According to the plan, the city will continue to restructure its economic growth to balance services, industry and agriculture; in which the industry - construction sector is expected to grow by 19%, reaching 11,618 billion VND. This is the sector that the city is prioritizing to develop with Hai Yen Industrial Park and orienting to form high-tech zones, attracting environmentally friendly FDI investment.
At the same time, trade and services increased by about 20%, reaching VND9,028 billion. The advantage of its international border gate location and the strong recovery of the tourism industry are helping this sector become a new economic pillar, playing the role of a growth driver.
Although the agriculture, forestry and fishery sector accounts for a smaller proportion, it also targets an 8% growth rate, reaching about VND2,020 billion. Notably, the development of sustainable marine aquaculture with modern, high-tech white-leg shrimp farming areas and mollusk farming.
The city owns a system of road and river border gates directly connected to China, which is an important transit point for goods in the Northern region. In the first 4 months of 2025, the total import-export turnover reached more than 1.82 billion USD, an increase of 34% over the same period in 2024. Policies to facilitate trade, shorten customs clearance time and strengthen border trade cooperation with Dongxing City (Guangxi, China) are bringing about clear results. In particular, Mong Cai City and Dongxing City are urgently implementing smart border gates; speeding up procedures for building cross-border works at the Km3+4 pontoon bridge opening and upgrading to the 3rd customs clearance at Mong Cai International Border Gate, which will contribute to strongly promoting import-export activities in the coming time.
It is expected that when the international railway connecting to China is deployed along with a modern logistics system at border gate centers, Mong Cai's import and export will continue to grow rapidly.
Investment in the industrial sector is accelerating. Hai Yen Industrial Park and high-tech zones are being formed, welcoming large-scale investment capital, especially from China, Korea and Japan. Mong Cai's goal is not only to stop at simple processing industry, but also to attract deep processing and high-tech industries such as electronic component manufacturing, medical equipment, and renewable energy.
By improving the investment environment, cutting administrative procedures and providing synchronous infrastructure, the city is gradually affirming its position as an attractive destination for domestic and foreign investors.
Although no longer the mainstay of the economy, Mong Cai agriculture still plays an important role in ensuring food security and creating livelihoods for tens of thousands of workers.
The city is implementing closed-chain marine farming models, applying high technology in white-leg shrimp farming, mollusk farming... In addition, there are programs to support fishermen to change their jobs sustainably, protect aquatic resources and the ecological environment. The city strives to have 100% of marine farming areas licensed to operate according to regulations by the end of 2025, aiming for traceability and official export.
Mong Cai is entering a phase of large-scale infrastructure investment. Projects such as Bac Luan III Bridge, the international goods trading center, and a general seaport are being urgently implemented. In particular, the orientation of forming a Vietnam-China cross-border economic cooperation zone is a strategic highlight, helping to promote the model of “Two countries - one economic zone”, increasing the value of processing, export and service trade.
Mr. Hoang Ba Nam, Secretary of Mong Cai City Party Committee, said: The city is determined to achieve an economic growth target of over 19% in 2025. This is a big challenge, but feasible when the city continues to promote its existing advantages, maintain political and social stability and maintain an attractive investment environment. Accordingly, the city focuses on key solutions, in which it takes advantage of the leadership of the central government and the province to promote the development of advantageous economic sectors, especially import-export activities and tourism services. The city continues to strongly reform administrative procedures, build smart border gates; affirm the strategic trust between Mong Cai City and Dong Hung City, build a peaceful, friendly, cooperative and developing border to create stability for socio-economic development.
With the steadfastness, flexibility and determination of the entire political system, the consensus of the people and the business community, Mong Cai is affirming its role as an important growth pole in the Northeast region - the gateway for continuous integration and development with the region and the world.
