According to the report of the Department of Finance, the economic situation in the first 4 months of 2025 continued to maintain positive growth in many areas. To maintain the growth momentum, the Provincial People's Committee has directed departments and branches to closely follow the growth scenario of each quarter, focus on removing difficulties and obstacles, and have the highest determination to complete the set growth target.

Mr. Vu Duc Dung, Deputy Director of the Department of Finance, said: The economic situation in April and the first 4 months of 2025 continued to maintain a stable growth momentum and accelerated compared to the same period in 2024. The fields of industry, trade, services, construction, and agriculture made important contributions to the overall economic growth of the province. As a result, the state budget revenue by the end of April was estimated at VND 2,740 billion, reaching 38.7% of the Provincial People's Council's estimate, of which domestic revenue was over VND 2,600 billion; import-export revenue was estimated at over VND 134 billion.

Industrial production recovered, in the first quarter and April, the industrial sector played an important role in the overall growth of the province, especially electricity production. According to statistics, in April, the industrial production index is estimated to increase by 15.5% over the same period last year. Electricity output in April is estimated at 502 million kWh, in 4 months it is expected to be 2,045.7 million kWh; commercial electricity is estimated at 108.8 million kWh in April, in 4 months it is expected to be 463.3 million kWh.

Continuing the growth momentum of the first quarter, in April 2025, trade and services in the province all grew quite well. Total retail sales of goods are estimated at 1,931.08 billion VND, up 2.45% over the previous month and up 21.5% over the same period last year. Some groups of goods consumed in the month increased compared to the previous month: wood and construction materials increased by 6.54%; household appliances, tools and equipment increased by 2.44%; food and foodstuff increased by 1.96%; gasoline and oil of all kinds increased by 0.71%. Export turnover in April is estimated at 191.715 million USD, up 18.1% over the same period. In the first 4 months of the year, exports reached 745.964 million USD, equal to 31.59% of the yearly plan, up 16.57% over the same period.

Promoting investment promotion activities and improving the business environment, since the beginning of the year, the province has had 21 newly licensed projects and 23 projects approved for investment policy adjustment, with a total registered capital of about 7,110 billion VND (including 14 projects outside industrial parks and clusters, 7 projects inside industrial parks and clusters); compared to the same period in 2024, there was an increase of 19 projects, an increase of about 6,857 billion VND in registered investment capital.

In April, the Provincial People's Committee started the project of Xuan Thien Hoa Binh lime and lightweight powder factory in Lac Thuy district, which is a key project of the province, with a total investment of more than 8,000 billion VND. Along with that, the Provincial People's Committee resolutely directed departments, branches, and the People's Committees of Kim Boi and Lac Son districts to urgently complete site clearance work, ready to start the key projects of the province in the area in May.

Commenting on the economic situation in April 2025, Comrade Bui Duc Hinh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, said: Agencies, units and localities have closely followed the direction of the Provincial People's Committee, reviewed and assessed the practical situation, improved the capacity of analysis, forecasting, timely response and had effective solutions. Proactively grasp and exploit opportunities and opportunities from outside and inside the economy to synchronously implement solutions for each industry, field and locality to promote economic growth; accelerate investment in transport infrastructure, infrastructure of industrial parks and clusters, digital transformation infrastructure, etc. to create momentum for attracting investment.

According to the scenario, in the second quarter of 2025, the province's economic growth must reach over 10%; the total regional product (GRDP) must reach over 104 trillion VND. Comrade Nguyen Khanh Son, Deputy Head of the Provincial Statistics Office, said: "The bottleneck" that can hinder economic growth in the second quarter is the difficulties in exporting goods due to the impact of tariffs. In addition, the province's industrial production still depends heavily on the electricity output of the Hoa Binh Hydropower Plant. Therefore, the province's growth target will be greatly affected if drought occurs. On the other hand, this time also begins the rainy and stormy season, which can easily affect the production and business of enterprises and people.

To maintain the economic growth momentum, Comrade Bui Duc Hinh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, directed departments, branches and localities to continue to promote the sense of responsibility, coordinate closely, resolutely, seriously, synchronously and effectively implement tasks and solutions, and strive to complete the set targets. In particular, special attention is paid to solutions to increase revenue, remove difficulties to increase revenue from land use rights auctions. Accelerate the disbursement of public investment capital and resolutely clear the land, and implement key projects.

Promote the restructuring of the industrial sector, increase the proportion of processing, manufacturing, high-tech industry, energy industry, mechanics, electronics, chemicals, construction, assembly, defense and security industries; focus on industries with competitive advantages; supporting industries, industries serving agriculture and rural areas; clean energy, renewable energy and production of new materials; production of raw materials to provide input for domestic industrial production facilities. Promote trade promotion, domestic consumption stimulus programs, and market expansion; Consolidate and develop traditional markets and exploit new export markets.
