On June 27th, in Bac Ninh , the Emulation Cluster of Lawyers' Associations of the Northern Delta and North Central provinces held a conference to review the association's work and emulation and reward movement during the first six months of 2023; and to discuss directions and tasks for the last six months of 2023.
Comrade Nguyen Hung Tien – Chairman of the Ninh Binh Lawyers Association – delivered the opening speech.
Attending the conference were Comrade Tran Duc Long - Member of the Party Committee, President of the Vietnam Lawyers Association; and leaders of the Lawyers Associations of 14 provinces in the Northern Delta and North Central provinces' emulation cluster.
Comrade Nguyen Thi Kim Nhung – Vice President of the Bac Ninh Provincial Lawyers Association – reported on the Association's work.
On behalf of the Northern mountainous provinces' emulation cluster in 2022, Ms. Nguyen Thi Kim Nhung – Vice President of the Bac Ninh Provincial Lawyers Association, presented a report summarizing the Association's work and emulation and reward movement in the first six months of 2023; and outlining directions and tasks for the last six months of 2023.
The report states: Based on Plan No. 348/TĐKT – HLGVN dated December 22, 2022, on launching the emulation movement of the Vietnam Lawyers Association in 2023, the units in the Cluster have proactively implemented the contents of the patriotic emulation movement within their respective units. They continue to disseminate the Party's guidelines and the State's policies and laws on emulation and commendation to all levels of the Association and its members with the theme: "All levels of the Association unite, innovate, actively compete, and strive to excellently fulfill the goals and tasks of the Resolution of the 13th National Congress of the Vietnam Lawyers Association , term 2019 – 2024".
Units proactively link emulation activities with the implementation of their professional tasks, in accordance with the specific situation of the locality and unit, in order to promote a spirit of initiative, creativity, and innovation in the content and methods of operation to improve the quality and effectiveness of all aspects of the Association's work. Units in the Emulation Cluster have developed plans and launched short-term, long-term, and thematic emulation campaigns to achieve accomplishments in chào mừng major holidays and important events of the country, the Vietnam Lawyers Association, and their respective localities and units.
Regarding political and ideological work, the units in the Cluster have actively encouraged exemplary members to abide by the guidelines, policies, and laws of the Party and the State, and fulfill their responsibilities and obligations as citizens; continuously cultivate and improve their moral character, enhance their professional skills, and successfully complete the political and professional tasks of their agencies and units in conjunction with the tasks of the Association; and study and follow the thoughts, ethics, and style of Ho Chi Minh.
Regarding the building and strengthening of the Association's organization and membership development, the units within the Cluster have always paid attention to the building, strengthening, and streamlining of the Association's organization. They regularly maintain the schedule of meetings and activities as stipulated in the Charter of the Vietnam Lawyers Association.
Regarding membership development: The units have also done a good job in recruiting and developing members, focusing on the quality and character of new members; issuing membership cards and collecting membership fees; and organizing and improving legal knowledge and professional skills for officials and members.
Regarding participation in policy and lawmaking, the Lawyers' Associations of the provinces and cities in the Cluster have mobilized officials and members to actively contribute opinions to draft laws of the National Assembly, and legal documents of ministries, People's Councils, and People's Committees when requested. Opinion gathering is carried out through various forms such as organizing conferences and seminars to gather opinions or submitting opinions directly in writing.
The dissemination and education of legal knowledge is a central and continuous task throughout the activities of the Lawyers' Association. Therefore, from the beginning of the year, the Lawyers' Associations of the provinces/cities in the cluster have developed plans to implement the dissemination and education of legal knowledge in accordance with the directives of the Central Association and the local authorities.
Legal counseling and assistance services have been effectively promoted by units within the cluster, contributing to providing people with timely and high-quality legal knowledge and services. This has helped many people, especially policy beneficiaries, the poor, war veterans, ethnic minorities, and vulnerable groups in society, to access the law.
