After 20 years of establishment, Lai Chau city has made great strides in all aspects. Achievements in economy , society, infrastructure and culture affirm the city's position as a development center of Lai Chau province. In the future, with the consensus of the government and people, Lai Chau city will continue to grow, develop sustainably and improve the quality of life of the people.
Milestones
Based on the location, potential, strengths in socio-economics, national defense - security and development trends, on October 10, 2004, the Government issued Decree No. 176/2004/ND-CP on the establishment of Lai Chau town on the basis of the entire area and population of Phong Tho town, Nam Loong commune, Tam Duong commune and 3 villages of Sung Phai commune, Tam Duong district; with a total natural area of 7,083 hectares, a population of 18,089 people; with 5 administrative units (3 wards, 2 communes) and 38 villages and residential groups. The establishment of Lai Chau town is a necessary and objective requirement in accordance with the aspirations of the people of all ethnic groups, a historical milestone and an important premise to open a new period, promoting faster and more stable development of Lai Chau town in particular and Lai Chau province in general.
Immediately after the establishment of the town, in order to promptly complete the leadership apparatus, on October 26, 2004, the Lai Chau Provisional Provincial Party Committee issued Decision No. 189-QD/TU on the establishment of the Lai Chau Town Party Committee and appointed a provisional Party Executive Committee consisting of 27 comrades, and a Standing Committee of the Town Party Committee consisting of 9 comrades. By November 15, 2004, the apparatus of the town's provisional leadership agencies officially came into operation. In order to strengthen the leadership of the Party, the operation and management of the grassroots government, on November 2, 2012, the Government issued Resolution No. 71/NQ-CP on "Adjusting administrative boundaries to establish commune-level and district-level administrative units in Lai Chau province". According to the resolution, 2 wards: Dong Phong and Quyet Tien of Lai Chau town were established. After adjusting administrative boundaries, Lai Chau town has 7,077.44 hectares of natural area and 41,700 people, 7 affiliated administrative units.
After nearly 10 years of establishment, Lai Chau town has developed strongly and synchronously in the fields of economy - society, urban infrastructure. At the same time, it continues to promote its potential and advantages to become a dynamic urban area, economic, commercial, service, tourism and cultural center of the province. An honorable and proud historical milestone was on December 27, 2013, the Government issued Resolution No. 131/NQ-CP on the establishment of Lai Chau city with a natural area of 7,077.44 hectares and 52,577 people, including 5 wards and 2 communes.

With the goal of streamlining the commune-level apparatus, aiming at effective and efficient operations, especially in accordance with the aspirations of the people, on January 10, 2020, the Standing Committee of the National Assembly issued Resolution No. 866/NQ-UBTVQH14 on "arranging district-level and provincial-level administrative units in Lai Chau province". Accordingly, the entire 21.06 km2 of natural area and population of Sung Phai commune, Tam Duong district, was adjusted to Nam Loong commune, Lai Chau city and the name was unified as Sung Phai commune, Lai Chau city. To date, the city has a natural area of 9,687.99 hectares, 7 administrative units (2 communes, 5 wards) with 72 villages, residential groups, and a population of over 48,000 people.
These are milestones, honors, prides, and also responsibilities of the Party Committee, government, and people of all ethnic groups in the area, to build Lai Chau city to develop more and more.
Inheritance and development
On the basis of inheriting and promoting the historical tradition, revolutionary struggle, fighting against foreign invaders and ethnic culture of Phong Tho, Tam Duong land, the Provisional Party Committee of Lai Chau town - now the City Party Committee has thoroughly grasped and creatively applied the Party's guidelines and policies, the State's policies and laws to the local reality; encouraged cadres, party members and people of all ethnic groups in the city to unite; attracted and mobilized all resources, promoted potentials and advantages, promoted patriotic emulation movements, determined to build Lai Chau city to develop comprehensively, worthy of being the political, administrative, economic, cultural and social center of the province.
20 years ago, when the town was newly established, the socio-economic situation was still facing many difficulties: low starting point; small scale; the socio-economic infrastructure system, especially roads, schools, offices and other essential works were all lacking and outdated; the staff was both lacking, most of them were new and had no practical experience; the educational level of the people was uneven, the poverty rate was still high (accounting for 13.6%). The headquarters of the Party, government and mass organizations from the town to the grassroots were built temporarily; some agencies, units, communes and wards had to rely on people's houses to work, living and working conditions were still full of difficulties and hardships.
With the aim of strengthening the special friendship and solidarity, Lai Chau city (Lai Chau province, Vietnam) and Bun Nua district (Phong Sa Ly province, Laos) have just signed a Memorandum of Understanding to establish friendship relations.
In that context, with the deep attention of the Central Government, the timely and close leadership and direction of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the effective coordination of the provincial departments, branches, sectors, unions, and districts in the province, the Party Committee, the government, and the people of all ethnic groups in Lai Chau town have promoted the tradition of solidarity, joined hands, and made unanimous efforts to overcome difficulties and strive to rise up. In particular, promoting collective intelligence, identifying key programs to focus on leadership and direction. Notably: planning and building modern urban infrastructure; socio-economic development plans for each period and each year; site clearance, compensation, and resettlement support; building, consolidating and improving the leadership capacity and fighting strength of party organizations and party members; strengthening training and fostering of cadres; promoting the strength of great solidarity among ethnic groups; hunger eradication and poverty reduction; building grassroots cultural life; do a good job of ensuring national defense and security
Over the past 20 years with 4 congress terms, the City Party Committee has promptly concretized documents to implement resolutions of Party Congresses at all levels; the Party's guidelines and policies, the State's laws and policies have been thoroughly grasped, disseminated and widely propagated to cadres, party members and people of all ethnic groups in the area, many resolutions have been put into practice in a practical way. The implementation of Resolution 4 of the Central Committee (term XI, XII), Conclusion No. 21-KL/TW of the Party Central Committee, term XIII on strengthening Party building and rectification in association with studying and following Ho Chi Minh's ideology, morality and lifestyle and the working theme of the Provincial Party Committee has achieved many positive results, creating a strong spread among cadres, party members and people. Up to now, Lai Chau City Party Committee has 48 Party cells and grassroots Party committees (twice as many as when it was first established); 132 party cells directly under the grassroots party committees with 3,368 party members (an increase of 2,877 party members compared to when it was first established). Focusing on effectively directing the Party's inspection and supervision tasks and mass mobilization work of the political system.
Entering the next phase, Lai Chau city is facing new opportunities and opportunities but also many difficulties and challenges. The Party Committee, government and people of the city continue to unite, proactively promote internal resources, exploit potential strengths. Take advantage of the attention and direction of the Central and the province to continue to focus on leadership and direction to promote the building and rectification of the Party and the political system to be clean and strong; promote economic, cultural and social development, ensure national defense and security, continue to build Lai Chau city green, clean, beautiful, civilized, modern, towards a type II urban area.
| With the efforts over the past 20 years, the Party Committee, government and people of all ethnic groups in Lai Chau city were awarded the Third Class Labor Medal (2009), Second Class Labor Medal (2014), First Class Labor Medal (2019) by the Party and State; 7 units and 11 individuals were awarded the Labor Medal; 9 collectives were awarded the Excellent Emulation Flag of the Government; many collectives and individuals were awarded Certificates of Merit of the Government and other noble awards. |
