The delegation inspected the progress of the project cluster in Bai Tho Mountain Cultural Area, Hong Gai Ward. The project has a total investment of over 490 billion VND, of which the socialized capital is about 100 billion VND. Of which, the Square, trees and technical infrastructure project connecting Bai Tho Mountain Cultural Area and the Tran Quoc Nghien Family Worshiping Palace Project is expected to be completed in June 2025. The Park and trees project from the Tran Quoc Nghien Temple area to Bai Tho Bridge is still facing problems with site clearance involving 15 households. It is expected that after completing the site clearance, the City Project Management Board will direct units to focus on implementing the construction to ensure the progress set for August 2025.

For the project cluster in the area of ​​King Le Thai To Temple in An Bien village, Le Loi commune with a total investment of nearly 600 billion VND, of which socialized capital is about 211 billion VND, it is expected to be completed in August 2025. Regarding the project to build a new Trong Diem Secondary School in Area 6B, Hong Hai ward with a total investment of 180 billion VND, it is expected to be completed in August 2025.

In addition to the above projects, Ha Long City is focusing on accelerating the progress of investment preparation, starting, constructing and inaugurating a series of key projects using both budget and non-budget capital. These are dynamic projects with high impact, contributing to intra-regional and inter-regional connectivity and celebrating major holidays and important events of the country and the province. During the implementation process, the city also focuses on promptly removing difficulties and obstacles in mechanisms and policies under its authority; at the same time, speeding up and simplifying administrative procedures, supporting contractors to construct on schedule, completing projects early, putting them into effective use, serving and improving the quality of people's lives.

Through on-site inspection and working with the Standing Committee of the Ha Long City Party Committee, Comrade Vu Quyet Tien, Deputy Secretary of the Provincial Party Committee, emphasized that despite having to carry out a huge amount of work related to the arrangement of commune-level administrative units, Ha Long City has focused, deployed with determination, drasticness, and made efforts to speed up the progress of projects and works in the area. There is a lot of work, great pressure, and high requirements, but the results the city has achieved in the past time are very remarkable, promoting the disbursement of public investment capital. This is a pillar, an important driving force contributing to the economic growth of the city and the province in 2025. A very noteworthy point of the city's efforts is that out of about 13,000 households affected by site clearance, so far only more than 100 households have not completed. This also demonstrates the consensus and great support of cadres, party members, and people for the major policies and orientations of the province and the city.

The Deputy Secretary of the Provincial Party Committee requested that for key projects to celebrate the 80th anniversary of National Day and welcome the 16th Quang Ninh Provincial Party Congress, term 2025-2030 towards the 14th National Party Congress, Ha Long City must comply with its commitment to the province.

In addition, thoroughly grasp and seriously implement the Prime Minister's urgent dispatch No. 60/CD-TTg on urging to accelerate the progress of allocation and disbursement of public investment capital in 2025. In particular, the city continues to improve the efficiency of managing the disbursement rate of public investment capital in conjunction with ensuring the quality of works and projects; prevent negativity, loss, waste, violations of the law and promote the effectiveness of projects after investment. At the same time, make payment and disbursement of capital sources according to plan; take public investment as the leader, activate social investment; proactively exchange and coordinate with relevant departments and branches to promptly remove difficulties related to site clearance and count work on a daily and weekly basis.

He assigned the Standing Committee of the Ha Long City Party Committee to direct the City Party Committee's Inspection Committee to strengthen supervision and strictly and promptly handle cases of cadres who are negligent and lack a sense of responsibility in the performance of their duties, especially from now until the district-level activities are stopped. This is one of the bases for evaluating cadres and arranging cadres according to the new model.
