NDO - On the morning of May 10, at the Government Headquarters, Prime Minister Pham Minh Chinh - Head of the State Steering Committee for National Important Projects and Works, key to the transport sector, chaired the 17th meeting of the Steering Committee.

Also attending were Deputy Prime Ministers, Deputy Heads of the Steering Committee Tran Hong Ha and Ho Duc Phoc; leaders of ministries, branches, and central agencies who are members of the Steering Committee. The meeting was broadcast live to the headquarters of 49 People's Committees of provinces and cities where key transport projects pass through.

Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh stated that we are actively promoting three strategic breakthroughs. The draft documents submitted to the 14th National Party Congress also identified strategic breakthroughs, including the strategic breakthrough in road infrastructure. The development of road infrastructure is very important. To the extent that it is developed, it opens up new development space, urban areas, services, industry, reduces logistics costs, reduces product input costs, creates better competition, and creates convenience for people and businesses. Our Party has always identified that since the 11th National Party Congress, developing key transport infrastructure is a strategic task.

The Prime Minister said that in this term, we have reduced the number of investment projects to focus resources on key transport projects. The Government has established a State Steering Committee to direct this work.

Recently, provinces and cities have continued to propose the construction of highways, bridges, and railway development. Therefore, the work and tasks of the Steering Committee have not only decreased but also increased. However, we must closely follow the progress, requirements, and directions of the Central Committee and the Politburo to effectively implement them, especially in recent times.

In addition to the significance of strategic infrastructure issues in transportation, there is also another social significance because transportation is the lifeblood of national development; especially connecting regions, connecting internationally, creating jobs, solving current traffic congestion, making people-to-people connections more convenient, creating a favorable space for national development.

From now on, we must further promote this because traditional growth drivers such as consumption, export and investment are facing difficulties, especially export. Therefore, we must promote other drivers to compensate, including investment, especially public investment. In public investment, investment in transport accounts for a high proportion, so promoting key transport projects will promote public investment.

The Prime Minister requested a review of key projects to remove difficulties and obstacles.

The Prime Minister stated that recently, we have simultaneously started and inaugurated 80 key projects on the occasion of the 50th anniversary of the Liberation of the South and National Reunification, making the people extremely excited and enthusiastic, creating an effect and movement to implement 3 strategic breakthroughs. We must strive to achieve high growth because growth creates development for the country, increases per capita income, has resources to ensure national security and defense, and contributes to increasing overall labor productivity.

In the current trend, economic growth in all countries is decreasing while we are determined to achieve high growth, this requires real effort and concern; "words must go hand in hand with actions", people are eagerly waiting for projects to come into operation, therefore, ministries, branches and localities must pay real attention, invest real effort, avoid formalism, the disease of acting while doing very poorly; the work must achieve good results. This is also a criterion for evaluating officials. Regulations on public investment also clearly mention this.

The Prime Minister requested ministries, branches and localities to report to the Steering Committee on local leaders who do not complete their tasks, so that they can be considered not to be assigned to positions in the current context of streamlining.

The Prime Minister requested that the meeting should further evaluate the implementation of the Lao Cai-Hanoi-Hai Phong railway project, and determined to start construction of this railway this year. "Only discuss action, no delay"; review the routes that must be completed this year according to the Resolution of the 13th National Party Congress, including whether the targets of 3,000km and 1,000km of coastal roads have been completed.

In particular, most recently, the Resolutions related to the railway project of the Central Government, the National Assembly and the Government should be examined to see if there are any problems. Experience has shown that in recent years, due to management and mechanisms, there has been a shortage of construction materials while in reality there is no shortage. We must promote other railway lines connecting China such as Lang Son-Hanoi, Mong Cai-Hai Phong connecting China and Europe.

The Prime Minister has issued an official dispatch to inaugurate and start construction of 80 key projects on the occasion of the 80th anniversary of the August Revolution and National Day September 2, so we must prepare early and be determined to organize the event on August 19 to celebrate this event; at the same time, prepare to inaugurate and start construction of key projects on December 19 to celebrate the 14th National Congress of the Party. Provinces and cities must actively prepare for this event to create momentum, motivation and confidence for national development. Reality shows that the project's early completion meets the people's expectations.

The Prime Minister asked localities to focus on reporting on problems such as site clearance and project construction status.