The work of advising on and resolving complaints and mediating at the grassroots level has always been a priority for the Provincial/City Lawyers' Associations, which have directed and closely coordinated with relevant organizations to achieve certain results, contributing to stabilizing the political situation and social order in the locality, ensuring unity in the community, and limiting the occurrence of legal violations...
In addition to carrying out the Association's core tasks, many units within the Cluster actively and proactively coordinate with relevant agencies to participate in monitoring and resolving complex and protracted complaints and denunciations at the local level. Some units are also assigned to participate in the regular public reception sessions of the Provincial People's Committee; participate in monitoring the implementation of laws and regulations on grassroots democracy organized by the Vietnam Fatherland Front Committee and local agencies and organizations; and participate in social critique of local projects and plans before they are issued by competent authorities.
Regarding emulation and reward activities, right from the beginning of the year, the units in the Cluster have responded and developed content to implement the emulation themes effectively and efficiently.
In 2023, all 14 units in the cluster registered for emulation and commendation. Of these, 4 units registered for the Emulation Flag of the Vietnam Lawyers Association, and 12 units registered for Certificates of Merit from the Vietnam Lawyers Association.
Besides the achievements, the report also clearly states that the work of the Association and the emulation movement of the Emulation Cluster still have shortcomings and limitations. Specifically, the quality and effectiveness of the activities of the Association's organizations in the Cluster are not comprehensive or uniform. Some aspects of the work of some units are still limited. The proactiveness and creativity in association activities are still low, and the role of the Lawyers' Association in the political system and social life has not been clearly demonstrated. Some units still face many difficulties regarding funding, facilities, and working conditions.
Based on the work program for the first six months of 2023, which was implemented at the beginning of the year, the Emulation Cluster has also set out directions and tasks for the next six months.
Accordingly, the units within the Cluster will continue to widely disseminate and thoroughly explain the documents of the Party, State, Vietnam Lawyers Association, and local Party committees and authorities related to the Association's work to members and the people; focusing on implementing Directive No. 14-CT/TW dated July 1, 2022, of the Politburo on continuing to strengthen the Party's leadership over the Vietnam Lawyers Association in the new situation and Plan 1829-KH/BCSĐCP dated May 4, 2023, of the Government Party Committee on implementing Directive No. 14-CT/TW.
Continue to focus on disseminating legal documents related to the rights and obligations of citizens, with a focus on the Laws passed by the 5th and 6th sessions of the 15th National Assembly.
Continue to build, develop, and strengthen the organization of the Association; select and build a team of key officials at all levels of the Association who are truly dedicated, enthusiastic, reputable, responsible, and professionally qualified.

At the conference, delegates focused on discussing and exchanging views on many issues related to proposals for the activities and organization of the Vietnam Lawyers Association in the emulation cluster.
Comrade Tran Duc Long - Member of the Party Committee, President of the Vietnam Lawyers Association - delivered a speech giving directions.
In his remarks guiding the Conference, Comrade Tran Duc Long emphasized that in the last six months of 2023, all levels of the Association need to focus on implementing the key tasks set forth, especially the implementation of Directive No. 14 of the Politburo and the plans of the Party Committee of the National Assembly, the Party Committee of the Government, and the Party Committee of the Vietnam Lawyers Association regarding the implementation of Directive No. 14 on strengthening the Party's leadership over the Vietnam Lawyers Association in the new situation.
The Vice President of the Vietnam Lawyers Association emphasized that the Association at all levels should flexibly and creatively apply the principles of emulation movements based on the actual situation in their localities, in order to build effective and practical emulation movements with specific solutions.
In addition, provincial associations need to continue building, consolidating, and improving the organization of associations at all levels and developing membership to enhance the quality of activities, strengthen advisory roles to local Party committees and authorities on the organization and activities of associations and affiliated branches of the Lawyers' Association.
The comrade suggested that all levels of the Association should carefully study and effectively implement the directives and guidelines on organizing the Congress of the Lawyers Association at all levels for the 2024-2029 term, as well as summarizing the Association's work in 2023. He also informed about some upcoming Association activities and answered some questions from delegates.
