On June 4, the University of Social Sciences and Humanities (VNU Hanoi) announced that it would only consider 9/28 majors for the C00 combination. Thus, compared to 2024, the school did not use the C00 combination to consider 17 majors (Journalism, Social Work, Psychology, Cultural Studies, Vietnamese Studies, Sociology...).
Previously, other schools such as Hanoi Open University, University of Law (VNU-Hanoi), Hanoi Capital University, Academy of Journalism and Communication also announced that they would no longer consider the C00 combination for admission in many majors compared to 2024 and earlier. This information left many candidates planning to use C00 for admission unable to respond when they could not re-register for the appropriate exam subjects.
Looking at the registration data for the 2025 high school graduation exam, it can be seen that the 3 subjects in the C00 group lead in the number of candidates registering. Of which, Literature has 1,151,687 candidates registering, History has 499,357 candidates, and Geography has 494,081 candidates choosing. Thus, nearly 50% of candidates choose to take History and Geography - 2 elective subjects. Meanwhile, annual statistics show that about 70% of candidates register for the graduation exam at the same time as applying for university admission. Therefore, the fact that universities suddenly stop considering the C00 group in 2025 will greatly affect the rights of candidates.
In theory, the schools are not wrong. According to the Law on HigherEducation , universities are autonomous in enrollment, meaning they have the right to change, adjust, remove or add or subtract subject combinations in enrollment. Similarly, the schools are not violating the 2025 University Admissions Regulations of the Ministry of Education and Training because the regulations have "removed the requirement for training programs, each major and each program has a maximum of 4 admission combinations; there is no limit on the number of admission combinations". However, from a professional and academic perspective, the fact that some schools have eliminated or underestimated the C00 combination when considering university admissions is a matter of concern.
It is undeniable that equipping students with foreign languages (usually English) and quantitative analysis skills (through Mathematics) is necessary. The arguments that journalism needs to access international news sources or that psychology must refer to global research in English are both somewhat valid. However, it would be too hasty to absolutely emphasize the role of the D00 combination (Math - Literature - English) and to downplay or even eliminate the C00 combination, causing many people who are passionate about humanities education to feel uneasy about the potential consequences later. Gradually closing the door to the C00 combination not only deprives students with special qualities and passion for pure social sciences, but also deals a heavy blow to efforts to narrow inequality, creating a game in which the advantage only belongs to students with better economic conditions instead of truly seeking diverse talents for the country.
Society expects education administrators and universities to have a more thoughtful and balanced perspective. There needs to be real strategies to appreciate and promote the strengths of all exam groups, ensuring that the university doors are always open to diverse talents from all over the country and that the social sciences and humanities do not lose their richness and multidimensionality in thinking.
The story of innovation and reform in general and in an industry considered a “top national policy” is always necessary. However, in addition to the common goal, it is necessary to consider the interests of related parties. More than ever, education leaders, managers, and universities should conduct a review to minimize risks and ensure fairness when there are changes and adjustments in university admissions.
