initiative for the government in planning and implementing development policies. In particular, Quang Ninh has taken the lead in ending the situation of overlapping inspections and audits, creating peace of mind and trust for businesses. The public disclosure of planning and development policies on digital platforms also helps investors easily access information and make the right investment decisions.
Implementing the spirit of Resolution 68-NQ/TW of the Politburo, Quang Ninh has set an ambitious goal: By 2030, the number of operating enterprises will reach 12-15 per 1,000 people, the private economy will contribute 40-45% of GRDP and 85% of employment. Furthermore, by 2045, the private economy will account for about 50% of GRDP and proactively participate in international supply chains with strong competitiveness in the region. To realize this vision, the province has recently issued a decision to establish a Provincial Steering Committee on Private Economic Development to implement tasks and solutions for private economic development in the spirit of Resolution 68-NQ/TW of the Politburo. According to the decision, the Steering Committee is responsible for directing departments, branches, sectors, People's Committees of communes, wards, and special zones in the province to organize the implementation of Action Plan No. 547-KH/TU dated June 6, 2025 of the Provincial Party Standing Committee to implement Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo; Plan No. 168/KH-UBND dated June 25, 2025 of the Provincial People's Committee to implement Resolution No. 138/NQ-CP dated May 16, 2025 and Resolution No. 139/NQ-CP dated May 17, 2025 of the Government, ensuring the achievement of the set goals.
Along with that, the province will continue to invest heavily in startups, innovation, digital transformation, and green transformation. At the same time, it will build business linkage chains by industry and value clusters, connecting private enterprises with state-owned enterprises and FDI to create a harmonious, supportive, and sustainable development ecosystem.
It can be seen that from a border province with many infrastructure limitations, Quang Ninh has strongly transformed itself into a key growth pole in the North thanks to the right orientation in mobilizing and promoting the role of the private economy. The companionship, trust and strong institutional reform of the local government are a solid foundation for the development of the private sector. These successes are not only of internal significance but also valuable lessons for other localities on the journey of renewing the growth model, in the context of Vietnam aiming to become a developed, high-income country by 2045.
