Storm No. 3 has passed, but surely for every citizen, especially the Northern provinces, it will be unforgettable because of the terrible power of nature. The consequences are incomparable pain and damage. Only by experiencing those days together can we see the strength of solidarity and unity of the entire political system and the people.

It's difficult to do it even though it's not possible.

The Van Thai pumping station culvert, Minh Tan commune, Luong Tai district (Bac Ninh) is responsible for providing irrigation water for hundreds of hectares of rice fields of farmers in the commune and neighboring areas. However, the flood on the Thai Binh river rose above alert level 3, causing an incident of water flowing into the downstream culvert with a large flow rate and strong pressure, with a very high risk of culvert breakage; synonymous with a dike breakage, posing a risk of insecurity for more than 150,000 people, thousands of hectares of crops and livestock in Luong Tai district and the people of Cam Giang district, Hai Duong province.

In the face of the emergency, with the motto of 4 on-site, the Steering Committee for Natural Disaster Prevention and Search and Rescue of Luong Tai district mobilized 1,800 officers and soldiers of the Army, Police, and people of Minh Tan, Lam Thao, Lai Ha, Trung Kenh, Trung Chinh, Phu Luong, and Trung Xa communes. Mobilized 12 trucks to transport soil and rocks; 4 excavators and shovels; 32,000 pineapple sacks; 150 m3 of crushed stone; 855 m3 of soil and sand; 6 m3 of boulders; 3 anti-wave tarpaulins; 20 iron baskets; 100 life jackets; 10.8 m3 of wood, handled by the method of thoroughly using soil sacks. Along with that, the authorities of Cam Giang district organized on-duty, ready to deal with the emergency. With the close coordination and cooperation of the forces, on the afternoon of September 12, the incident was completely resolved.

Up to now, although the storm has passed for many days, Mr. Vu Van Hao, Vice Chairman of the People's Committee of Luong Tai district, still cannot forget the days of fighting the flood with the people.

Mr. Vu Van Hao expressed: Luong Tai is a low-lying, purely agricultural district, so the risk of flooding and damage is very high. In the days before and after the storm and flood, the district leaders and specialized departments all participated in 100% of the staff. Although their houses are nearby, many comrades have not returned home for more than 10 days, working side by side with the people to block the fierce flood. What impressed him most was the humanity and solidarity of the people when handling the incident at Van Thai pumping station. After only 30 minutes of discovering the incident, the district mobilized hundreds of people to be present, each person without telling anyone to bring necessary items, to the scene to shovel sand, push carts, rocks, and coordinate with functional forces to handle the incident. Thanks to the timely initial response, the incident could be quickly resolved, avoiding serious damage.

Along with Van Thai, the lesson of mobilizing people to participate in flood prevention is also clearly demonstrated in Dau Han neighborhood, Hoa Long ward, Bac Ninh city. Surely, more than 1,700 people in Dau Han neighborhood, Hoa Long ward, Bac Ninh city will never forget the 2 days and 3 nights when people united to block the raging flood.

Mr. Nguyen Van Quyet, Party Cell Secretary, Head of Dau Han Ward, shared that after receiving information that the Cau River water level had reached alert level 3, from the afternoon of September 10, under the direction of the province, households in the village mobilized at least one person from each family to participate in building the dike and preventing floods. People carried sand, gathered sand, built the dike, stretched tarps, and weaker women took care of logistics. Everyone tried to save the dike, protecting the safety of households along with nearly 100 hectares of rice and crops.

Until now, Mr. Nguyen Van Quyet still cannot forget the support of functional forces and people everywhere to help Dau Han overcome difficulties. “Despite the heavy rain, racing against the flood that was rushing in, threatening to “swallow” the dike, the water was threatening to submerge the dike, hundreds of police and military soldiers stayed up all night with the people to complete the important dike sections, ensuring safety. “The higher the dike was built, the higher the water rose. On the third night, when we were all tired, without anyone telling anyone, hundreds of people everywhere stayed up all night to complete nearly 3km of flood-proof dike with a height of more than 1 meter. Although we were very tired, we all felt warmed by the two words “compatriots”, Mr. Quyet expressed.

Not only in the province facing difficulties and incidents caused by natural disasters, Bac Ninh province is ready to support, together with Dong Anh district, Hanoi city to promptly and safely handle the dike that broke at 6:00 a.m. on September 14, at km8+200 on the right bank of Ngu Huyen Khe irrigation project, the junction between Chau Khe ward, Tu Son city, Bac Ninh province and Duc Tu commune, Dong Anh district, Hanoi city. Due to high river water and high water pressure, this dike broke with a width of 5-7 m, causing the risk of flooding 500 households in Ao Nhan residential area, Da Hoi quarter, Chau Khe ward, Tu Son city.