The Prime Minister also pointed out that the traffic connection with Laos is a pressing issue, and assigned Nghe An to be the investor of the road connecting with Laos.

The Prime Minister suggested that the military study the possibility of investing in a road connecting Thanh Thuy border gate (Nghe An) to the capital Vientiane.

The Prime Minister emphasized the spirit of self-reliance, self-improvement, strengthening decentralization, local leaders must be proactive, creative, "dare to think, dare to do, dare to take responsibility", "locality decides, locality does, locality takes responsibility". The Ministry of Agriculture and Environment guides procedures on material exploitation, compensation, resettlement support, and conversion of forest use purposes; members of the Steering Committee; project management boards, contractors promote a sense of responsibility to actively remove obstacles, disburse better, and achieve better quality projects...

* The Ministry of Construction said that the Prime Minister has issued Decision No. 609/QD-TTg dated March 15, 2025 on the establishment of the Steering Committee for key projects and national important projects in the railway sector, in which railway projects are separated from the State Steering Committee for key national projects and key projects in the transport sector (Steering Committee). Therefore, up to now, the projects under the Steering Committee include 37 projects/95 component projects, including 35 projects in the road sector and 2 projects in the aviation sector (Ministry of Construction 12 projects/33 component projects; localities 23 projects/57 component projects; other agencies 2 projects/5 component projects).

Since its establishment, the Prime Minister, Head of the Steering Committee, has chaired 16 meetings and has directly inspected the site many times, worked with localities to direct the removal of difficulties and obstacles, and urged the progress of projects.

Ministries, branches and localities have made efforts to implement assigned tasks. Up to now, many difficulties and obstacles have been resolved. The progress of project construction has clearly changed. In particular, 19 projects/component projects have been put into operation, notably the completion and operation of 16 expressways, increasing the total number of expressways in the country from 1,327km to 2,268km, putting into operation the connecting route and Passenger Terminal T3 of Tan Son Nhat International Airport; 52 projects/component projects are being implemented, basically following the set schedule.

At the 16th meeting on March 9, 2025, the Prime Minister assigned 33 tasks to ministries, branches and localities, focusing on removing difficulties and obstacles, speeding up investment preparation procedures for projects; to date, the units have completed 26 tasks on time, including a number of important tasks:

The Ministry of Agriculture and Environment has reported to the Prime Minister the results of reviewing legal regulations on minerals that are not suitable for practice and worked with localities to provide guidance on: Procedures, resolving difficulties and problems related to the supply of materials for projects; compensation for livestock and crops according to the provisions of Article 103 of the 2024 Land Law; on transferring material mines granted under a special mechanism that still have reserves but are no longer needed for exploitation to other projects; has instructed Dak Lak province on the return of temporary dumping sites for excess materials; has reviewed procedures for recovering sediment materials from Dau Tieng Lake.

The Ministry of Finance has completed the appraisal/appraisal of the adjustment of the investment policy for the Ho Chi Minh City Ring Road 4 and Bien Hoa-Vung Tau projects; has guided Lang Son province on adjusting the investment policy for the Huu Nghi-Chi Lang project; has submitted to the Prime Minister the extension of the implementation period and capital disbursement, and the plan to arrange additional capital for key projects; is finalizing the content of amending and supplementing the Law on Bidding and the Law on Investment in the form of public-private partnership to submit to the National Assembly for consideration at the 9th Session.

The Ministry of Industry and Trade held an online meeting with localities to remove difficulties and obstacles in relocating power grid projects affected by important national projects and key transport projects.

The Ministry of Public Security has reported to the Prime Minister on the situation of sand supply activities serving the construction of a number of key national traffic projects.

The Ministry of Construction has instructed localities to use necessary technical solutions to speed up the construction progress of projects; submitted to the Prime Minister an adjustment to the investment policy of the Bien Hoa-Vung Tau project; coordinated with competent agencies to organize the groundbreaking and inauguration ceremonies of 80 projects on April 19, 2025, of which 208km of the eastern North-South expressway, Bai Vot-Ham Nghi, Ham Nghi-Vung Ang, Bung-Van Ninh and Van Phong-Nha Trang sections, 19km of Ben Luc-Long Thanh section were put into operation to serve the people on the occasion of April 30, 2025; and opened to traffic 10km of the Bien Hoa-Vung Tau section.

In addition, the agencies are actively implementing 2 tasks of regular direction and operation and 5 tasks that have not met the required progress.
