Bum To commune has a natural area of about 384km2 with 21 villages and hamlets, over 11,700 people. The 1st Congress, term 2025 - 2030, Bum To commune Party Committee set out a breakthrough task: Promoting the application of science , technology, digital transformation, paying attention to attracting investment from enterprises and cooperatives in the agricultural and forestry sector towards commodity development; linking production according to the value chain, creating key products with local strengths; preserving and promoting the fine traditional cultural identity of ethnic groups associated with tourism and service development.

Developing agricultural and forestry products, green growth; creating breakthroughs in new rural construction are among the key tasks identified by Bum To commune. Accordingly, the commune will promote the development of concentrated agricultural products , linking production according to value chains; creating favorable conditions for enterprises and cooperatives to invest in the agricultural sector; paying attention to market development, focusing on areas of strength, focus, key points, crops and livestock suitable to local climate and soil conditions. Encourage the form of production linkage between enterprises, cooperatives and farmers. At the same time, promote the application of scientific and technical advances in the production chain; continue to implement demonstration models of cultivation and livestock breeding, to gradually expand and develop agricultural mechanization for households.
Continue to implement One Village, One Product (OCOP) to increase added value. Maintain the quality of achieved OCOP products, strive to increase the total number of newly recognized OCOP products to 16 by 2030; promote trade and advertise agricultural products through fairs and festivals, and bring 100% of OCOP products to e-commerce platforms. Implement well the work of forest protection and development associated with the implementation of forest environmental service payments, forest fire prevention and fighting, strive to increase the forest coverage rate to 68.25% by 2030. Strengthen leadership, direction, and synchronous implementation of solutions to implement the new rural development program, promote internal resources and mobilize local resources to the maximum, while attracting and effectively using investment capital from national target programs.
Promoting the development of advantageous industries associated with environmental protection is the orientation of Bum To commune to attract investors. In the area, there are 7 hydropower projects planned and granted investment policies, with a total capacity of 116 MW, of which 4 projects have completed generating electricity for business with an average electricity output of 254 million kWh/year, showing that hydropower is the potential and advantage of the locality. In addition, the industry of exploiting some common construction materials (stone, sand, gravel, construction bricks) has contributed to the industrial production value of Bum To in 2025, estimated at over 150 billion VND. In order to facilitate the development of industry - small-scale industry, Bum To commune will continue to promote administrative reform, create a favorable legal corridor to attract investment in developing small and medium-sized hydropower, focusing on the production of some construction materials to meet the needs of people in the commune and the region. Promote the development of agricultural and forestry product processing industry, create key commodities with high economic value, increase the value of agricultural products such as cinnamon, macadamia, taro, and medicinal plants with high economic value.
Currently, in the commune, there are 108 enterprises, 37 cooperatives registered to operate and more than 550 individual business households participating mainly in the field of trade and consumer services; revenue from social consumer services in 2025 is estimated to reach over 156 billion VND. Trade and services are the commune's strengths. In the coming time, the commune will focus on building plans and attracting investment from businesses to build new markets combined with commercial centers... At the same time, promote trade, service and investment promotion activities, seek markets for product consumption, register labels and brands of key products of the commune, improve competitiveness in the consumer market... Continue to build and develop tourism commensurate with the potential and strengths of the locality, especially community tourism, eco-tourism associated with hydroelectric reservoir tourism with cultural features and cuisine of ethnic groups in the commune...
With the goal of developing synchronous infrastructure, especially transport infrastructure, creating breakthroughs in socio-economic development, creating favorable conditions for investors, Bum To will mobilize, exploit and effectively use resources; promote internal resources, combine with external factors in medium-term public investment, focus on key and key investments associated with strengthening inspection and supervision, promoting investment efficiency. Prioritize investment and upgrading of transport infrastructure, irrigation, electricity, roads, stations, domestic water... Promote the construction and development of agricultural and rural infrastructure systems; focus investment resources to complete essential infrastructure works...
Entering a new era, an era of national development, the Party Committee, government and people of Bum To commune are synchronously implementing solutions to attract investment, promote the potential and strengths of the locality to successfully complete the targets set by the Resolution of the Commune Party Congress: striving to achieve an average income of 50 million VND/person/year by 2030; total grain output reaching an average of 1,700 tons; total number of tourists increasing by an average of 10%/year...
