Maintaining Traditional Costumes: A Good Way to Preserve Culture

There are 21 ethnic minority groups living together in the province, with over 162,500 people, accounting for 12.3% of the province's population, the most of which are Dao, Tay, San Diu, Hoa... concentrated mainly in mountainous districts such as Binh Lieu, Ba Che, Tien Yen... In recent times, the work of managing, preserving and promoting traditional cultural values, including ethnic costumes, has been of interest to all levels, sectors, localities and ethnic minorities in Quang Ninh province and has achieved important results.

Tien Yen is a mountainous district of the province, with 17 ethnic groups living together, ethnic minorities account for 52%, the cultural colors of costumes are mainly preserved and promoted in the communities of Tay, Dao, San Diu and San Chi ethnic groups. To preserve and promote the traditional cultural values of ethnic minorities in the area, the district has directed communes with many ethnic minorities such as Phong Du, Dai Duc, Ha Lau... to regulate commune officials and civil servants to wear traditional costumes to work every Monday; theeducation sector and communes propagate and mobilize parents to sew ethnic costumes for their children to go to school. Currently, many schools have regulations on wearing traditional ethnic costumes on opening ceremonies, the first Monday of the week, holidays, cultural festivals...

In addition, Tien Yen district also focuses on promoting people to make and produce their own costumes and maintain wearing costumes during holidays; organize festivals, competitions, performances; display and exhibit traditional costumes during cultural festivals of ethnic groups...

Along with other localities in the province, Binh Lieu district has up to 96% of the population being ethnic minorities possessing unique traditional cultural values. Coming to Binh Lieu, people and tourists will easily encounter traditional costumes of the Tay, Dao, San Chi ethnic groups... in daily life as well as tourism and community activities.

To promote the value and beauty of traditional costumes of ethnic groups in the area, since 2019, the District People's Committee has issued Official Dispatch No. 367/UBND-VHTT on the implementation of wearing uniforms and traditional costumes in state management agencies and affiliated public service units. Accordingly, implementing and maintaining the wearing of traditional costumes in schools, state management agencies and affiliated public service units on specified days of the week... In particular, in recent years, Binh Lieu has organized the contest "The most beautiful ethnic costume performer". Thereby, not only raising awareness and responsibility for preserving and conserving ethnic costumes in the community, but also constantly spreading and promoting the image and beauty of the land and people of Binh Lieu.

Together with localities in the province, the provincial Women's Union at all levels has also promoted propaganda, education, and raised awareness for officials, members, and people about the values of traditional culture. In particular, up to now, 23 women's clubs have been established to preserve, promote, and maintain traditional cultural heritages, attracting 1,000 members and women to participate, including the effectiveness of 4 Dao Thanh Phan ethnic costume embroidery clubs, 1 Dao Thanh Y ethnic costume sewing club, 1 intergenerational ethnic women's club to preserve and promote traditional costumes, etc.

Currently, the speed of urbanization, socio-economic development associated with the 4.0 industrial revolution and the strong introduction of cultural elements from outside, so traditional culture is gradually fading away. The Provincial Party Committee has issued Resolution No. 17-NQ/TU dated October 30, 2023 on building and promoting cultural values, human strength of Quang Ninh to become an endogenous resource, a driving force for rapid and sustainable development. To implement Resolution 17, sectors, units and localities in the province have flexibly and creatively applied investment in cultural development, while strengthening and innovating propaganda and mobilizing people to eliminate bad customs, build a civilized lifestyle associated with preserving and promoting the values of good cultural identity of ethnic groups in a diverse, vivid and creative direction, with scientific, methodical and persistent solutions close to the reality of each village and each ethnic group.
