Promoting the role of village party cells and residential groups

Tho Thai village, Quang Ninh commune (Quang Xuong) has mobilized people to renovate and build a regulating lake to create environmental landscape and entertainment for people.

Over the years, the Tho Thai village Party cell, Quang Ninh commune has always focused on innovating leadership methods and improving the quality of activities. The Party cell and Party members have a firm grasp of the actual situation, closely following each self-management group in the village, actively discussing and giving valuable comments to plan thematic activities and deploy them throughout the Party cell. During the meetings, the Party cell regularly disseminates, thoroughly grasps and fully implements the Party's directives, resolutions, policies and guidelines, and local tasks. The Party cell always promotes democracy, upholds principles, solidarity and unity; regularly upholds the Party's leadership role in conjunction with implementing political tasks, building clean and strong grassroots Party organizations; promotes the leadership role of the village government in encouraging and mobilizing people to promote economic development, build cultural life, etc.

Secretary of Tho Thai village Party cell, Hoang Xuan Thanh said: “The village has 260 households, with 860 people; including 28 party members. Every year, the party cell has built a resolution on economic development, for each party member and people to implement. Cadres and party members uphold the spirit of being exemplary, taking the lead in propagating and mobilizing families and people in the village to actively participate in contributing, thereby creating a widespread influence among the people. In the past year, the village mobilized people to contribute more than 2.5 billion VND to build a cultural house and stadium. Currently, we are mobilizing people to support the construction and renovation of the village pond area into a regulating lake of the village to create an environmental landscape and a place for people to play and entertain. In carrying out the task of leading the people in economic development, improving people's lives, the party cell actively propagates and mobilizes people to introduce new varieties of plants and animals, and apply science and technology to development. economic development to increase productivity...”.

To improve the leadership capacity and fighting strength of the Party cell, the Quang Ninh Commune Party Committee always maintains the assignment of Party Committee members to be directly in charge of and attend meetings with each Party cell. Thereby, promptly resolving new issues arising at the grassroots level, preventing frustration among cadres, Party members and the People. Along with the regular meeting contents, every year the Party cells develop topics to deploy and implement, contributing to the successful implementation of development tasks in the locality.

Mr. Hoang Van Manh, Standing Deputy Secretary of the Quang Ninh Commune Party Committee, said: “The village Party cell has demonstrated its leadership in implementing the Party's guidelines and policies, the State's laws, and leading the implementation of socio-economic development goals, ensuring security and national defense in the locality. In recent years, the villages have focused on directing the work of renovating and upgrading infrastructure, environmental sanitation, cultural houses, and strengthening propaganda in many forms; at the same time, mobilizing the entire political system from the commune to the village and the people to join hands in completing the criteria for advanced communes. As a result, the commune has been recognized by the Chairman of the Thanh Hoa Provincial People's Committee as Quang Ninh commune meeting advanced NTM standards in 2023...”.

Quang Xuong District Party Committee has 10,399 party members belonging to 67 grassroots party organizations, with 364 party cells directly under the grassroots party committee, including 188 village and residential group party cells. Determining that village and residential group party cells play an important role in bringing the Party's guidelines and policies, the State's policies and laws to each party member and the people, Quang Xuong District Party Committee has had many solutions to improve the quality of activities at village and residential group party cells. Right from the beginning of the term, the District Party Committee issued Program No. 23-CTr/HU, dated December 24, 2021 on improving the leadership capacity and fighting strength of grassroots party organizations; building a contingent of cadres to meet the requirements and tasks in the new situation. Thereby, village party cells have fully implemented the principles, organized Party activities according to the Party Charter and the operating regulations of the Party cell committee and branch committee. The content and quality of the Party cell meetings are increasingly renewed. At monthly meetings, the Party cell evaluates and comments on the results of activities in each field, commends the strengths that need to be promoted, and frankly points out the shortcomings and limitations that need to be quickly learned from. The Party cells have promoted democracy through discussing and evaluating specific tasks that the Party cell committee has proposed, thereby enhancing understanding and raising the awareness of training of cadres and Party members. Thanks to the practical and effective ways of doing things of the Party cell, the leadership role of the Party cell in the village and residential group is increasingly affirmed and promoted.
