Mong Cai City: Many solutions to collect budget from import and export

On March 17, 2025, the Customs Branch of Region VIII adjusted the target of striving to collect the state budget in 2025 for Mong Cai International Border Gate Customs from 2,650 billion VND to 2,860 billion VND, an increase of 339 billion VND compared to the state budget collection result in 2024, the highest ever.

Ms. Nguyen Thi Thu Ha, Deputy Head of Mong Cai International Border Gate Customs, said: 2025 is a year of special importance to complete the goals and targets set out in the Resolution of the 15th Provincial Party Congress, creating a solid foundation for Quang Ninh and the whole country to enter a new era. The expected volume of import and export goods through road border gates remains stable. However, 2025 is forecast to continue to be a year of many fluctuations, when the global economy still faces many risks from geopolitical conflicts, increasing trade protectionism, and shifts in global supply chains. Conflicts, wars, and epidemics around the world continue to affect the import and export activities of businesses. At the end of 2024, the National Assembly passed Resolution No. 174/2024/QH15, which resolved to continue reducing VAT by 2% until June 30, 2025; Continue to consider extending the VAT reduction period until the end of 2026.

In that context, Mong Cai International Border Gate Customs identified completing the 2025 state budget revenue target as the top political task. The unit continues to promote the tradition of solidarity, innovative thinking, drastic actions and accompanying businesses, facilitating legal trade without losing budget revenue. Accordingly, the unit has developed a detailed scenario with a target revenue of VND 2,860 billion.

In order to implement the State budget collection work according to the scenario, striving to complete the assigned targets, in the spirit of overcoming all difficulties, counting products, the unit continues to closely follow the production and business plans of enterprises in the FDI sector. The unit also monitors and evaluates the impact after the US temporarily suspends the imposition of reciprocal tariffs for 90 days for most countries, including Vietnam; reviews and counts potential enterprises in other localities to select enterprises to contact and meet. At the same time, continue to establish working groups to meet and exchange directly with enterprises, grasp the needs and promote the advantages of Mong Cai border gate to attract enterprises to carry out customs procedures.

Every month, the unit analyzes and evaluates the implementation of state budget collection according to the developed scenario, closely following the actual development of revenue sources, assessing objective and subjective causes, favorable and difficult factors in tax collection to have timely solutions, and effectively manage state budget collection.

According to the report of Mong Cai International Border Gate Customs, from the beginning of the year to the end of May 2, 2025, the import and export turnover of goods through the city reached more than 1.82 billion USD, an increase of 34% over the same period in 2024 (CK); State budget revenue reached 851.35 billion VND, an increase of 24% CK; there were 1,011 enterprises carrying out import and export procedures at Mong Cai International Border Gate Customs (245 enterprises in the province, 766 enterprises outside the province), an increase of 300 CK enterprises.

Mong Cai International Border Gate Customs is gradually improving the quality of state management of customs, contributing to building a transparent and modern business environment, creating trust for the business community and attracting foreign investment in the border area, actively contributing to the development of the local and national economy.

From March 15, the Quang Ninh Provincial Customs Department was reorganized, streamlined, and renamed the Customs Department of Region VIII. In 2025, the Department set a target of collecting import and export revenue of over VND 17,800 billion, and launched emulation campaigns to each agency, unit, cadre, and civil servant, with the highest determination to carry out the task of collecting the budget.

From the beginning of 2025 to present, the import-export revenue through the province has reached 4,281 billion VND, an increase of 90% over the same period in 2024, reaching 24% of the annual estimate. The number of enterprises currently carrying out import-export procedures through the province has reached 1,294 enterprises, an increase of 38% over the same period in 2024.