Directly arriving at the scene to handle the incident, Mr. Nguyen Tuan Son, Chairman of Tu Son City People's Committee shared: With the motto "4 on-site", just 30 minutes after detecting the incident, the city mobilized more than 1,500 officers, soldiers of the armed forces and local people, using 4 excavators, 5 cars with soil, rocks, bamboo poles, sacks of soil... to handle the incident. Along with that, the locality continued to send functional forces to monitor the handled location, at the same time, check other locations at risk of breaking, prepare enough materials, means, and human resources to be ready to handle, ensuring the safety of irrigation works as well as the lives and property of people in the area. With urgency and determination, by about 9:30 a.m. the same day, the incident was controlled, causing no damage to people and property of the people.

Get involved, go to every "hot spot"

According to Vice Chairman of Bac Ninh Provincial People's Committee Le Xuan Loi, facing the complicated and unpredictable developments of storm No. 3, from the beginning, Bac Ninh has actively and proactively proposed solutions to respond to the storm.

On September 5, 2024, Secretary of the Bac Ninh Provincial Party Committee Nguyen Anh Tuan directed the establishment of working delegations including the Chairman, 3 Vice Chairmen of the Provincial People's Committee, and members of the Provincial Party Standing Committee with experience in storm response to organize inspections and supervision of key points and flood and storm prevention work in all districts, towns and cities in the province, mobilize people in dangerous areas to evacuate to safe places, and educate cadres, workers, and militia at pumping stations and dike watchtowers to raise their sense of responsibility and be ready to respond to situations when storms and floods hit the province.

During the storm, provincial leaders directly inspected and directed response work at some vulnerable flood points. In particular, Chairman of the People's Committee of Bac Ninh province Vuong Quoc Tuan promptly directed the evacuation of 40 households living in two areas 2A and 3D, Bac Son Tobacco Company Residential Area, Dap Cau Ward, Bac Ninh City to temporary shelters. These are two residential areas built in 1979 and 1987, currently degraded, which can endanger the safety of people. In addition, the Chairman of the People's Committee of Bac Ninh province directed the dredging of the city's drainage system to ensure traffic safety and prevent local flooding.

Wherever emergency situations and incidents are detected, provincial leaders are always present promptly, direct, and handle them safely and effectively. In particular, when the storm hit Bac Ninh, in parallel with the task of responding to and overcoming the consequences, while at the same time raising vigilance against the situation of floodwaters rising on riverbanks due to water flowing from upstream, threatening the safety of the dikes, especially the dike system surrounding residential areas outside the Cau River or underground incidents, eruptive veins; cracks, landslides; leaking sewers outside the dike... the province has effectively promoted the "4 on-site" factor, ensuring absolute safety and minimizing damage.

Due to the rising flood water on the river banks, many residential areas living along the dikes were flooded and partially flooded due to the impact of rising river water. Secretary of the Bac Ninh Provincial Party Committee Nguyen Anh Tuan directly worked with the provincial leaders to inspect the dike situation and encourage people in the flooded areas. "The province's viewpoint requires localities to focus on providing maximum support to people in areas affected by storms and floods, not allowing anyone to be in need, especially food, foodstuffs, and medicine. In the long term, the province will direct all levels to count the damage and provide timely support so that people can confidently develop production." This timely encouragement from the head of Bac Ninh province has created motivation, trust, and encouragement for the people, creating a great solidarity to overcome difficulties and overcome natural disasters.

Assessing the work of preventing and fighting storm No. 3 in the province, Chairman of Bac Ninh Provincial People's Committee Vuong Quoc Tuan affirmed that one of the factors contributing to the success of the province is the coordination work between units, in which the "4 on-site" forces of localities, armed forces of the Public Security and the Army have deployed drastically and synchronously in coordination work. In particular, affirming the brand of an attractive destination and strengthening the confidence of investors when Bac Ninh did not have power outages or flooding in industrial parks, while ensuring the safety of the irrigation system, while still ensuring the industrial drainage system.

The Chairman of the People's Committee of Bac Ninh province emphasized that after storm No. 3, Bac Ninh has gained many new experiences in flood and storm prevention, including the need to rethink the idea that "Bac Ninh is a locality without storms and floods" to have more proactive measures in storm response, avoiding subjective mentality; the "4 on-site" plan needs to be regularly consolidated, building a plan for coordination between on-site forces and armed forces in natural disaster prevention and search and rescue; at the same time, it is necessary to be more proactive to minimize damage...
