To make private enterprises the pillar of development

In the task of developing enterprises in Quang Ninh province, in 2024, there will be 2,085 newly established enterprises, reaching 104% of the plan. Although the registered capital only reached 21,073 billion VND, a sharp decrease of 36.2% compared to 2023, the bright spot is that the number of enterprises returning to operation reached 782 units, equivalent to the previous year, showing that recovery is gradually returning after many objective and subjective difficulties.

According to statistics, in the first quarter of 2025, the whole province recorded nearly 400 new enterprises with a total registered capital of nearly 3,200 billion VND, an increase of nearly 11% in quantity compared to the same period in 2024. The average capital per enterprise reached more than 9 billion VND, reflecting somewhat the average start-up financial capacity. Notably, the number of enterprises resuming operations continued to increase with nearly 300 units, while the number of dissolved enterprises remained unchanged compared to the same period. Accumulated to the present time, Quang Ninh currently has 12,021 enterprises and dependent units in operation, with a total registered capital of nearly 370,000 billion VND. Of which, the private economic sector accounts for 97.84%, showing the irreplaceable central role of this force in creating growth. The province also currently has nearly 38,200 business households, mainly operating in the trade and service sector (accounting for 83.3%).

However, in addition to the above positive figures, Quang Ninh still faces many challenges in business development, especially private enterprise development. In 2024, the province recorded 1,655 enterprises temporarily suspending operations (up 9%) and 280 enterprises dissolving (up 12%) compared to the previous year.

In the first quarter of 2025 alone, the whole province had over 60 dissolved enterprises. These figures reflect the weak resilience and lack of sustainability of many enterprises, especially small and medium enterprises. The reasons analyzed by the relevant departments and branches are primarily the objective context due to the severe consequences of storm No. 3 in September 2024, along with the aftershocks from the Covid-19 pandemic; global geopolitical tensions causing raw material prices to escalate, disrupting supply chains, disrupting investment flows and shortages of high-quality labor, etc.

In addition, policies still have many bottlenecks, such as: Investment, land and environment procedures are still overlapping; support policies are still scattered; the capacity of businesses, especially small businesses, to access policies is still weak; many support policies have not yet been put into practice...

In the context of a volatile global economy, in 2025, Quang Ninh province clearly identified that developing private enterprises is the "core" of the development strategy. Therefore, many key solution groups have been activated. In particular, the province identified listening to opinions, resolving recommendations, accompanying and supporting businesses. From 2024 to the end of March 2025, Quang Ninh received 153 recommendations from businesses and cooperatives; processed and resolved 58 contents (37.39%), and is in the process of resolving 95 recommendations (62.61%).

The province and its functional departments and branches have also been very proactive and flexible in organizing thematic dialogues; assigning specific responsibilities to each department and branch to receive and resolve recommendations according to each content group and field; deploying a channel to receive recommendations via Zalo OA of functional departments and branches...

Along with that, the province is also actively promoting administrative reform, improving the business investment environment according to the contents of Resolution 05-NQ/TU of the Provincial Party Committee on promoting administrative reform, improving the business investment environment, enhancing competitiveness in the period of 2021-2025, with a vision to 2030 and the Project on developing enterprises, creative startups and developing key products, building the brand of Quang Ninh province by 2025, with a vision to 2030; restructuring the Public Administration Service Center, promoting online public services, eliminating informal costs... limitations that have existed for many years.

The province also urgently removed legal and investment bottlenecks; reviewed and resolved land and planning problems of key projects; enhanced the responsibility of management agencies and leaders in coordinating to resolve suggestions and resolve business problems. At the same time, accelerated the progress of building a creative startup ecosystem; developed and implemented a plan to support finance and training for small and medium enterprises; determined to continue promoting the role of the Provincial Business Association, as a "bridge" between the government, state management agencies and the business community. Not only stopping at reflecting suggestions, the Association continues to proactively advise on policies, organize production - consumption linkages, support digital transformation, and access to credit for members. The province is also implementing many solutions to encourage business households to transform into enterprises, in which the focus is more than 2,000 business households that have made tax declarations. This is a potential force that needs to be "unleashed" with incentive mechanisms in finance, premises, training and access to credit.

The private business community of Quang Ninh province has been playing an irreplaceable role in local economic development. However, in order for this force to truly become a "leading bird", breaking through in the new context, Quang Ninh needs to act more strongly, more decisively, and accompany more substantially. In the "race" for sustainable economic growth, businesses need to be supported by specific actions, with a transparent and favorable investment environment, a supportive government, creating motivation for the private economic sector of Quang Ninh province to grow strongly.
