Inspecting the preparation work for the commune-level party congress at Chau Thanh district Party Committee

Currently, the Chau Thanh District Party Executive Committee has 35 members (the District Party Standing Committee currently has 11 members); of which, there are 08 female members, accounting for 22.85%; 08 Khmer ethnic members, accounting for 22.85%; 35/35 comrades have university degrees; 35/35 comrades have advanced political theory qualifications.

As a result of the review according to the Project on rearranging commune-level administrative units, there is 01 comrade reaching retirement age, 12 comrades registering for early retirement, quitting their jobs according to their wishes and 01 comrade expected to transfer to Tra Vinh city; 21 comrades continue to work (of which, there are 08 members of the Standing Committee of the District Party Committee).

After the merger, the Party Executive Committee of the 5 new communes consists of 153 people, of which 3 communes consist of 99 people (33 people each); 2 communes consist of 54 people (27 people each). The Standing Committee of the Commune Party Committee consists of 51 people, of which 3 communes consist of 33 people (11 people each); 2 communes consist of 18 people (9 people each). After reviewing the conditions and standards, it is expected that the Party Committees of the 5 new communes of Chau Thanh district will have vacancies in the Party Executive Committee according to the rigid structure of 55 comrades; the Standing Committee of the Commune Party Committee will have 23 comrades.

Regarding the preparation of documents and contents of the organization of the commune-level congress, the Standing Committee of the District Party Committee promptly deployed, disseminated, and directed the Party Committees of the central communes to preside over and coordinate with the merged communes and towns to develop an action plan, decided to establish a document editing team and organizations to serve the commune-level congress for the 2025-2030 term. Regarding the content of the congress documents, based on the results of implementing the Resolution of the Congress for the 2020-2025 term, the Standing Committee of the District Party Committee implemented the commune-level personnel plan according to a 3-step process.

Prepare for the district-level term-end conference, direct the review, supplementation, and completion of the draft political report and review report of the District Party Executive Committee, term XII, 2020-2025, and organize to collect opinions in the Standing Committee of the District Party Committee. Up to now, the draft political report and review report have been basically completed and the summary conference is expected to be held at the end of May 2025. At the same time, direct the Party Committees of communes and towns to organize the summary conference before May 15, 2025.

The district focuses on directing the District Party Committee Office and the District People's Committee to complete the inventory of assets of affiliated Party and State agencies, including 77 units under its management and subject to inventory. The documents have been edited and submitted for complete storage at specialized agencies under the District People's Committee, which is 226.8m and is being focused on editing according to regulations.

To help Chau Thanh district develop a plan to prepare personnel for the commune-level party congress and arrange the commune-level apparatus, delegates focused on giving opinions on the arrangement and assignment of key officials of the commune according to the new commune-level party committee personnel plan according to Plan No. 265-KH/TU and Instruction No. 06-HD/TU, dated April 25, 2025 of the Provincial Party Standing Committee, ensuring that the new commune operates effectively and efficiently.

Comrade Lam Minh Dang, Deputy Secretary of the Provincial Party Committee, highly appreciated the work of preparing personnel for the commune-level congress of Chau Thanh district according to the direction of the superiors. The district has established a Steering Committee, a Document Drafting Team, well prepared the work of building a personnel plan to prepare for the congress and reviewed and counted assets relatively closely. However, the plan for arranging cadres still has some unreasonable cases that need to be adjusted.

In the future, Deputy Secretary of the Provincial Party Committee Lam Minh Dang directed Chau Thanh District Party Committee to continue updating and directing the implementation of directive documents from higher levels. New units need to proactively coordinate with merged units to establish steering committees and document teams to draft political reports to prepare well for commune-level party congresses. Focus on building directions for socio-economic development, national defense and security for the 2025-2030 term in line with the actual situation of the locality.

Continue to review cadres, civil servants and public employees; update and implement well the policy work for cadres, civil servants and public employees. Review and develop appropriate personnel plans, especially for key cadres, implement planning in accordance with regulations, promote democracy, objectivity and impartiality in personnel work. Plan and arrange cadres for the Party, mass organizations and specialized agencies under the government. Direct well the summary of the term from now until May 20, 2025.

Strive to complete personnel planning plans according to the direction of superiors. Update and complete document digitization on schedule; arrange and use public assets reasonably; complete payment and settlement of expenses to avoid loss and waste. The Standing Committee of the District Party Committee conducts ideological work for cadres, civil servants and public employees with a high sense of responsibility.
