Promote responsibility, focus on intelligence to contribute quality opinions so that the Provincial Party Executive Committee Conference achieves the best results (*)

On April 2, the Standing Committee of the Hoa Binh Provincial Party Committee held the 20th Provincial Party Executive Committee Conference, term XVII, 2020-2025, to assess the socio-economic situation and deploy many important contents. Dear members of the Provincial Party Executive Committee,

Dear comrades representing the Central Party Building Committees,

Dear conference attendees,

Today, the Provincial Party Standing Committee held a meeting of the Provincial Party Executive Committee to discuss and give opinions on the contents of the recently approved agenda. On behalf of the Provincial Party Standing Committee, I warmly welcome the members of the Provincial Party Executive Committee and delegates to the meeting; I would like to send you my best wishes. According to the Provincial Party Committee's Working Regulations, the Provincial Party Office has sent the conference documents to you for your consideration. Therefore, the contents of the agenda will not be presented at this meeting. Here, I would like to express some suggestive opinions and raise issues for you to consider and discuss.

1- Report of the Provincial Party Executive Committee on leadership in implementing tasks in the first quarter; goals, tasks, and key solutions for the second quarter of 2025

We request that comrades closely follow Resolution No. 26-NQ/TU, dated December 3, 2024 of the Provincial Party Committee on the goals and tasks of work in 2025 and the practical situation in sectors, fields and localities. From there, discuss and comprehensively evaluate the results of implementing political tasks in the first quarter. At the same time, frankly point out the limitations and weaknesses and analyze the causes. Based on the analysis and forecast of possible events in the coming time to determine the key goals and tasks in the second quarter; from there, propose policies and measures for effective implementation.

2- Summary of 5 years of implementing Conclusion No. 580 - KL/TU, dated September 30, 2020 of the Provincial Party Executive Committee, term XVI, on continuing to implement Resolution No. 16-NQ/TU, dated August 11, 2017 of the Provincial Party Executive Committee on strengthening leadership in implementing the National Target Program on Sustainable Poverty Reduction in Hoa Binh province to 2020, with a vision to 2030

The national target program for sustainable poverty reduction is one of three national target programs that reflect the major policies of the Party and the State. The Provincial Party Committee, the People's Council, and the Provincial People's Committee pay special attention to leadership, direction, implementation, and identify this as a key task of the entire political system. It has created a pervasive influence, consensus, and positive response from all walks of life. The awareness of Party committees, authorities, and people has been raised. Poverty reduction projects and policies have been implemented synchronously, suitable for each target group. Synchronously integrated with the National Target Program for New Rural Development and the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas. Socio-economic infrastructure has been invested in and upgraded, achieving positive results.

The national target program for sustainable poverty reduction in Hoa Binh province includes 07 projects: Project 1 - Supporting the development of socio-economic infrastructure in poor districts (Da Bac district); Project 2 - Diversifying livelihoods, developing poverty reduction models; Project 3 - Supporting production development, improving nutrition; Project 4 - Developing vocational education and sustainable employment; Project 5 - Supporting housing for poor and near-poor households in poor districts; Project 6 - Communication and poverty reduction in information; Project 7 - Capacity building and program monitoring and evaluation.

In the period of 2021-2024, the poverty rate of the whole province decreased from 15.49% to 6.59%, an average annual decrease of 2.55%. The poverty reduction rate of Hoa Binh province has reached and exceeded the set plan; contributing significantly to the implementation of the province's general development goals and targets, and people's lives are increasingly improved.

However, the poverty reduction results are not sustainable, the people's lives, especially in remote areas, areas with a large number of ethnic minorities, still face many difficulties. There are still new poor households, households falling back into poverty. The income of poor households currently only meets the minimum needs of life; not enough savings to prevent accidents, illness, job loss and always has the potential risk of falling back into poverty.

I propose that comrades, based on the actual situation, continue to discuss and point out the limitations, weaknesses and causes, thereby proposing practical solutions in the coming time.

The issues discussed and decided by the Provincial Party Committee this time are of great importance. I request that you, comrades, promote a high sense of responsibility, concentrate your intelligence, promote democracy, discuss enthusiastically, and contribute many quality ideas so that the conference can achieve the highest results.
