Proactively improve and upgrade the rankings of component indicators by 2025

Based on the results achieved, at the conference to review the implementation of socio -economic development tasks in May 2025, comrade Le Van Han, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee on science and technology development, innovation, digital transformation, competitiveness; administrative reform and Project 06 of Tra Vinh province (Steering Committee) directed agencies and units, based on assigned functions and tasks, to proactively develop and closely follow the plan, in order to overcome the limitations in 2024 and improve the PCI index of Tra Vinh province in 2025.

Through practical research, relevant departments, branches and localities have been assigned by the Provincial Steering Committee to proactively implement 10 component indicators from the beginning of 2025. Not only the indicators with lower median scores than the whole country, but also the indicators with increased scores and rankings must be proactively implemented, with the goal of achieving the highest possible rankings and scores.

The PCI index of the province in 2024 compared to 2023, out of 10 component indexes, there are 03 indexes that increase in rank and score: Equal Competition, Business Support Policy, Labor Training; there is 01 index that increases in rank but decreases in score: Time Cost; there are 02 indexes that decrease in rank but increase in score: Market Entry, Transparency; there are 04 indexes that decrease in rank and score: Land Access, Informal Costs, Dynamism, Legal Institutions and Security and Order.

From the results achieved, the sectors have been proactive in implementing the direction of the Provincial Steering Committee. Regarding the Competitiveness Index, this is one of three indexes that have increased in rank and score. In 2024, it reached 6.98 points, ranked 04/63, up 34 ranks and 1.48 points compared to 2023 (from 38th to 4th). This index has 11 indicators; in 2024, 10 indicators were assessed as good, 1 indicator was average compared to the national median. Departments and sectors focused on improving limited indicators.

Or the Business Support Policy Index, in 2024, will reach 8.10 points, ranking 3rd out of 63 provinces and cities; up 43 ranks and 2.09 points compared to 2023 (from 46th to 3rd). This index has 13 indicators, of which 7 are rated as good, 1 is average, and 5 are rated as low and limited compared to the national median.

Although the indicators of the Business Support Policy component index increased, with the assigned tasks, in the first months of 2025, the Department of Industry and Trade promptly deployed information to connect and expand the market to more than 200 businesses on the export situation, trade promotion events, fairs, conferences, and FTAs. Organized e-commerce training, with the topic: "E-commerce and tax policies for establishments, enterprises, and cooperatives" for officials of state management agencies, establishments, enterprises, and cooperatives, with 84 delegates attending...

The Time Cost component index is always of interest to enterprises. In 2024, it reached 7.37 points, ranked 36/63 provinces and cities; increased by 09 ranks and decreased by 0.2 points compared to 2023 (from 45th to 36th). This index has 14 indicators. In 2024, 04 indicators were assessed as good, 01 indicator was average, 09 indicators were assessed as low and limited compared to the national median. In order to continue to maintain and upgrade the ranking, the Provincial People's Committee Office advised and submitted to the Chairman of the Provincial People's Committee to sign and issue 27 decisions with 432 administrative procedures. Of which, 256 were newly announced, 125 were abolished, 51 were amended and supplemented, and 256 internal procedures were approved; 307 administrative procedures were updated and made public...

Regarding the index group of downgrades and points, implementing the direction of the Provincial Steering Committee, departments and branches have been active since the beginning of the year. Specifically, for the Land Access Index, in 2024 it will reach 6.58 points, ranking 33/63 provinces and cities, down 31 ranks and 0.78 points compared to 2023 (from position 02 to position 33).

According to the representative of the Department of Agriculture and Environment, in the first months of 2025, all enterprises will be fully guided on procedures for land allocation, land lease, change of land use purpose, issuance of certificates, access to land planning information, etc. The Department will create the most favorable conditions for enterprises of all economic sectors to access land. At the same time, 100% of administrative procedures under the jurisdiction of the Department will be made public on the Department's electronic information portal and the Provincial Public Administration Service Center.

Or the Legal Institutions and Security and Order Index, in 2024, reached 6.98 points, ranked 55/63 provinces and cities; down 54 ranks and down 1.33 points compared to 2023 (from position 01 to position 55). Identifying the limitations, the Department of Justice requested to improve coordination efficiency to deploy and promptly inform people and businesses through many forms of propaganda such as: on the electronic information portal, publicly posting the mailbox to receive complaints and denunciations at the headquarters, distributing propaganda leaflets directly to organizations and businesses to the agency to request resolution of issues related to the procedures for handling complaints and denunciations. Through the review results, in the first quarter of 2025, there were no complaints or denunciations of violations by state officials.

At the same time, legal aid work to support the use of law to initiate lawsuits when there are disputes is always of interest to law practice organizations, legal aid agencies and member lawyers and is implemented. When any enterprise has a dispute and needs legal advice, it is promptly implemented.

The results of the province's PCI index in 2024 show that the number of indexes that have decreased in rank compared to 2023 has decreased by 1 index (from 7 indexes to 6 indexes). Of which, 5/6 component indexes have decreased by more than 10 ranks. Although the index has decreased, it does not greatly affect the overall results and rankings of the province, because the 4 component indexes that have increased in rank of the province all have high weights, especially the Enterprise Support Policy with a weight of 15%.
