Speaking at the opening of the workshop, Associate Professor, Dr. Pham Ngoc Linh, Vice President of the Vietnam Union of Science and Technology Associations, stated that the issuance of Directive No. 42-CT/TW is an important milestone in the process of building and developing the Vietnam Union of Science and Technology Associations. The Directive has affirmed the increasingly important role of the Vietnam Union of Science and Technology Associations in gathering scientific and technological intellectuals to serve the country's development, and has set out tasks and solutions to create a premise for the development of the Vietnam Union of Science and Technology Associations.
In addition, the Union actively innovates the content and methods of operation, attracts and gathers member associations and members; the Union system is increasingly growing and diversifying in terms of fields of operation. From 125 member associations in 2010 to now, the Vietnam Union of Associations has 156 member associations. Directive No. 42-CT/TW has created conditions for development, helping the Vietnam Union of Associations achieve many operational results in all aspects: Organizational development, innovation in content and methods of operation.
According to Associate Professor, Dr. Pham Ngoc Linh, implementing the streamlining of the organization and apparatus in the spirit of Resolution No. 18-NQ/TW, the Central Office of the Vietnam Union of Friendship Organizations has restructured its operating apparatus (1 Office and 3 specialized Boards), proactively proposed and implemented social consulting, criticism and appraisal activities; actively participated in social supervision and criticism of the Vietnam Fatherland Front.
Scientific research and technology application activities are implemented in many diverse and rich forms; proactively seeking funding sources to increase the socialization of research activities; communication and knowledge dissemination activities are innovated in content and implementation form with diverse and rich knowledge in all fields; international cooperation activities are promoted, continuing to maintain, inherit and develop relationships with international organizations of which the Vietnam Union of Science and Technology Associations is a member.
The workshop was held to analyze and evaluate 15 years of implementing Directive No. 42-CT/TW, 5 years of implementing Conclusion No. 93-KL/TW on continuing to implement Directive No. 42-CT/TW of the Politburo, as well as to propose directions for the development of the Vietnam Union of Science and Technology Associations in the coming time. Accordingly, over the past 15 years, the Vietnam Union of Science and Technology Associations has played a core role in gathering, uniting and promoting the creativity of the scientific and technological intellectuals; actively contributing to the implementation of the province's political tasks; disseminating knowledge, researching, applying and transferring technology; paying attention to consolidating, perfecting and developing the Vietnam Union of Science and Technology Associations.
According to Dr. Pham Van Tan, former Vice President of the Vietnam Union of Science and Technology Associations, the promulgation of Directive No. 42-CT/TW is the crystallization of a clear vision, contributing to making science and technology the driving force of the country's industrialization and modernization. Public opinion and intellectuals highly appreciate the contents stated in the Directive, thereby showing the Party's special attention to the scientific and technological intellectuals gathered in their representative organization, the Vietnam Union of Science and Technology Associations.
Assessing the contribution to improving the quality of scientific and technological activities of the Vietnam Union of Science and Technology Associations, Dr. Le Cong Luong, Deputy Secretary General and Head of the Department of Science and International Cooperation (Vietnam Union of Science and Technology Associations), emphasized that Directive No. 42-CT/TW is an important and effective document. This Directive also promotes the rapid development of both the number of organizations and the quality of activities of organizations in the Vietnam Union of Science and Technology Associations system; especially of non-public scientific and technological organizations; contributing to the socialization of scientific and technological activities, environmental protection, education and training, healthcare, etc.
Concluding the workshop, Associate Professor, Dr. Pham Ngoc Linh said that based on the summary of Directive No. 42-CT/TW and the 5-year review of the implementation of Conclusion No. 93-KL/TW, to ensure the improvement of the quality and effectiveness of the activities of the Vietnam Union of Science and Technology Associations, it is necessary to mobilize a large number of intellectuals, experts, and scientists to participate in consulting and giving advice in planning the country's development policies. Associate Professor, Dr. Pham Ngoc Linh hopes that the Politburo and the Secretariat will direct the research, development and early approval of the Law on mass associations assigned by the Party and the State, along with the Law on Dissemination of Knowledge and the Law on Practicing Engineers to ensure a legal basis for the activities of the Vietnam Union of Associations, meeting the requirements of the tasks in the new situation, the new era, the era of national development.
